COUNTY OF WRIGHT Otsego held a Public Hearing
CITY OF OTSEGO this 27TH day of July, 1992 at
7.00PM on the proposed upgrading
and bituminous surfacing of 87TH Street from O'Dean Avenue to
O'Brian Avenue and O'Brian Avenue to 85TH Street. Norman F
Freske, Mayor, Doug Lindenfelser, Floyd Roden, Larry
Fournier, and Ron Black, Council Members, Jerome Perrault,
Clerk, Elaine Beatty, Deputy Clerk/Zoning Administrator, Judy
Hudson, Secretary, and Larry Koshak, Engineer, were present.
The Public Hearing was called to order by Mayor Norman
F Freske.
Engineer Larry Koshak then addressed the Hearing. He
said the project area is located in Vasseur's Oak Grove
Estates and the existing streets range from 20 to 22 feet
wide with a 3 to 4 inch gravel base. The project area is
part of the Halls Drainage Area. The City Maintance crew
cleaned out the ditch and the culverts on the South side of
87TH Street last year and this has improved drainage in the
area. Mr Koshak explained that he is proposing a 9 ton
design street with a 32 feet wide subgrade, a 26 feet wide
bituminous top 3 inches thick and 6 inches of base gravel.
The low area at the intersection of 87TH and O'Brian will be
drained with storm drain piping. The drainage of the area
can be improved when 85TH Street is upgraded and storm drain
piping installed along it. The estimated cost of the project
is as follows:

TOTAL ESTIMATED COST $ 125,000.
There are 26 assessable units in the project and Mr
Koshak said he is recommending an assessment of $2,750.00 per
unit which would be $409.83 per unit per year for 10 years at
8% interest. The City share of the project would be
$53,500.00. If the project is approved, the subgrade work
could be done this fall and the bituminous top put on next
spring.
One resident asked if the project would be done in 1992
and 1993. Larry Koshak said that it would be up to the
Council to approve or reject the project.
Charles Butler, of 14186 87TH ST said that because of
economic conditions he could not afford to have the project
done.
Marty Carol of 8710 O'Brian Ave said the project would
improve the drainage of the Stellmach property, but said she
could not afford the improvement at this time.
Guy Rowe of 14031 87TH ST asked if O'Brian Ave would he

graded out to the line of Vasseur's Oak Grove and Mr Koshak
replied that it would not.
Mary Miller said she was opposed to the project.
Mike Boyd also said he was opposed to the project
because of economic reasons.
Rita Peterson of 14333 87TH ST also said she was opposed
to the project.
Randy Thoreson said he was opposed to the project at
this time because of the increase in taxes.
Jacolyn Stellmach had called the City Office to say she
was opposed to the project.
Chuck Waknitze also said he was opposed to the project.
Charles Butler said that he has a "Hill" sign near his
driveway. The Council advised him to check with Dave Chase
on this.
Randy Thoreson asked if 86TH ST is planned to be built
and Mr Koshak said no.
The Council advised the residents that a decision on the
project would be made at the next Council Meeting.
Motion by Ron Black to close the Public Hearing.
Seconded by Larry Fournier, all Council Members voted in
favor of the motion.
