COUNTY OF WRIGHT Otsego met with the Elk River
CITY OF OTSEGO District 728 School Board this 10
day of September 1992 at 4:00 PM.
Norman F. Freske, Mayor, Doug Lindenfelser, Floyd Roden,
Larry Fournier 'and Ron Black, Council Members, Jerome
Perrault, Clerk, Elaine Beatty, Deputy Clerk/Zoning
Administrator, and Judy Hudson, Secretary, were present from
the City of Otsego. Dr. David Flannery, Superintendent,
Kathleen Pate, Patricia Schaber and Ty Bischoff, School Board
Members, were present from Elk River District 728.
The meeting was called to order by Mayor Norman F.
Freske.
Dr. Flannery explained that he had requested this
meeting so that he could update the Council on their plans to
build a new elementary school in Otsego. He said they have
purchased 46+ acres from Walter Steiner that is located on
Country Road 42. Their original plan was to purchase 40 ares
from Mr. Steiner but because the Wright Country Highway
Department wanted the access driveway moved away from the
curve on Co. 42, they purchased all but the 5 acre building
site from Mr. Steiner, an additional nearly 7 acres. This
additional land will also provide better drainage in the SE
corner of the property.
Dr. Flannery asked if there would be any zoning problems
with this property. Elaine Beatty said that Planner David
Licht had already approved INS Zoning for the property.
Dr. Flannery then brought up the possibility of having a
shared school and public library in the new school. The
additional hours the library would be open would be the
responsibility of the City. Books for the public part of
the library could be obtained through the Great River Library
system. The Council advised Dr. Flannery they would be
willing to consider a shared library.
Dr. Flannery also brought up sharing the cost
of maintaining the athletic fields with the fields being
available for public use. Doug Lindenfelser asked if he had
any cost figures on themaintenance of the fields. Dr.
Flannery said he did not have any at this time. The cost
shared would be seeding, fertilizing and mowing.
Another possibility of a shared venture is the
development of a park in the wooded area in the NW corner
of the property. Floyd Roden and Jacquie Rognli both said
that the Otsego Parks Committee Comprehensive Plan has
indicated the need for a park in that area. A park in that
area would be accessible from the Country Ridge Development.
Dr. Flannery said the present plans are to begin
construction in the spring of 1993 and be ready for use in
the Fall of 1994.
