04-28-1992 Board of Review MinutesSTATE OF MN The Board of Review of the City of COUNTY OF WRIGHT of Otsego met this 28 day of April, CITY OF OTSEGO 1992, at 7:00 P.M. Norman F. Freske, Mayor, Doug Lindenfelser, Floyd Roden, Larry Fournier and Ron Black, Council Members, Jerome Perrault, Clerk, Judy Hudson, Secretary, Andrew Merges, Otsego Assessor and Douglas Gruber, Co. Advisor, were present. The Board of Review was called to order by Mayor Norman F. Freske. Doug Gruber explained houses have an overall increase of 2%, ag land did not change. The legislature changed the law so that platted unsold lots can now be valued at 90% of market value. Mrs. Bernard Roden appeared before the Board to inquire what her house was valued at. Andrew Merges informed her that lot values were increased by $1200, from $8800 to $10,000, and her house value increased a little over 2%. He said she had 70 acres of B land, 10 acres pasture, 4 acres of waste land. John Simola of 9043 - 92nd St., appeared before the Board to inquire about the high value of his property. In 1988 the value of his garage was lowered from $9.00 to $7.00 a sq. ft. His house size is listed at 1196 sq. ft. and is actually 1128 sq. ft. His house is not in as good a condition as assessed, windows need replacing and fireplace needs repair. He would like to have the sq. ft. of his house corrected and allowance made for the condition. Motion by Floyd Roden to have the Assessor re-check the size and condition of Mr. Simola's house. Seconded by Ron Black, all Council Members voted in favor of the motion. Mitchell Bengston of 8031 O'Day Ave. N.E., appeared to complain about the high tax on his home which he purchased in August, 1991. Doug Gruber explained that it was non- homestead in 1991 and that he should come into the County Office and he would change it to homestead classification. He can also apply for a refund on his taxes. Mike Merges, of 10365 - 80th St., appeared before the Board to complain that his valuation went up $20,000. His property is valued at $91,300. He has 15 acres of land which is listed as 14 acres tillable. Andrew Merges agreed to re- check his property. Mr. Merges said he is a dis-abled veteran. Motion by Larry Fournier to have Andrew Merges re-check the Mike Merges property. Seconded by Ron Black, all Council Members voted in favor of the motion. Robert Osmonson, of 14295 - 96th St., Lot 1, Block 1, Hy.Lo Acres 3rd Addition, appeared before the Board to say his property was valued at $104,700 as compared to others at $90,000. The valuation of his home last year was under $100,000. The Assessor compared valuations and found his lot was valued $5000.00 higher because it was wooded. Seconded by Ron Black, all Council Members voted in favor of the motion. Bradley Mickelson, of 14605 - 94th St., Lot 5, Block 2, Mississippi Parkwood, appeared before the Board to say his value was too high at $105,700. Andrew Merges explained his garage was omitted by mistake last year and was put on this year. The value of the garage and the 2% overall increase in homes accounted for a lot of the increase. His valuation was compared to a similar home and found to be comparable. No changes were made. Frank Muller, of 8416 Oakwood Ave, Lot 3, Block 1, Vassuers 3rd Addition, appeared to say his double wide mobile was valued too high. He is also having flooding problems on his lot. The Assessor agreed to re -check his property. Wayne Thell, of 14186 - 62nd St., appeared to say his property was valued too high at $80,200 as compared to a bank appraiser. He said the mobile homes in his area lower the value of this home. The Assessor agreed to lower the value to $79,000 because of the area and physical depreciation. Motion by Floyd Roden to reduce Mr. Thell's valuation to $79,000. Seconded by Ron Black, all Council Members voted in favor of the motion. John Karnes, who lives on PID 118-034-001050, appeared to say his property was non -homestead by mistake because he was absent from his home for medical reasons. His mobile home is valued at $14,700 and the lot at $10,000. the Council agreed that he should be given homestead classification. Karla Jordan, of 10470 Kahler Ave, Lot 1, Block 1, Island View Estates, appeared to say her taxes had increased a lot. Her valuation increased from $87,900 to $113,000 because it was completed. The Assessor will check last year's records to see what completion percentage was used. Motion by Ron Black to have the Assessor re -check last years assessment to verify the amount of increase to see if it was correct. Seconded by Larry Fournier, all Council Members voted in favor of the motion. Gerald Collins, of 9359 Nelmark Ave, who owns 3 lots in Great River Acres, appeared to say his valuation had increased too much. Andrew Merges explained that the valuation on his buildable bare lot was increased because it was undervalued according to the valuation book. Lawrence Lennard, of 822 E River Road, Anoka, complained that his property, Lot 4, Block 1, Halls Addition was valued too high. His complaint was made by mail. He paid $57,000 in December, 1991, and it is valued at $59,700. The Assessor said the valuation was revised because of a cement slab added valued at $1700 and the 2% overall increase. Mary Keating, of 8888 Odell Ave, complained that her property was valued too high at $64,200 and requested a CITY OF OTSEGO BOARD OF REVIEW, APRIL 28, 1992, 7:00 PM - PAGE 3 - decrease to $61,900. She had her house listed for sale and the best offer was $60,900, The Assessor compared valuation and said it was comparable. The Council agreed no changes should be made. Joel Radjenovich, who lives on PID 118-800-141101, complained by letter that his valuation was too high. His property is valued at $100,100 and he requested a decrease to $97,300. His value was increased by and increase in the valuation of his basement and the 2% overall increase. The Council agreed no changes should be made. Motion by Ron Black to continue the Board of Review Meeting on May 11, 1992, at 7:20 P.M. Seconded by Doug Lindenfelser, , all Council Members voted in favor of the motion. , NORMAN F.
