COUNTY OF WRIGHT Otsego met this 28 day of December,
CITY OF OTSEGO 1992, at 7:30 PM. Norman F. Freske,
Mayor, Doug Lindenfelser, Floyd
Roden, Larry Fournier and Ron Black, Council Members, Jerome
Perrault, Clerk, James N. Barthel, Treasurer, Elaine Beatty,
Deputy Clerk/Zoning Administrator, Judy Hudson, Secretary,
and Bob Kirmis, Planner, were present.
The meeting was called to order by Mayor Norman F.
Freske.
Insurance Agent Dan Greene appeared before the Council
to discuss the reasons the City insurance premiums increased
from $8,400.00 in 1991 to $11,000 in 1992. He explained that
purchasing the new truck added $432.00 to the Insurance
premium, Builders Risk Insurance on the new City Hall was
another increase. Both Liability Insurance and Errors and
Omission Insurance premiums are based on City expenditures
and the additional over $300,000 of MSA Funds that were spent
caused an increase in the premiums of these coverages. He
advised the Council they could seek quotes from other
insurance carriers if they wished but he has found it
difficult to find better rates than those offered by the
League of Cities Insurance Trust.
Bob Kirmis appeared before the Council regarding
rezoning the City Hall property from AG to INS. He has
prepared a Finding of Facts to support his decision to
approve the rezoning of the property from AG to INS:
1. The applicant is requesting a rezoning of the
property (73.6 acres in the N 1/2 of the NW 1/4
of the NW 1/4 of Sec 20, Range 23)
2. The subject property lies within the City's
designated Rural Service Area.
3. Section 20-3-2.F of the Zoning Ordinance directs
the Planning Commission and the City Council to
consider 7 possible adverse effects of the requested
rezoning. The 7 effects and the findings are:
a) The proposed actions consisting with the specific
policies and provisions of the official City
Comprehensive Plan.
The Proposed rezoning is consistent with the
provisions of the Comprehensive Plan by allowing a
use that will contribute to the needs of the
community. The proposed use is consistent with the
purpose of the INS District establishment.
b) The proposed use's compatibility with present and
future land uses of the area.
The proposed use is compatible with present and
future land uses in the area.
c) The proposed use's conformity with all
performance standards contained herein (such as
parking, loading, noise, etc.)
As part of the subsequent subdivision onsideration,
the resulting lots will be require to meet all

applicable INS performance standards set forth
by City Ordinance.
d) The proposed use's effect on the area in
which it is proposed.
The proposed rezoning and resulting use will not
adversely effect the area in which it is proposed.
e) The proposed use's impact upon property values of
the area in which it is proposed.
The proposed rezoning will not adversely affect
property values in the subject area.
f) Traffic generation by the proposed use in
relation to the capabilities of streets serving the
property.
Traffic generated resulting from the rezoning will
be within the capabilities of Nashua Avenue which
serves the property.
g) The proposed use's impact upon existing public
services and facilities including parks, streets,
and utilities and its potential to overburden the
City's service capacity.
The rezoning and resulting land use will not
overburden the City's service capacity.
The Otsego Planning Commission has approved the rezoning
from AG to INS.
Motion by Ron Black to accept the Planning Commission
recommendation of December 16, 1992, and approve rezoning the
City Hall property (73.6) acres in the N1/2 of the NW1/4 of
Sec 20, Range 23) from AG to INS. Seconded by Larry
Fournier, all Council Members voted in favor of the motion.

Motion by Larry Fournier to adopt the following
Ordinance:
An Ordinance amending the Zoning Ordinance of the City
of Otsego to provide for a change in Zoning
Classification.
The City Council of the City of Otsego hereby ordains
as follows:
Section One.
The official zoning map of the Otsego Zoning Ordinance
is hereby amended to change the zoning classification of
the following described property:
The N 1/2 of the NW 1/4 of Sec. 20, Range 23, Wright
County, Minnesota, except the South 350 ft of the East
696.03 ft of said N 1/2 of the NW 1/4.
Section Two.
The above described property is hereby rezoned from A-1
(Agriculture Rural Service District) to
INS (Institutional District).
Section Three.
The Zoning Administrator is hereby directed to make
appropriate change in the official zoning map of the
City of Otsego to reflect the change in zoning
classification as set forth above.
Section Four.
This Ordinance shall become effective immediately upon
it's passage and publication.
Adopted by the City Council this 28 day of December,
1992.
The motion was seconded by Floyd Roden, all Council
Members voted in favor of the motion.
Bob Kirmis then addressed the Resolution to adopt the
Comprehenisve Park, Trail and recreation Plan as an
ammendment to the Otsego Comprehensive Plan as an amendment
to the Otsego Comprehensive Plan.
Motion by Floyd Roden to adopt the Resolution approving
an Amendment of the Otsego Comprehensive Plan establishing a
Park, Trail and Recreation Comprehenisve Plan.
Seconded by Larry Fournier, all Council Members voted in
favor of the motion. The full text of the Resolution is
attached to these Minutes.
The maintenance agreement with Wright County to maintain
O'Dean Avenue for 1993 was discussed. The Council would like
to discuss this matter with the Otsego maintenance crew
before deciding whether to continue the agreement.
Motion by Ron Black to table the maintenance agreement
at this time. Seconded by Doug Lindenfelser, all Council
Members voted in favor of the motion.
The District 728 Area Recreation Prow n hud et for 1993
was discussed, The Director is recommendip 1 assessment of

$2.61 per person in the District to meet the estimated
expenses outlined in the Budget. Larry Fournier and Doug
Lindenfelser both said they would like to see a report of
what has happened in the past year's recreation program that
was beneficial to Otsego residents.
Motion by Floyd Roden to table consideration of the
District 728 Area Recreation Program at this time. Seconded
by Ron Black, all Council Members voted in favor of the
motion.
Jacquie Rognli was present to discuss articles for the
January Otsego View Newsletter.
Ron Black said he would submit an article on the
District 728 Area Recreation Program.
Larry Fournier said he would do an article on the Otsego
EDA.
Norman F. Freske said he would do an article on City
taxes.
Floyd Roden gave a progress report on the new City Hall.
The used refrigerator we are purchasing from Bruce Ludke
will have a 1 year warranty. The heating should be in
operation by Wednesday. We do not have the sheet rock quotes
as yet. The water softener can be put in on a lease with
option to buy basis•
Motion by Ron Black to re -appoint Carl Swenson to the
Otsego Planning Commission for a 4 year term. Seconded by
Floyd Roden, all Council Members voted in favor of the
motion.
Norman F. Freske appointed himself and Doug Lindenfelser
to a sub -committee to study Rural and Urban Taxing Districts.
Motion by Floyd Roden to table consideration of a
reduction in the Letter of Credit for Antelope Park at this
time because the Engineer's report has not been filed.
Seconded by Larry Fournier, all Council Members voted in
favor of the motion.
The Contract with Abdo, Abdo & Eich for auditing
services was discussed.
Ron Black said it was his understanding that all
expenses connected with the audit should be included in the
contract price and not be in addition. He suggested having
Elaine Beatty write a letter to Abdo, Abdo & Eich to clarify
this issue.
Motion by Ron Black to table consideration of the Abdo,
Abdo & Eich contract until a response to Elaine Beatty's
letter is received. Seconded by Floyd Roden, all Council
Members voted in favor of the motion.
The City of Monticello has agreed to provide Fire
Department Service to the City of Otsego at $25.00 per parcel
in 1993, the same rate as for 1992.
Motion by Larry Fournier to accept the Fire Department
Service Contract with the City of Monticello for 1993.
Seconded by Ron Black, all Council Members voted in favor of

the motion.
The contract can be discontinued or revised with a 6
month notice by either party as the City of Albertville has
indicated an interest in resuming negotiations with the City
of Otsego to provide service to part of Otsego.
Motion by Floyd Roden to have a Special Council Meeting
on January 7, 1993, at 7:15 PM at Ron Black's Office to
discuss Employee Contracts for 1993. Seconded by Ron
Black, all Council Members voted in favor of the motion.
Motion by Ron Black to amend the previous motion to make
it a Closed Council Meeting for employee contract
negotiations. Seconded by Floyd Roden, all Council Members
voted in favor of the motion.
Motion by Larry Fournier to discuss Council Clerk and
Treasurer compensation the first Council Meeting in January,
1993. Seconded by Ron Black, all Council Members voted in
favor of the motion.
Motion by Ron Black that the City Council set a policy
of the Staff requiring Council approval for purchase
exceeding $250.00, excepting fuel and oil. Seconded by Doug
Lindenfelser, all Council Members voted in favor of the
motion.
Motion by Larry Fournier to change the interview meeting
with EDA Advisory Board candidates from January 18, 1993, to
January 14, 1993, at 7:30 PM. Seconded by Ron Black, all
Council Members voted in favor of the motion.
Proceeding as a board of audit, the City Council audited
and_a.11owed verified accounts Nos. 1304 to 1348 inclusive.
