COUNTY OF WRIGHT Construction Project was held this
CITY OF OTSEGO'- 25 day of May 1993, at 7:30 PM.
Norman F. Freske, Mayor, Doug
Lindenfelser, Floyd Roden, Larry Fournier and Ron Black,
Council Members, Jerome Perrault, Clerk, Elaine Beatty,
Deputy Clerk/Zoning Administrator, Judy Hudson, Secretary,
Larry Koshak, Engineer, and Andy McArthur, Attorney, were
present.
The Assessment Hearing was called to order by Mayor
Norman F. Freske.
Engineer Larry Koshak addressed the Hearing and said
this project was started back in 1990. A fixed assessment
was agreed on with the land owners with 4 (four) 40 acre
parcels being assessed at $15,469 each. Parcels 1 & 4
belonging to John Lefebvre and 2 & 3 to Country Ridge
Estates. The project is being funded as an MSA project.
Andy McArthur advised those in attendance that comment
on the assessments can be made in writing at the end of this
Hearing or within'0 days to the City Clerk. On the John
Lefebvre property, an agreement was made to delay the
assessment for 2 years from the time the assessment is
formally adopted. This delay applied to both principal and
interest. Andy McArthur said there was a problem
with clarifying the PID numbers because of a previous land
sale by John Lefebvre but he recommended proceeding with
approving the Assessment as the PID numbers would be
clarified within a couple of days.
Kevin Lefebvre asked if there were any assessment
deferrals available for disabled people. Mr. McArthur
advised him that he could apply for a disability reduction
for John Lefebvre after the 2 year postponement expired.
Larry Koshak asked Kevin Lefebvre where he wanted the 2
curbs cuts located and Kevin advised him to discuss this
with John. Mr. Koshak also advised Kevin that if John would
decide he wanted a chain link fence on the North side of 85th
Street, a change order could be made.
Motion by Ron Black to close the Hearing. Seconded by
Doug Lindenfelser, all Council Members voted in favor of the
motion.
Motion by Larry Fournier to adopt the Resolution
approving the Assessments for the construction of 85th Street
between Page Avenue and Co. 42, contingent upon clarification
.of the PID numbers. Seconded by Ron Black, all Council
Members voted in favor of the motion. The full text of the
Resolution is attached to these minutes.
On motion the Hearing adjourned.
