COUNTY OF WRIGHT Otsego held a Special Council
CITY OF OTSEGO Meeting this 16TH day of February
1993 at 7:30PM. Norman F Freske
Mayor, Doug Lindenfelser, Floyd Roden, Larry Fournier, Ronald
Black, Council Members, Elaine Beatty, Deputy Clerk/Zoning
Adm. and Judy Hudson, Secretary were present.
Also present were Don Meinhardt, Architect, Bruce Lubke,
from Lubke's Catering and Bruce Podvin, Metro Builders.
Meeting was called to order at 7:30PM by Mayor Norman F
Freske who stated that Bruce Lubke had found another stove
and Refrigerator. The total price of the stove is $1,495.00
and the total price of the Refrigerator is $1,7009.00 for a
total price for both of $3,195.00.
Roden motioned to have Lubke pick up the wolf gas stove
at $1,495.00 and the refrigerator that we had approved
earlier. Freske seconded the motion. Motion carried
unanimously.
Larry Fournier noted that the cost of the same stove new
was $3,400.00.
Bruce Podvin of Metro Builders brought drawer and door
fronts samples for consideration (fiberboard had been
specified) these were solid wood. Podvin stated that the
difference in price of the upgrade to solid wood for the
total job would be $850.00 difference.
Podvin stated that the front reception area cabinet and
drawers would be $750.00 total installed. The price for the
cabinets and drawers was $1,200.00 for #207 - square doors
and $1,500.00 for #201 - cathedral front door. The Council
picked out the #201 square doors.
The Council decided that the kitchen area needs to be
light colored formica, flat with easy to clean design, which
would change the total price.
Podvin stated the finishing of the wood should be done
by the painter. If Podvin finishes it the cost would be
$750.00, but that price would be less now that the kitchen is
being done in formica cabinets.
The Council consensus was that it would be best for the
manufacturer to finish the cabinets as they would get a more
professional job if done at the factory.
The wainscoting was discussed and Podvin had six (6)
different samples.
The Council picked 7/16" Coast Line Product, natural oak
color wainscoting for the Council Chambers and the large
Party Room.
The Council Desk was discussed as what would be best for
the front area of the desk, carpet or wood.
The Council decided to stay with the carpeting for the
front of the Council Desk.
The Ceiling in the Council Chamber area was discussed as
to what kind of wood and stain or paint would be used. It
was decided that Podvin will get some costs as to material
and bring back to the Council.

Podvin had a sample of trim for around the windows,
which did not meet specifications.
Council decided to leave the trim as in the
specifications.
A phone at the New City Hall job site was discussed and
Podvin stated that there had been an injury on the job.
Council consensus was to order a phone line be hooked up
at the job and we can use the old blue phone at the City Hall
for the time being. Judy Hudson will order the phone.
Discussion of hold back amounts on concrete and masonry
work was had. Podvin asked if the Council can release some
more of the amount held back. Meinhardt read a list of the
hold backs.
Meinhardt will look further into this hold back
situation for concrete and masonry and bring the information
to the Council on Monday night 2/22/93.
Podvin also asked about a bill that had not been paid.
Meinhardt will go over it for Monday night's meeting to give
the Council exact figures.
Don Meinhardt brought up the tile quotes.
Black motioned to accept the quote from All Floors and
More at 5736 Lakeland Ave N, Crystal, MN 55429 for quarry
tile and base including installation of $3,884.30. Fournier
seconded the motion. Motion carried unanimously.
LeFebvre Carpet at 9244 NE Parrish Avenue, Elk River, MN
55330, quote for quarry tile base and installed was $6,548.00
total.
Roden motioned to rescind the motion to approve
LeFebvres quote of January 28, 1993. Black seconded the
motion. Motion carried unanimously. LeFebvres quote was as
follows:

Roden motioned to accept Lefebvre Carpet, 92144 NE
Parrish Ave, Elk River, MN 55330 quote. Black seconded the
motion. Motion carried unanimously.
The Quote was accepted from Lefebvre as follows:

Meinhardt went over the summary of colors for the New
City Hall (See attached sheet).
Discussion of the painter and wallpaper for the New City
Hall was had. Lindenfelser asked if the two offices not in
use needed to be papered? The consensus of the Council was
to paper them right away.
Discussion was had that Beecher Electric had partially
hooked up the well today and McAlpine will be called in for
the rest of the work. Kevin Olson should be notified to hook
up the water line.
Roden motioned to accept the quote from Fred's Service
7524 Dupont Avenue South, Richfield, Mn 55423 for the amount
of $19,448.00 pre-tax quote including the Winsted rack
components we originally specified and includes the
replacement for the Pioneer CT-WM77R cassette deck originally
specified with the current model Pioneer CT-WM70R. for the
sound system, labor and materials. Black seconded the
motion. Motion carried unanimously.
Otsego also received a quote from EPA Audio Visual, Inc
Box 40 - 7910 Highway 55, Rockford, MN 55373, in the amount
of $19,841.00 for the sound system, labor and materials.
Motion by Black to appoint Freske as the committee to
furnish the kitchen. Fournier seconded the motion. Motion
carried unanimously.
Black motioned that we get round tables for the large
party room. Roden seconded the motion.
Fournier spoke against the motion until we have more
information. Black felt we need to make a decision so we can
decide on the chairs, etc.
Black withdrew his motion. Roden withdrew his second.
Black motioned that Freske and Lindenfelser confer with
Lubke to find out what we want to put in the large party room
for furnishings. Roden seconded the motion. Motion carried
unanimously.
Fournier motioned to purchase eleven (11) LA -Z -BOY

chairs for the council chambers in Rosewood E100007 color
with the best price we can get. Roden seconded the motion.
Motion carried unanimously. (Price each is $342.00)
Black suggested that Beatty and Hudson close the office
and go looking for what is necessary for all the offices and
conference room and looking for recommendations and prices so
the Council can agree or disagree with their findings. Roden
seconded the motion. Motion carried unanimously.
Lindenfelser motioned to approve the change order
required by the State for Buffalo Plumbing and Heating for
$576.00 to furnish and install One -2" Water. Meter (no remote
reader), Two 2" Ballvalve and Two 2" Copper male adopter.
Black seconded the motion. Motion carried unanimously.
Discussion was had on New City Hall rental of the large
party room and it was decided that Roden and Freske will have
more information on this for Monday night Council Meeting.
The building maintenance job was discussed.
Fournier motioned to appoint Roden and Black to write up
a, job description for the new maintenance man. Lindenfelser
seconded the motion. Motion carried unanimously.
Black motioned to get maps and text from the County
Soils and Water Dept. for the Wright County Water Management
Comprehensive Plan. Freske seconded the motion. Motion
carried unanimously. (Cost is approximately $125.00).
Fournier is meeting tomorrow afternoon (2/17/93) with
Dave Licht to discuss the Agenda for the EDA Advisory Board
Meeting. He suggested that the Council be there for the
first meeting.
Roden Motioned to adjourn the meeting. Fournier
seconded the motion. Motion carried unanimously.
