COUNTY OF WRIGHT held a Budget Meeting this 14 day of
CITY OF OTSEGO of Sept. 1993, at 7:30 P.M. Norman F.
Freske, Mayor, Doug Lindenfelser, Floyd
Roden, Larry Fournier and Ron Black, Council Members, Jerome
Perrault, Clerk, and James Barthel, Treasurer, were present.
The meeting was called to order by Mayor Norman F. Freske.
John Simola, who lives in Otsego and works for the City of
Monticello, appeared before the Council to speak about mandatory
garbage collections. State law now requires Cities of over 5000
in population to have mandatory garbage collection. Monticello
has a contract with just one hauler but Otsego, because of it's
size, area wise, auI- set up hauler districts and contract one
hauler for each district. This would also reduce .the wear and tear
on City streets as one hauler would cover a specified area
instead of 4 or 5 haulers running down the same streets. The City
would need to adopt an Ordinance to set up mandatory garbage
collections.
Mr. Simola also reminded the Council that Wright Co.
has declared the last week of Sept. as Recycling Awareness Week
to make the residents more aware of recycling as interest in
recycling seems to be decreasing.
J.ine Thomson, of the Elk River Arts Council, appeared before
the Council to request a donation from the City to support their
work.
Ron Black said the Council needs to budget some funds for the
Parks Dept.to cover their expenses not eligible to be paid out
of Park Fees. He suggested $2,000.00 as a contingency fund.
Larry Fournier suggested budgeting $20,000.00 to cover the
expenses of the EDA Commission. It was suggested the some of the
funds budgeted for the Planner could be transferred to the EDA
Commission Budget without increasing the over-all budget.
Dave Chase has said that the $10,000.00 budgeted for culverts
could be reduced to $5,000.00.
The receipts from Police Aid could increase from $6,000.00
to $9,000.00 if the City contracts for more hours of patrol time.
The assessed valuation of the City has increased by about 144/2'
in 1994 over 1993mostly because of the new homes built according
to figures received from the County Assessor so it would be poss-
ible to increase the levy 12% without raising taxes. The levy for
1993 was $545,000.00.
Motion by Ron Black to set the proposed tax levy for 1994
at $610,400.00. Seconded by Floyd Roden.
Larry Fournier suggested a 1% decrease in that figure as we
do not want to raise taxes. After discussion it was decided that
this was the proposed levy and another evaluation of the levy
could be made before the final levy is submitted in December.
All Council Members voted in favor of the motion.

Motion by Ron Black to set the proposed tax levy for 1994
as follows:
GENERAL FUND $327,000.00
ROAD & BRIDGE FUND $226,400.00
DEPT. SERVICE FUND $ 57,000.00
TOTAL TAX LEVY
$610,400.00
Seconded by Larry Fournier, all Council Members voted in favor
of the motion.
Motion by Ron Black to approve the purchase of a shouldering
sander by the Street Dept. at a price not the exceed $6,200.00.
Seconded by Larry Fournier, all Council Members voted in favor of
the motion.
Motion by Ron Black to have a Workshop Meeting Sept. 21 at
8:00 P.M. with the alternate date Sept. 23 at 7:30 P.M. Seconded
by Floyd Roden, all Council Members voted in favor of the motion.
On motion the meeting adjourned.
