COUNTY OF WRIGHT Otsego continued the Public Hearing
CITY OF OTSEGO on the Lefebvre Watershed Drainage
this 14 day of December, 1992, at
7:00 PM. Norman F. Freske, Mayor, Doug Lindenfelser, Floyd
Roden, Larry Fournier and Ron Black, Council Members, Jerome
Perrault, Clerk, Elaine Beatty, Deputy Clerk/Zoning
Administrator, Judy Hudson, Secretary, John Harwood and Larry
Koshak, Engineer, were present.
The Hearing was called to order by Mayor Norman F.
Freske.
John Harwood then addressed the Hearing and said that
his firm (Hakanson, Anderson Association, Inc) had compiled
all the available mapping of the area East of CO. 42 over to
Hwy 101 and using this information they established a
drainage pattern for the area and developed a base map which
he displayed at this time.
John Darkenwald questioned whether the larger drainage
area that contributes to this area should be considered. The
whole area could then contribute to the cost of getting the
water under Hwy 101 to the river.
John Harwood said the idea is to provide on site ponding
to slow down the runoff. Country Ridge Development has been
designed with ponding ares to achieve this result and the
school property (Steiner farm) will also be designed this
way.
Larry Koshak commented that a lot of the land in the
larger drainage area is in the 1 per 40 zoning area at this
time.
John Darkenwald also stated that we should be looking at
the maximum number of culverts that will be needed under 101
so this information will be availabe before 101 is rebuilt.
Harwood said he is recommending that formal easements be
acquired for the old drainage ditches that run in a general
South East direction from the Co. 42 - 85th St intersection
over to Hwy 101. He said the 100 year flood level of the
Mississippi River if this area is at 858 ft. above sea
level.
George Seebeck complained that they were trying to force
water across areas where it does not drain naturally.
John Harwood said the Kolles farm could be drained
toward Hwy 101 but the culvert under Hwy 101 should be 2 ft.
lower.
Ron Pouliot asked how wide the drainage easements would
be. John Harwood replied that they are usually 50 to 60 ft
wide.
Gil Darkenwald said that we have to be concerned with an
overflow into the area near Co. 42 and Hwy 101 that would
interfere with development in that area.
Vernon Kolles brought up the low area just South of his
farm buildings that has flooded much worse since Co. 42 was
rebuilt. John Harwood said the land is fairly flat in this
area and to drain this area the ditch long Co. 42 going South

would have to be 2 ft. lower until you reach the Co. 42
85th Street culvert and then it would follow the drainage
easement over to Hwy 101.
Floyd Roden commented that the Otsego Comprehensive Plan
should reflect our drainage plans for this area in future
years.
Motion by Floyd Roden to continue the Public Hearing on
the Lefebvre Watershed Drainage on February 8, 1993 at 6:30
PM. Seconded by Ron Black. Larry Fournier commented that
items we will need to consider is the number of culvert
outlets under Hwy 101 that will be needed and also estimated
costs of alternate drainage plans.
All Council Members voted in favor of the motion.
Motion by Ron Black to adjourn. Seconded by Larry Fournier,
all Council Members voted in favor of the motion.
