06-02-1992 Joint Meeting MinutesSTATE OF MN The City Council of the City of
COUNTY OF WRIGHT Otsego and the City Council of the
CITY OF OTSEGO City of Albertville held a joint
meeting this 2 day of June, 1992,
at 7:30 PM at the Albertville City Hall to discuss the
proposed Fire Department Service Contract between the City of
Albertville and the City of Otsego.
Norman Freske, Mayor, Doug Lindenfelser, Floyd Roden,
Larry Fournier and Ron Black, Council Members, Jerome
Perrault, Clerk, and Elaine Beatty, Deputy Clerk/Zoning
Administrator, were present from the City of Otsego.
James Walsh, Mayor, Duane Berning and Donatius Vetsch,
Council Members, Linda Houghton, City Clerk and Rick Woeker,
Fire Chief, were present from the City of Albertville.
The meeting was called to order by Mayor James Walsh.
Mr. Walsh suggested that the Capital Outlay portion of the
1992 Fire Contract Dues (and future years) charged to the
City of Otsego be placed in a Savings Deposit and if these
funds are not used for a new fire hall or new fire truck
within 5 years, they would be refunded to the City of Otsego.
Of the $97,715.00 1992 budget for the Albertville Fire Dept,
$50,000 is for capital outlay. A graph was prepared showing
the tax capacities of the area served by the Albertville Fire
Dept.

The Otsego Area did not include Sections 10, 11 14 and
15, Range 24, which will be served by the City of Monticello
Fire Department.
Norman F. Freske commented that this figure doubles what
the contract dues are in 1990 and that Otsego is only buying
service and should not be charged for capital outlay. Doug
Lindenfelser said he does not feel Otsego residents want to
participate in capital outlay for something that does not
belong to them. Ron Black said this has been our position
all along and we have not changed out minds.
Rick Wacker suggested a 5 year contract between the 2
cities with a cap place on the amount the dues could be
increased each year.
Donatius Vetsch suggested that a Fire Board be
established with representatives from Albertville, Otsego and
Frankfort Township on the Board. The Otsego Council agreed
this was a good idea and should be done.
The issue of emergency medical calls was raised as there
is a not contract in force now. Doug Lindenfelser said
Otsego would be willing to pay for these calls. Rick Wacker
said the Emergency Unit and the Fire Department are operated
the same and most of the time respond together and he was

reluctant to consider a charge for medical calls as long as
no Fire Department Protection Contract is in force.
Otsego has a 1992 Contract with the City of Monticello
and the City of Elk River to serve the area of Otsego that
was served by the City of Albertville and the Otsego Council
advised the Albertville Council that they will continue to
abide by these contracts for the present.
On motion the meeting adjourned.
