01-07-1993 Special Meeting MinutesSTATE OF MINNESOTA The City Council of the City of COUNTY OF WRIGHT Otsego held a Special Council CITY OF OTSEGO Meeting this 7th day of January, 1993 at 7.30 PM in the office of Council Member Ron Black in Elk River. Norman F. Freske, Mayor, Doug Lindenfeiser, Floyd Roden, Larry Fournier and Ron Black, Council Members, and Jerome Perrault, Clerk, were present. The meeting was called to order by Mayor Norman F. Freske. The special meeting was called to discuss wage rates for 1993. The State Office of Employee Relations has notified the City that in order to achieve pay equity standards, female and male employees of similar job qualifications must be paid equally. Motion by Ron Black to pay department heads equally and their assistants equally. Seconded by Norman F. Freske. Ron Black commented that we could set the wage rate now and then review the pay equity point system later. All Council Members voted in favor of the motion. Motion by Larry Fournier to pay Elaine Beatty and Judy Hudson a flat rate of $50.00 for attending Council Meetings and $25.00 for attending Planning Commission and Special Meetings instead of the hourly rate. Seconded by Floyd Roden, all Council Members voted in favor of the motion. The Council discussed with Elaine Beatty the possibility of having the City Hall Office open from 8 to 5 each day (9 hours) and having her and Judy Hudson adjust their schedules so that each would put in an 8 hour day. Elaine Beatty was agreeable to the suggestion. To equalize pay equity with David Chase, the Council offered Elaine Beatty $15.30 per hour for a 40 hour week with a flat rate of $50.Q0 for attending Council Meetings and $25.00 for attending Planning Commission and Special Meetings. All other provisions of her wage contract would remain the same. Elaine Beatty advised the Council she was satisfied with their offer. The Council discussed with Judy Hudson the possibility of having the City Hall Office open from 8 to 5 (9 hours) each day and having her and Elaine Beatty adjust their schedules so that each would put in an 8 hour day. Judy Hudson was agreeable to the suggestion. The equalize pay equity with Duane Fiedler, the Council offered Judy Hudson $13.10 per hour for a 40 hour week with a flat rate of $50.00 for attending Council Meetings and $25.00 for attending Planning Commission and Special Meetings. All other provisions of her contract would remain the same. Judy Hudson advised the Council she was satisfied with their offer. Building Inspector Jerry Olson appeared before the Council to discuss his wage contract. He currently receives 50% of the building permit fee and $50.00 for a plan review of a house resulting in the City receiving about 2/3 of the total permit fee and he receives about 1/3. Both Mr. Olson and the Council expressed satisfaction with the current contract and it will remain the same for 1993. The Council offered Dave Chase $15.30 per hour for a 40 hour week with all other provisions of his wage contract to remain the same. David Chase advised the Council he was satisfied with their offer. The Council also discussed with David Chase the practice of taking the 2 weeks vacation pay and not taking any time off. Mr. Chase said he would prefer to continue doing this. While the Council said that the would prefer that he took some time off from work, they agreed to allow him to continue the practice. The Council offered Duane Fielder $13.10 per hour for 40 hour week with all other provisions of his contract to remain the same. Duane Fielder advised the Council he was satisfied with their offer.
