02-24-1992 Public Hearing MinutesSTATE OF MN The Public Hearing on Organized COUNTY OF WRIGHT Garbage Collection was continued CITY OF OTSEGO this 24 day of February, 1992, at 6z3Q PM. Norman F. Freske, Mayor, Doug Lindenfelser, Floyd Roden, Larry Fournier, and Ron Black, Council Members, Jerome Perrault, Clerk, Elaine Beatty, Deputy Clerk/Zoning Administrator, and Judy Hudson, Secretary, were present. Haulers present were Corrow Sanitation, Peterson Bros Sanitation and G. D. LaPlant Sanitation. The Hearing was called to order by Mayor Norman F. Freske. Mr. Freske advised those in attendance that while Aagaard West was not able to attend, they had sent a letter to the Council advising them they were opposed to the Organized Garbage Collection System and preferred the free enterprise system. Marty Carroll was present and said she prefers not to have an organized collection system, that she likes the freedom to chose her own hauler and if not satisfied she can get a different hauler. Larry Fournier asked the haulers how they would handle a situation like a dissatisfied customer. Peterson responded by saying that under the organized system the haulers are responsible to the City and if they have dissatisfied customers, they stand a chance of losing all their customers. Larry Fournier said that of the people he had talked to, they were about evenly divided pro and con. However, almost all of the people were opposed to mandatory garbage collection. Judy Hudson said she had contacted Jim's Sanitation of Clearwater. He informed her that he has only four customers in Otsego and would like to keep them, however, he is not interested in recycling. Otsego Home Owners Assn. conducted a survey of residents and found them to be about evenly divided pro and con on the subject of organized garbage collection. Ron Black commented that we have a problem because the County rates at the new compost facility are going to cause haulers to raise their rates. Some cities have reported that they have received lower rates from haulers when they used the organized collection system. Ron Black said he would be in favor of adopting a resolution of intent to adopt an organized garbage collection system and then work with haulers during the next 6 months to implement the system. The garbage haulers had agreed to recycle for 6 months and they agreed to continue to recycle during the organizational period. Motion by Ron Black to close the Public Hearing on Organized Garbage Collection. Seconded by Larry Fournier, all Council Members voted in favor of the motion. Motion by Larry Fournier to adopt the attached Resolution of Intent to Organize e Solid Waste Collection HEARING ON ORGANIZED GARBAGE HAULING, FEBRUARY 24, 1992 PAGE 2 System under MN Statutes 11.SA:94. Seconded by Floyd Roden, all Council Members voted in favor of the motion. On motion the Hearing adjourned. , NORMAN F.
