08-20-1992 Special Meeting MinutesSTATE OF MINNESOTA A Special Council Meeting was COUNTY OF WRIGHT held on August 20, 1992 at 4PM CITY OF OTSEGO at the City Hall of Otsego. Norman F. Freske, Mayor, Doug Lindenfelser, Floyd Roden, Larry Fournier and Ron Black, Council Members were present. Also present were Elaine Beatty, Deputy Clerk/Zoning Administrator and Judy Hudson, Secretary. Mr Dick Stewart and Ms Kate O'Reiley were present from Electronic Interiors, 40 Mackubin Street, St Paul, MN 55102 to discuss communications for the New City Hall for the City of Otsego. Ms O'Reiley brought up that they will look at a technical systems overview and they also would like to discuss the future computer. The New City Hall Plans were brought out and reviewed in regards to communications. It was agreed to by the Council that there should be a microphone for each person in the Council Chambers with an audio recorder. Ms O'Reiley went over the printed information that they had brought with them. She also discussed a hearing impaired system. The Microphones will probably be mounted in the desk of the Council Chambers. They are flexible and the size of a pen at the tip. They are drilled right into the desk. She stated that at several locations they can install performer type microphones in the room which are floor--standing (a possibility of six). Probably two stands and two microphones initially. The connectors will be on the wall and are very excellent grade made flush with the wall. Mr Stewart explained that a distributed loud speaker design in the ceiling is cheaper, more reliable, cleaner architectually, easier to maintain and he explained how it worked. You can have two systems going at the same time if you are wired for it. They are proposing that the Mayor have a microphone with a mute switch for the other microphones. He described how the switch would work. Each microphone would have a separate switch. The Council wanted to see a green light for on and red for off. The Clerk (or whomever) would have a master power "ON". There would be 5 Council, 1 City Clerk, 1 City Attorney, 1 City Planner, 1 City Engineer and 1 Deputy Clerk and 1 extra microphone. There was discussion of the Mayor and Council and Staff being together or separate. Also discussed was a standard audio cassette which would transcribe meetings and will be part of the package they include in the communications for the Council Chambers. For future provisions they would like to take care of anything that might be anticipated for the future, including video, etc. (Pipe/Specialized power/Breaker boxes/cable TV coverage/provide conduit drawings to the Architect/video transcriptions/audio transcriptions). Black asked about the alarm systems and security. Ms O'Reiley stated that this is not part of their system and CITY OF OTSEGO SPECIAL COUNCIL MEETING OF 8/20/92 AT 4PM - PAGE 2 they do not do it. O'Reiley stated that the electric: company can do this. Lindenfelser asked about the approximate cost of this equipment? O'Reiley answered about $30,000.00. O'Reiley talked about computer interfacing and having a building network. She said that Bob Parnell from the State has a product available from the State of Minnesota (We could purchase it cheaper thru the State of Minnesota. They can put a jack plate in every room with 4 -jacks. They would wire as much as possible now. A scheme will be provided to the City. (twisted pair wire) Mr Stewart would like Beatty and Hudson to do a furniture plan for him. He recommended that all this be done by the electrical contractor. It is very basic. They recommend that the media system have a separate contract and bid for it. They recommend that they do the supervising of this work and bypass the general contractor. They will make sure the system is functioning properly before payment is released. They recommend 30/30/40 payment, 30% upfront, 30% upon a certain amount of completion and 40% when the job is complete. They will provide specifications. All acoustics modeling is done in their office. It is designed to meet a performance standard. They ask for a certain brand, ,but will allow alternates to be submitted. They will be accurate with the numbers because of the specifying. The fee includes the bidding. The fee runs from $19,000.00 to $28,000.00 for Cities. For systems like this it is not as much. We will be billed on an hourly basis and it will not exceed $8,000.00. This portion of the meeting ended at 5:05PM. A short meeting with Don Meinhardt, Architect for the New City Hall was had. Bill Radzwill and Andy MacArthur, City Attorneys were also here. Much discussion was had on Quotes and how they need to be handled as far as breaking them down. Radzwill stated that it has to be documented and clear and the information needs to be gotten to the City file. Black stated that from now on whatever is brought to the City Council should go thru Andy MacArthur first if it pertains to the New City Hall. Council all agreed to this. It was noted that Roden and Lindenfelser will have a sub -committee meeting on 8/21/92 to look at quotes. Meeting adjourned.
