COUNTY OF WRIGHT Council of the City of Otsego was
CITY OF WRIGHT held this 29 day of May 1992,
at 3:30 PM to discuss the EAW for
County Ridge Development. Norman Freske, Mayor, Doug
Lindenfelser, Floyd Roden, Larry Fournier and Ron Black,
Council Members, Jerome Perrault, Clerk, Elaine Beatty,
Deputy Clerk/Zoning Administrator, Judy Hudson, Secretary,
Bill Radzwill, Attorney, Larry Koshak, Engineer, Lynn
Caswell, Engineer with John Oliver & Associates, Steve
Scharber and Tony Emmerich were present.
The meeting was called to order by Mayor Norman F.
Freske.
A new list of environmental questions concerning Country
Ridge Development has been received from MCPA and Larry
Koshak and Lynn Caswell (Engineer for Country Ridge
Development) will not have time to respond by May 31.
One question was the question on the requirement that
all wells be drilled down to the Mt. Simon-Hinckley aquifer
and what guarantee that this would be done. Mr. Koshak said
the City of Otsego already requires this and the fact that
all wells are required to be registered with the State and
this should be proof.
Another question was the nitrate content of the water in
the upper aquifer. Mr. Caswell said he has already submitted
samples of the water for testing. Mr. Emmerich said they
would be willing to put in 2 monitoring wells in Country
Ridge so as to keep a check on the nitrate level at all
times. Mr. Koshak commented that the City should consider
putting in monitoring wells so these questions could be
answered for future developments.
Another question raised was the location of the septic
systems on some of the lots. Mr. Caswell said this could be
answered by re-locating the systems to a more favorable spot
on the lot.
Bill Radzwill asked Mr. Koshak and Mr. Caswell if they
could respond to all the questions by June 8, 1992 and they
said that they could. Motion by Ron Black to adopt the
following Resolution:
Resolution postponing issuance of a decision on the
necessity for an Environmental Impact Statement for the
proposed Country Ridge Development.
Whereas; the City of Otsego has received an application
for a residential development known as "Country Ridge"; and
Whereas; An Environmental Assessment Work Sheet (EAW)
has been completed on Country Ridge: and
Whereas; various comments to the EAW were received; and
Whereas; The City council of the City of Otsego has had
insufficient time to fully and adequately respond to the
comments; and
Whereas; There is insufficient information
at the present time to allow a fully informed decision
on the necessity for an Environmental Impact Statement; and

Whereas; The information lacking includes the
response of the Minnesota Pollution Control Agency to
requirements to be placed in the Development Agreement
and included in the general ordinances of the City of
Otsego; and
Whereas; the information lacking also includes the
developer's response to these requirements; Therefore,
be it Resolved that the Otsego City Council hereby
postpones the decision of the necessity for an
Environmental Impact Statement until the 8th day of
June, 1992.
The motion to adopt the Resolution was seconded by Doug
Lindenfelser, , all Council Members voted in favor of the
motion. The Resolution was declared adopted this 29 day of
May, 1992.
Motion by Ron Black to adjourn the meeting. Seconded by
Doug Lindenfelser, all Council Members voted in favor of the
motion.
