10-26-1992 Public Hearing MinutesSTATE OF MINNESOTA The City Council of the City of COUNTY OF WRIGHT Otsego held a. Public Hearing this CITY OF OTSEGO 26TH day of October, 1992 at 7:OOPM on the proposed construction of 85TH Street from Page Avenue to County #42 and also drainage improvements of the LeFebvre Watershed. Norman F Freske , Mayor, Doug Lindenfelser, , Floyd Roden, Larry Fournier and Ron Mack, Council Member;, Jerome Perrault, Clerk, Elaine Beatty, Deputy Clerk/Zoning Adm., Judy Hudson, Secretary, Larry Koshak,, Engineer, and Andy MacArthur, Attorney, were present. The Hearing was called to order by Mayor Norman F Freske . Engineer Larry Koshak then addressed the Hearing and explained that it was a Hearing on the proposed construction of 85TH ST from Page Avenue to Co. #42 and drainage improvements of the LeFebvre Watershed, The total estimated cost of both projects is $360,750.00. 85TH Street will be en MSA project street with an 80 foot wide right-of-way and an urban design with curb and gutter, 44 foot wide from curb to curb. A 3' -way stop is proposed at the "T" intersection of Page Avenue and 85TH Street. Concerning drainage, Country Ridge was designed with holding ponds and a storm drain will be installed along 85TH to County #42. There is an oversized culvert already in place under Co #42 and a drainage easement will need to be obtained running in a generally Southeast direction to .3 culvert under Highway #101. Koshak said it would be a "T" intersection .and we would need to acquire a small piece of lard from Fabian Sadowski to straighten 85TH ST thru the intersection. FABIAN SADOWSKI, 15237 NE 85TH ST, OTSEGO, MN Asked why there would be a 3 -way stop at the intersection and Mr Koshak explained it would be a safety reason for kids biking to school. EARL LIESKE, Asked if the existing curved corner would be filled in and was told it would be. GEORGE SEBECK 8116 NE RIVER RD, OTSEGO, MN Also asked if the drainage from this area could be connected to the Halls Storm Drain and Mr Koshak advised him that it could not. Mr Sebeck also asked if they would be destroying any wetlands? Koshak replied that no construction is planned at this time, but if needed in the future, a no net loss of wetlands policy would have to be considered. Mr Sebeck also said land owners would be losing out to help the developers. Mr Koshak replied that land owners would be compensated for drainage easements. TOM CONSTANT 13776 NE 85TH ST, OTSEGO, MN Asked when the rest of 85TH ST would be constructed to a curb and gutter design. Koshak replied that it would be some time in the future, but that it was not in the present five year plan. VERNON KOLLES 538 ROOSEVELT CIRCLE, ELK RIVER, MN Said 85TH ST and the culvert under Co #42 comes out right by his property line (East side of Co #42). and if there isn't drainage easement away' from Co #42 by this culvert outlet, he will be flooded.. He said he has had water problems every since Co #42 was rebuilt. The Council advised Larry Koshak to check the elevation b; the Kol les farm. RON POULIOT 15970 NE RIVER, OTSEGO, MN Said there is already a drainage problem on the back of his property and will get worse when County Ridge and the new school are put in. GIL DARKENWALD Said the drainage easement would be on his property and asked if the drainage easement would also be for a sewer line in the future? He was advised it would not, MARY BRISBIN 8182 NE RIVER RD, OTSEGO, MN Asked if the drainage problem would have occurred without the development and also asked if the ponding and drainage was planned for the development? Koshak advised her that the developer J.`.-: being assessed for drainage. GIL DARKENWALD asked if drainage was considered from Co fi42 directly East to Hwy #101. Koshak said putting culverts under HWY #101 would probably be cost. prohibitive. KEVIN LEFEBVRE Asked about John LeFebvre's assessment and if all the required signatures were on the agreement to be assessed. Andy MacArthur replied that John LeFebvre's signature was on the agreement and that was all that was needed. Kevin also questioned whether John LeFebvre would benefit from 85TH ST. Larry Fournier advised Kevin LeFebvre that John LeFebvre could defer the assessment under Green Acres as lone as he continued farming. LARRY FOURNIER commented that we do have a couple concerns, how much volume of water to be considered to be corning under Co #42 and also a possible easernent and ditch from the Co #42 culvert directly East to Highway #101. Larry Koshak said he could do a survey and make this determination. Motion by Floyd Roden to continue the Hearing on the drainage of the LeFebvre Watershed on December 14, 1992 at 7PM, Regular Council Meeting to follow. Seconded by Larry Fournier, all Council Members voted in favor of the motion. Motion by Floyd Roden to close the Hearing on 85TH ST (From Page Ave to Co 42) Construction Project. Seconded by Ron Black, all Council Members voted in favor of the motion.
