COUNTY OF WRIGHT Otsego held a Special City Council
CITY OF OTSEGO Meeting this 22 day of July,1993 at
7:30 P.M. Norman F. Freske, Mayor,
Doug Lindenfelser, Floyd Roden, Larry Fournier and Ron Black,
Council Members, Judy Hudson, Secretary, Jerome Perrault,
Clerk, and Larry Koshak, Engineer, were present. Also
present was Mike Potter, Mayor of Albertville.
The meeting was called to order by Mayor Normati F.
Freske. The purpose of the meeting was to review and discuss
the Otsego Creek Agreement, an agreement between the City of
Otsego and the City of Albertville to maintain Otsego Creek.
Larry Koshak addressed the meeting to explain the Otsego
Creek Agreement. He said he had met with Albertville
Engineer, Thore Meyer and they had worked out the Agreement
to repair and maintain Otsego Creek. Albertville would be
required to cost share with Otsego the cost of repairing and
maintaining Otsego Creek as far as the Section 30 Wetland (to
the South Side of the 83rd St. Culvert). The cost of
repairing and maintaining Otsego Creek from 83rd Street to
the Mississippi River would be solely the responsibility of
the City of Otsego. Frankfort Township and Monticello
Township would not be included in the cost share formula to
repair and maintain Otsego Creek. The formula would be based
on Acre feet of water going into the creek. Otsego's share
would be calculated by Watershed Acres x Annual Precipitation
x Runoff factor = Acre feet of water going into Otsego Creek.
Albertville's share would be based on the design flow of the
Wastewater Treatment Plant of 315 MGD or 353 Acre feet. The
Annual Average Precipitation figure used in the formula would
be 27.18 inches. Within 60 days following the signing of the
Otsego Creek Agreement, an Authority made up of two Council
Members and one Planning Commission Member from each City
would meet and inspect the Creek and, with the assistance of
the Engineer, work out a plan to repair and maintain Otsego
Creek. Also included in the plan would be the flow capacity
of all culverts affected by the creek. The Creek Authority
could set up a fund in a designated Bank to deposit and
disperse money to pay for the Creek repair and maintenance.
An annual inspection of the Creek would be made by the
Authority and an annual meeting of The Creek Authority would
be held on the last Wednesday of October at which time
reports would be given on the condition of the Creek and
projects and work done on the Creek as well as a financial
report on the Creek Fund.
Floyd Goenner said he thought Frankfort Township and
Monticello Township should also be included in the Cost Share
Agreement. because they contribute runoff into the Creek.
Mike Potter said he thought run-off from the Freeway
should be included and MnDOT should be included in the Cost
Share Formula.
Floyd Goenner said the worst part of the Creek is from
the Section 30 Wetland North from 83rd. Street to the
river and should be repaired first. because the Section 30

Wetland is a protected Wetland, the DNR would need to be
consulted and establish a level to which the Wetland could be
drained down to. This would affect the depth of the Creek
from 83rd Street to the river.
Larry Koshak said a taxing district could be set up for
the Otsego Creek Watershed to fund the Otsego Creek -repair
and maintenance.
Motion by Ron Black to approve the Otsego Creek Joint
Powers Agreement. Seconded by Larry Fournier, all Council
Members voted in favor of the motion.
Motion by Doug Lindenfelser to adjourn. Seconded by Ron
Black, all Council Members voted in favor of the motion.
