CITY OF OTSEGO Meeting this 4th day of August,
1992, at 3:00 PM. Norman F. Freske,
Mayor, Doug Lindenfelser, Floyd Roden, Larry Fournier and Ron
Black, Council Members
, Jerome Perrault, Clerk, Elaine
Beatty, Deputy Clerk/Zoning Administrator, Judy Hudson,
Secretary, and Don Meinhardt, Architect, were present.
The meeting was called to order by Mayor Norman F.
Freske.
A well quote of $4,780.00 was received from McAlpine
Bros. Inc., and a well quote of $5,105.96 was received from
E.H. Renner Well CO.
Motion by Doug Lindenfelser to award the Well quote to
McAlpine Bros. for $4,780.00. Seconded by Larry Fournier, all
Council Members voted in favor of the motion.
Acoustics quotes were received from Kurtti Construction
at $7,845.00, Jennings Acoustics at $8,190.00 and Twin City
Accoustics at $8,520.00.
Motion by Floyd Roden to award the Acoustic quote to
Kurtti Construction at $7,845.00. Seconded by Ron Black, all
Council Members voted in favor of the motion. '
Motion by Ron Black to rescind the motion of July 27,
1992, awarding the Steel Materials quote to Berghs
Fabricating. Seconded by Doug Lindenfelser, all Council
Members voted in favor of the motion.
Motion by Floyd Roden to rescind the motion of July 22,
1992, awarding the Hardware quote to K & K Sales. Seconded
by Ron Black, all Council Members voted in favor of the
motion.
Motion by Larry Fournier to table discussion of signage
at the City Hall site until the August 10, 1992, Council
Meeting. Seconded by Norman F. Freske, all Council Members
voted in favor of the motion.
Motion by Ron Black to table consideration for
Communications for the new City Hall until the August 10,
1992, Council Meeting. Seconded by Floyd Roden, all Council
Members voted in favor of the motion.
Don Meinhardt presented the quotes he had received on
the rough and finish carpentry work for the new City Hall.
On Item 6, Cold formed metal framing material and labor,
Metro Builders Inc. submitted a quote of $7,899.00 and
Construction Systems Inc. submitted a quote of $7,995.00
Motion by Doug Lindenfelser to award the quote on Item 6
to Metro Builders Inc., at $7,899.00. Seconded by Ron Black,
all Council Members voted in favor of the motion.
On Item 10, Wainscote for rooms 113 & 114 including
material and labor, Metro Builders submitted a quote of
$3,299.00 and Construction Systems Inc., submitted a quote of
$3,077.00.
Motion by Doug Lindenfelser to award the quote on Item
10 to Metro Builders, Inc., at $3,299.00. Seconded by Ron
Black, all Council Members voted in favor of the motion.
On Item 11, Skylight materials and labor for 2

skylights including the wood framing members to the ceiling,
Metro Builders Inc. submitted a quote of $7,499.00 and
Construction Systems Inc., submitted a quote of $7,565.00.
Motion by Larry Fournier to award the quote on Item 11
to Metro Builders Inc. at $7,499.00. Seconded by Ron Black,
all Council Members voted in favor of the motion.
On Item 16, Structural metal 'C' studs, material and
labor, Metro Builders Inc., submitted a quote of $2,799.00
and Construction Systems Inc., submitted a quote of
$2,835.00.
Motion by Doug Lindenfelser to award the quote on Item
16 to Metro Builders Inc., at $2,799.00. Seconded by
Ron Black, all Council Members voted in favor of the motion.
On Item 17, Building Insulation and vapor barrier
material and labor, Metro Builders Inc. submitted a quote of
$6,799.00 and Construction Systems Inc., submitted a quote of
$6,893.25.
Motion by Larry Fournier to award the quote on Item 17
to Metro Builders Inc. at $6,799.00. Seconded by Doug
Lindenfelser, all Council Members voted in favor of the
motion.
The following Items were grouped together with a quote
for materials only and a quote for labor only:
Item 1 - Materials
Item 2 - Finish Hardware (Labor only)
Item 3 - Doors and Frames (Labor only)
Item 4 -- Preservative Treatment.
Item 7 - Miscellaneous Wood
Item 8 -- Installation of miscellaneous items
Item 9 - Installation of millwork except voting booths
Item 10- Wainscote material and labor for Room 111 only
Item 12- Wood Ceiling Deck, material & Labor
Item 13 -Hardwood Facia Trim, material & Labor
Item 14 -Stainless Steel Countertop, material & labor
Item 15 -Sheet Metal Protection Panels, material & labor
Item 18- Security material & Labor
Item 19- Roof Curbs -material & Labor
Item 20 -Penthouse Curb materials & Labor
Item 21 -Coiling shutter installation, labor only
for the shutters in corridors 102 & 117 only
Item 22- Miscellaneous metals installation, labor only
On the above listed items, Metro Builders Inc. submitted
a quote of $7,099.00 for materials only and Construction
systems submitted a quote of $7,178.00 for materials only.
Motion by Doug Lindenfelser to accept the materials only
quote of Metro Builders at $7,099.00 for the listed items.
Seconded by Larry Fournier, all Council Members voted in
favor of the motion.
On the Labor Only for the above listed items, Metro
Builders Inc. submitted a quote of $24,900.00 and
Construction Systems Inc. submitted a quote of $24,950.00.

Motion by Doug Lindenfelser to award the labor only
quote to the listed items to Metro Builders, Inc. Seconded
by Larry Fournier, all Council Members voted in favor of the
motion.
On the following Finish Carpentry items:
Item 1 -- Materials Specie and Grade
(excluding the voting booths)
Item 2 - Workmanship
Item 3 - Moisture content
Item 4 -- Delivery of Millwork
Item 5 - Protection
Item 6 - Installation
Metro Builders submitted a quote of $14,400.00 for Items
1 thru 6 and Construction Systems Inc. submitted a quote of
$12,406.20 on Items 1 thru 5 but did not include Item 6.
Motion by Larry Fournier to award the quote on Items 1
thru 6 listed above to Metro Builders Inc. at $14,400.00.
Seconded by Ron Black, all Council Members voted in favor of
the motion.
For the furnishing and installation of the complete
voting booths, Metro Builders Inc. submitted a quote of
$3,800.00 and Construction Systems Inc. submitted a quote of
$3,760.50.
Motion by Floyd Roden to award the voting booth quote to
Metro Builders Inc. at $3,800.00
For the furnishing and installing of miscellaneous steel
rigging and threaded rod and wood material for the two
folding partitions A & B including the actual folding
partition track and ceiling trim, Metro Builders Inc.
submitted a quote of $5,300.00 and Construction Systems Inc.
submitted a quote of $7,384.00.
Motion by Floyd Roden to accept the quote of Metro
Builders Inc. for the complete material needed for
installation and the labor for the installation of the
folding partitions. Seconded by Larry Fournier, all Council
Members voted in favor of the motion.
On motion the meeting adjourned.
