CITY OF OTSEGO ^ 1993, at 700 PM. Norman F. Freske,
Mayor, Doug LindoDfelsor, Floyd
Roden, Larry Fournier, Council Members, Jerome Perrault,
Clerk, Elaine Beatty, Deputy Clerk/Zoning Administrator, Judy
Hudson, Seoretary, Andrew Merges, Assessor, and Duane
Swenson, Deputy County Assessor were present.
The board of Review was called to order by MayoT� Norman
F. Freoke,
Duane Swenson explained that garage values were raised
from $I2.00 to $15 00 a square foot for a good garage, from
$10'00 to $12.00. a square foot for an average garage, from
$0,00 to $9.00 for a poor garage.
Screened porches were also raised from $25.00 to $30.00
a squaro foot for a good porch, 15.00 to 18 00 for an average
porch, 10'80 to 12.00 for a fair porch.
Concrete and asphalt driveways were also raised, asphalt
from $500.00 to $700'00, concrete from $700'00 to $1,000.00'
Add $200.00 more the driveway is extra long or extra wide.
The first $72,000 of valuation is taken at 1%, over
72,000 of valuation is taken at 2% (homestead property).
The sales ratio in Otsego was at 86% (market value
compared to sales prices). State requirement is from 90% to
105%. The Board of Review can only review 1993 assessments,
not previous years.
Andrew Merges explained that some lots were raised quite
a bit this year because they were below State guidelines. We
will go back and review property.
James Vetsch of 118-800-243202, in Sec. 24` Range 24,
asked about his lot valuation. Andrew Merges explained that
his lot valuation was raised from $10,000 to $15,000 to
equalize it with comparable lots and the house valuation was
raised by $900,00, No changes were made.
Earl and Beverly Undordahl, of Lot 20, Block 2, Vasseurs
lot Addition (1l8-032'002200), asked why the valuation was
raised by $11,000.00. Andrew Merges explained that the
garage was added which was not included before. They had
their home appraised at $51,500 and the assessed valuation is
$89,000' The Assessor will go out and re-check the condition
of the garage.
Motion by Floyd Roden to have the Assessor re-check the
Underdahl property. Second by Larry Fournier, all Council
Members voted in favor of the motion.
Michael Yoakam, of Ll,B1, Miss Shores 3rd Add (118-025-
001010) inquired about his valuation. Andrew Merges
expiained that his lot valuation was raised $5,000.00. No
changes were made.
James Iverson of L4, 81, Riverside Evergreens 2nd Add
(118-047-001040) inquired about the large increase in his
valuation to $100,600' Ho explained that he also raises
evergreen trees and would like to have it classified as a
farm' It was valued at $89,700 and is 6.73 acres. Andrew

a river frontage lot.
Motion by Floyd Roden to request the Assessor to re-
check Mr . Iverson's property . Seconded by Larry Fournier,
all Council Members voted in favor of the motion.
Scott Hendrickson, of L23, 61, Mississippi Shores 3rd
Add, inquired about his increase in valuation. Anclr w Merges
explained that his lot valuation was raised $5,000.00 and his
house was raised 2%. He considered it equal in valuation to
comparable homes. No changes were made.
Mrs. Michael Friese, of L6, 62, Halls Addition (118-018-
002060) inquired about her increase in valuation of over
$6,000.00 to $75,000. Andrew Merges explained that her lot
valuation was raised $5,000.00
Motion by Larry Fournier to have the Assessor re -check
the Friese property. Seconded by Floyd Roden, all Council
Mernbers voted in favor of the motion.
Julie Schoen ,._of L4, Bl, James Addition, (118.048--
001040) asked about her increase in valuation to $98,300.
Andrew Merges explained her lot valuation was raised
$3.000.00 and her house was raised 2%. No changes were made.
Craig Schrock, of L8, 64, Mississippi Shores 4th Add
(118-040-004080) inquired about his increase in valuation
from $81,000 to $86,100. Andrew Merges explained his lot
valuation was raised $5,000.00 and his horse 2%.
Wayne Thell, of 14186 -62nd St . , (118-500-333209)
inquired about his increase in valuation. Andrew Merges
explained that land valuation was increased $5,000.00. Mr.
Thell complained that the mobile homes in this area lowered
the valuation of his home.
Motion by Larry Fournier to lower Mr. Thell's land
valuation by $2,500.00. Seconded by Floyd Roden, all Council
Members voted in favor of the motion.
Paul Goebel, of L4, 61, Vasseurs 2nd Addition (118--033--
001040) complained about his increase in valuation to
$92,200.
Motion by Floyd Roden to have the Assessor re -check Mr.
Goebel's property. Seconded by Larry Fournier all Council
Members voted in favor of the motion.
.James Cook, of 8014 LaBeaux Ave ( 118---800-243300) asked
about his valuation increase of $5,000.00 to $76,200. Andrew
Merges explained the increase was due to an increase of
$5,000.00 in lot valuation. The house valuation was
increased $5,000.00 last year. Motion by play Fournier to
have the Assessor re -check the Cook horse. Seconded by Floyd
Roden, all Council Members voted in 'favor of the motion.
Rodney Bengston, of L6, Bl, Otsego Acres 1st Add (118-
026-001060)
118.,.026 .001060) inquired about the increase in valuation of over
$10.000 to $95,300.00. He said a similar horse in his area
did not sell at $75 ,000. Andrew Merges said the house 1/4a

check Mr. Bengston's property. Seconded by Larry Fournier,
all Council Members voted in favor of the motion.
Michael Gregorson, of Ll, 84 Vasseurs (118-031-004011)
inquired about his valuation increase of over $20,000 to
$62,400. Andrew Merges agreed this should be re -checked.
Motion by Floyd Roden to have the Assessor re -check ;the
Gregorson property. Seconded by Doug Lindenfelser, all
Council Members voted in favor of the motion.
Dorothy Olson, L3, 81 Olson Acres, inquired about the
valuation of her property at $43,200. It is non -homestead.
Andrew Merges said the lot was valued at $23,000 and the
house at $20,000. The house is quite old. Motion by Larry
Fournier to have the Assessor re --check the Olson property.
Seconded by Doug Lindenfelser, all Council Members voted in
favor of the motion.
Scott Kohler, of 10348 -- 99th St. (118-121-005100 and
118-121-005110) inquired about the valuation of $145,600.00.
It is a new home and Mr. Merges said he paid $159,000 for it,
a 2350 sq ft home, located in Island View Estates. Andrew
Merges said there was a mistake in the measurement of the 2nd
story. Motion by Larry Fournier to have the Assessor re-
check the Kohler home. Seconded by Doug Lindenfelser, all
Council Members voted in favor of the motion.
Mr. Kohler also inquired about his second lot which is
unbuildable and valued at $5,000.00. Buildable lots in this
area are valued at $18,000.00. The Council suggested that he
consider combining the lots. This one is Lot 11.
Motion by Doug Lindenfelser to lower the valuation of
the lot to $2,500.00. Seconded by Larry Fournier, all
Council Mernbers voted in favor of the motion.
Tarni Adams, of L8, 82, James Addition (118-048-002080)
said her valuation at $112,900 was higher than the
neighboring homes. The house was raised $2,000 and the lot
$3,000. Andrew Merges explained that her home was larger and
comparatively valued. No changes were made.
Loren Blackwell, (118-047-001010) of 7746 NE River Road,
complained that his valuation increased from $137,000 to
$152,000. Andrew Merges explained that the increase was due
to it being a river front lot. Andrew Merges compared it to
a similar house and it was valued $5.00 per sq. ft. higher.
Motion by Larry Fournier to have the Assessor re -check
Mr. Blackwell's house. Seconded by Floyd Roden, all Council
Members voted n favor of the motion.
Walton VanFleet , of L6 82, Hylo Acres (118-019-002061)
inquired about his valuation of $102,300. He said his lot is
1 1/2 acres and his neighbor` are over 2 acres. He also owns
Outiot A which has been classified as unbuildable and valued
at $5.,000.00. He was advised that he should come in to the
City Hall and re -check the status of the lot . No changes
were made at this time,

complained that her home was valued too high at 91,600.
Andrew Merges said the new home was valued at $45,000 and the
old house at $18,000. She has started removing the old house
and is being charged for 2 buildable lots which should be
checked.
Motion by Floyd Roden to have the Assessor re •-ckeck the
Barsody property. Seconded by Larry Fournier, all Council
Members voted in favor of the motion.
John DeMars, of 8790 Mason Ave., (118-500-191206) asked
about his increase in valuation of $32,000 to $99,400.
Andrew Merges said there was an error in measurement of the
house. Motion by Doug Lindenfelser to have the Assessor re-
check the DeMars property. Seconded by Larry Fournier, all
Council Members voted in favor of the motion. .
Neal Luedke , of L2, 81, Vasseurs 3rd Add. has a mobile
home on a lot that is considered unbuildable because of water
problems. The lot..and mobile are valued at $29,200.00
Motion by Doug Lindenfelser to lower the land value to
$10,000.00 and the home to $5,000.00 Seconded by Larry
Fournier, all Council Members voted in favor of the motion.
Luther Quanrud, of L3, 86, Mississippi Parkwood, asked
about the increase in valuation of $7,100 to $148,000.
Andrew Merges said the lot was valued at $30,000 this year,
an increase of $3,000.00. The house is a 200 sq. ft. 2 story
home. Mr. Quanrud said according to this Realtor, the house
was over valued.
Motion by Larry Fournier to have the Assessor re -check
Mr. Quanrud's house. Seconded by Floyd Roden, all Council
Members voted in favor of the motion.
Motion by Larry Fournier to cancel Mr . Bengston's
appointment for a re -check as he said the measurements are
correct. Second by Floyd Floyd Roden, all Council Members
voted in favor of the motion.
Loren and Arleen Nagel, of L20, 82, Vasseurs 3rd Add.
( 110-0.34--002200) inquired about the valuation of their home.
Andrew Merges agreed this home should be re—checked. Motion
by Doug Lindenfelser to have the Assessor recheck the Nagel
home. Seconded by Larry Fournier, all. Council Members voted
in favor of the motion.
Bill Olson, of 8789 Nashua Ave., (118-500-202101) asked
why his valuation was increased so much. Andrew Merges
explained that the classification was changed from Ag to
Residential. There was a steel shed that. was included that
was not on his lot and valued at $4,400.00.
Motion by Floyd Roden to remove the steel shed frorn his
property description. Seconded by Larry Fournier, all
Council Members toted in favor of the motion.
Steve Goenner, , of 7815 Nashua Ave., (118-500-292101)
informed that his lot was smaller than recorded by .2 of an
acre, 1.07 acres instead ot 1-26 acres, The Assessor said he

Motion by Floyd Roden to correct the size of the lot on
the tax record and also that of his father, Floyd Goenner,
whose land the lot was split off. Seconded by Larry
Fournier, all Council Member voted in favor of the motion.
Fred Watts, of Lot 15, Black 2, Vasseurs 2nd Addition.
(118.033-002150) inquired about the valuation to $58,,_900 on
his mobile home and lot. He felt 40,000 would be enough.
Andrew Merges agreed it should be check.
Motion by Floyd Roden to re -check the Watts property.
Seconded by Larry Fournier, all Council Members voted in
favor of the motion.
Tirn Boerger of L2, B2, Mississippi Shores 1st Add.
( 118-023--002020) inquired about the increase in his valuation
to $82,100. Andrew Merges explained that his lot valuation
was increased $5,000.00. Mr. Boerger said he thought the
house was valued too high. Andrew Merges said the valuation
was comparable to . imi1ar homes.
Motion by Larry Fournier to have the Assessor re -check
Mr. Boerger's house. Seconded by Floyd Roden, all Council
Members voted in favor of the motion.
Mr. Boerger decided not to request the re -check Larry
Fournier withdrew the motion and Floyd Roden withdrew his
second.
James Gerard, of 14398 NE 85th St., complained that his
valuation at $37,600. was too high. Andrew Merges said the
mobile and lot were in excellent shape. No chanes were
made.
Kathyrn Johnson of 8932 Odell Ave., wrote a letter
complaining that her valuation (on 118-018--002010) was raised
form $67,500 to 73,400. Andrew Merges said her lot was
raised $5,000.00 and her home by 2%.
Motion by Floyd Roden to leave the valuation at $73,400.
Seconded by Larry Fournier, all Council Members voted in •
favor of the motion.
Valerie Anderson, of 14682 84th St (118-033-001-5-)
wrote a letter to complain that her valuation of $75,800
should be reduced to $60,000, claiming that there are mobile
homes around her. Andrew Merges said that her valuation was
comparable to others.
Motion by Larry to leave Ms. Anderson's valuation at
.$75,800. Seconded by Doug Lindenfelser, all Council Members
voted in favor of the motion.
David Munn wrote a letter to the Assessor complaining
that this house and 5 acre lot was valued too high at
$75,900. Mr. Merges said that he paid $85 ,000 for the
property.
Motion by Doug to have Mr. Munn's valuation at. $75,900.
Seconded by Larry Fournier, all Council Members voted in
favor of the motion.

Lindenfeiser's home was valued at $84,500 and the lot at
$10,000 which was comparable to similar homes.
Motion by Norman F. Freske to leave Mr. Lindenfelser's
valuation the same. Seconded by Floyd Roden, all Council
Members voted in favor of the motion.
On motion the Board of Review adjourned.
