COUNTY OF WRIGHT Otsego held an Informational
CITY OF OTSEGO Meeting this 22 day of June, 1992,
at 6:30 PM on the proposed upgrading
and bituminous surfacing of 87th Street from O'Dean Avenue to
O'Brian Avenue and then O'Brian Avenue to 85th Street.
Norman F. Freske, Mayor, Doug Lindenfelser, Floyd Roden,
Larry Fournier and Ron Black, Council Members, Jerome
Perrault, Clerk, Elaine Beatty, Deputy Clerk/Zoning
Administrator, Judy Hudson, Secretary, and Larry Koshak,
Engineer, were present.
The meeting was called to order by Mayor Norman F.
Freske.
Larry Koshak then addressed the meeting and advised
those in attendance that this was an informational meeting of
the proposed upgrading and bituminous surfacing of 87th
Street from O'Dean Avenue to O'Brian Avenue and then O'Brian
Avenue to 85th Street. The area is part of the Halls Pond
Drainage Area and there is a low area at the junction of 87th
Street and O'Brian Avenue. Otsego maintenance crew cleaned
the ditch on the South side of 87th Street last year and this
has improved drainage in the area. The proposed project
would be a 9 ton design with a 32 foot wide subgrade, a
twenty four foot wide bituminous top with a 6 inch gravel
base. Storm sewer piping and manholes would be used to drain
the low area at the corner of 87th Street and O'Brian and
culverts would be replaced as needed. Future drainage
improvements in the area could include storm sewer piping
along 85th Street.
The estimated cost of the project is as follows:
Bituminous surface $ 45,000.00
Aggregate base 18,500.00
Grading (subgrade preparation) 10,500.00
Drainage 22,000.00
Restoration (seed, mulch,driveway)4,000.00
ESTIMATED CONSTRUCTION COST $100,000.00
Overhead (25%) 25,000.00
Estimated total project cost $125,000.00
There are 26 units involved in the project and Mr.
Koshak said he is recommending an assessment o $2,750.00 per
unit with an average annual cost of $409.83 per unit based on
a 10 year payoff at 8% interest. The City share of the
project would be $53,500.
Martha Carol, who lives on O'Brian Avenue, requested
that the City not do the project. She presented the Council
with a petition containing 7 signatures of residents of the
area requesting that the project not be done.
Mrs. David Peterson complained that Don Huss had spread
calcium chloride on 87th Street and it gets on her kid's
clothes and bikes.
Motion by Ron Black to accept the feasibility report on
the upgrading and bituminous surfacing of 87th Street from
O'Dean Avenue to O'Brian Avenue and then O'Brian Avenue to

Seconded by Floyd Roden, all Council Members voted in favor
of the motion.
Doug Lindenfelser commented that as a majority of the
residents seem to be opposed to the project, the Council
should drop the project. Ron Black said, in his opinion, we
should still have a Public Hearing on the project so that
everyone has a chance to be heard.
Motion by Ron Black to have a Public Hearing on the
project on July 27, 1992, at 7=00 PM. Seconded by Larry
Fournier.
One resident asked if she would get two assessments as
she lived on a corner lot and the answer was no.
Another resident said the project should be delayed
until the 85th Street drainage problem is resolved.
All Council Members voted in favor of the motion.
Mrs. Peterson said if Mr. Huss puts anything else on the
road and she has to take her kids to the doctor, Mr. Huss
will get the bill.
Motion by Ron Black to closed the meeting. Seconded by
Floyd Roden, all Council Members voted in favor of the
motion.
