COUNTY OF WRIGHT Otsego held a Special City Council
CITY OF OTSEGO Meeting this 24 day of November,
1992, at 7:30 PM to discuss MSA
Funding & Projects. Norman F. Freske, Mayor, Doug
Lindenfelser, Floyd Roden, Larry Fournier, and Ron Black,
Council Members, Jerome Perrault, Clerk, Elaine Beatty,
Deputy Clerk/Zoning Administrator, and Larry Koshak,
Engineer, were present.
The meeting was called to order by Mayor Norman F.
Freske.
Larry Koshak then addressed the meeting and expia.ineo
the MSA Funds available to the City of Otsego.
Construction Funds available are:
1991 $344,397.00
1992 241,069.00
1993 298,441.00
TOTAL CONSTRUCTION FUNDS $883,907.00
Maintenance Funds

The City of Otsego's share of the State MSA Fund is based orr
population and needs. Also the number of Cities in the State
over 5000 population that qualify for a share ot the MSA rune;
is a factor in how' much each City receives. The population
share of the MSA Fund is based on the 1990 Census ot 5219 N•k
$14.44 each for a total of $75,365. The •population t gu'res
can be adjusted from time to time by using the State;
Demographer estimates. The needs portion of the MSA rurrus Is
based on how much it would cost to improve the MSA designated
streets in the City up to MSA Standards which would be acurb
& gutter design street with sidewalks. Of the total street
mileage of 65.02 miles, 20% can be designated as MSA treets,
a total of 13 miles. This would be an increase ot .7 or
mile for 1993 over 1992. Mr. Koshak suggested adding UHIa.rrd
Avenue (from Co. 39 to 85th Street, .6 miles) to the 1xW;L. for
1993. The designated street list can be changed from year to
year , providing that no needs money has been spent OH :ti&.

For 1992 the needs were $8,269,909.00
For 1993 the needs were 8,058.195.0.0
The estimated amount of MSA Funds available to the l.:lr_,,.
of Otsego for 1993 is $312,941.00. MSA Projects for the City
of Otsego to date was the Nashua. Avenue - 85th Street r�ro..re f.

for an estimated cost of $465,000. The next project will' be
85th Street from Page Avenue to Co. 42 for an estimated cost
of $360,000. The third project will probably be Quaday
Avenue from Co. 42 to Co. 37. To qualify as an MSA
designated street, the street must be a connecting street
between an MSA designated street and a County road, or a
State road, or another MSA designated street, or between 2
County roads of 2 State roads, or a County and State road.
Traffic Counters can be used to determine. where the highest
traffic demands are.
Motion by Doug Lindenfelser to designate 25% of the 1993
MSA Funds for maintenance, about 878,235.00. Seconded by
Floyd Roden, all Council Members voted in favor of the
motion.
Motion by Floyd Roden. to add Ohland Avenue from County
39 to 85th Street to the MSA designated street list for 1993.
Seconded by Larry Fournier, all Council Members voted In
favor of the motion.
Floyd Goenner was present and said he was concerned that
the 82,500.00 per forty acre parcel assessment (as was
used on the Nashua Avenue Project) on farm land was too high
and a burden for farmers. He said he and his sons face the
possibility of being assessed 82,500 each on 9-40 acre
parcels if the streets by his farm are rebuilt. He was
advised that as long as his land remains farm land, the
assessments can be deferred and not have to be paid. If he
were to sell the land for development, then the assessment
plus the interest that could accrue for up to 10 years would
have to be paid.
Motion by Ron Black to adjourn the meeting. Seconded by
Floyd Roden, all Council Members voted in favor of the
motion.
