COUNTY OF WRIGHT Otsego held a Special City Council
CITY OF OTSEGO Meeting this 30 day of September,
1992, at 3:30 PM to discuss the
progress of City Hall construction. Norman F. Freske, Mayor,
Doug Lindenfelser, , Floyd Roden, Larry Fournier and Ron Black,
Council Member, Jerome Perrault, Clerk, Elaine Beatty, Deputy
Clerk/Zoning Administrator, Judy Hudson, Secretary, Jerry
Olson, Building Inspector, Don Meinhardt, Architect, and
Bruce Podvin of Metro Builders were present.
The meeting was called to order by Mayor Norman F.
Freske.
Mr. Meinhardt said the masonry work is complete except
for the front entrance area because we ran out of the
burnished blocks for that area. The contractor has indicated
he will be back on the job next week. He has not picked up
the panels and needs to clean up the work area. The steel
has not been delivered yet and is the reason there is no
activity on the site. The steel company needed the shop
drawings to build the steel joists and Mr. Meinhardt said he
delivered the shop drawings to Willmar as soon as they were
available. The steel framing is scheduled for delivery
between October 14 and October 21 and the steel joists and
deck by November 3 or earlier if possible. Brad Praught has
said he wants to put up the steel joists and do the framing
at.the same time about 1 1/2 to 2 days work, as soon as the
joists are delivered.
Mr. Meinhardt said the floor could be poured before the
roof is put on. The plumbing and electrical wiring that goes
in the floor slab should be done soon. Also any kitchen
plumbing that needs to go__in the floor slab should be done
soon. Wright --Hennepin Electric has said they will do their
part of the project. soon. Larry Fournier suggested that Mr.
Meinhardt pin them down to a certain date. Minnegasco needs
to do their work on the job site soon and the Council asked
Mr. Meinhardt to give them a call.
Mr. Meinhardt said that contracts have not been signed
as yet for the following items:
Pre -formed wall panels Painting
Special folding doors Vinyl. fabric
Ceramic tile Toilet & Bath accessories
VCT and vinyl base Kitchen equipment
Carpeting Paving
Lawn & Sod i ng and Landscaping
Doug Lindenfelser said he would check with "Joe's
Painting" about doing the painting.
Larry Fournier said the landscaping & shrubbery are
being donated.
Mr. Meinhardt said the parking lot next to the building 3
should be paved this fall and the dry wall quote should be
awarded soon.
Ron Blas: ; said he would like to have a time line on
every item by Monday , Oct . 12 , so that we know where we ,fir

at. Also Mr, Black said that he wants Mr. Meinhardt to co-
ordinate everything and be on the job more often to keep the
project moving.
The Council will have Dave Chase and Duane Fielder grade
the parking lot.
Ron Black said wainscoting should be installed in the
area behind the Council seating room. Don Meinhardt said the
whole meeting room will have wainscoting with vinyl above the
wainscoting in the Council seating area.
The State Dept. of Health has not approved the well and
septic as yet. Mr. Meinhardt said they finally told hire they
needed a letter as to how many people will be using the
building on a regular and part time basis. He has sent the
information they wanted and the approval should come soon.
Quotes were received from Lefebvre Carpeting for the
carpeting and tile and wt11 be considered at the October 12,
1992, Council Meeting.
The interior ground in the building should be leveled
out soon and at the proper level so the plumber can do his
under floor work. A layer of poly should be placed at least
r, inches below the dirt level. The Council will have Dave
Chase and Duane Fiedler work on this.
Bruce Lubke, of-B,roaster Catering, said the stub piping
for the sinks and dishwasher should be put in the floor. He
also said good used dishwashers are not available and that a
new one would cost about $7,000.00. He also recommended
putting in a larger grease trap and the kitchen hoods should
be obtained and put in soon. The Council will have Mr. Lubke
co-ordinate procuring the kitchen equipment.
Judy Hudson said that Demcon submitted the lowest quote
for providing a dumpster at the City Hall site, $375.00 for a
40 yd dumpster.
Motion by Larry Fournier to hire Demcon to provide a 40
yd dumpster at the City Hall site for $375.00. Seconded by
Rory Black, all Council Members voted in favor of the motion.
Motion by Larry Fournier to approve the amended quote
from Crawford Door Sales to furnish and install fire shutter
doors for $3,540.00. Seconded by Ron Black, all Council
Members voted in favor of the motion. Their previous quote
was for too small a door.
Motion by Floyd Roden to approve a change order to
install wainscoting in the Council Room with vinyl above the
wainscoting. Seconded by Larry Fournier, all Council Members
voted in favor of the motion.
Jerry Olson suggested using inlaid linoleum in the
kitchen.
Larry Fournier said he would like to see regular
meetings on the City Hall project to keep the project moving
along.
Ron Black suggested weekly progress reports and work
