7:OOPM 88TH STREET HEARING (MSA ROAD)

Mayor Norman F Freske called the Hearing to order at 7:OOPM
ROLL CALL:
Mayor Norman F Freske, Doug Lindenfelser, Floyd Roden, Larry Fournier and
Ron Black, Council were present.
Also present were:
Elaine Beatty, Deputy Clerk/Zoning Adm., Judy Hudson, Secretary and Jim Barthel,
Treasurer.
Professional Staff present:
Larry Koshak, Engr. and Kevin Kielb, Engr.
2. MAYOR NQRMAN F FRESKE TURNED THEASZIEETING OVER TO THE
ENGINEER FOR PRESENTATION:
Larry Koshak explained the project and Kevin Keilb then, using the overhead projector
explained the project. The feasibility study was discussed. The Engineer reviewed the
project to determine if it is technically feasible. This is on 88th Street in Otsego, an MSA
road. It will be constructed to MN State standards. It will be 350 ft. of road
approximately, being constructed. (See sign up sheet of this meeting to see who attended
the meeting.) Alignment was shown. It is a portion of the MRD Commercial Plat. The
right of way extends to the end of the Christ Lutheran Church property. We are looking
at running the road to the end of the Bank of Elk River property and temporarilly cul-du-
sacing the street.
Kevin showed a typical street section. A Right turn lane for access to CASH 42 was
looked at. A 25' roadway, plus 2' for curb and gutter. A cost estimate was projected. 6"
beneath the roadway of Class 5. The estimated construction cost is $31,470.00.
Contingencies, Engineering, Legal and Administrative costs at 30% or $9,500.00. Total
Estimated alternative $40,970.00. The Recommendation to the Council is that it is
technically feasible and the soils of the site will support a project of this nature.
Larry Koshak explained the assessment policy the Council has adopted for street
construciton.
It states that on Commercial the property abutting will pay the price of a 9 ton standard
street section. The remaining portion to be constructed to MSA standards. This will be
paid for by MSA Funds.

There are three property owners abutting 88th Street. One is the Bank of Elk River who
has purchased the parcel to the North. MRD Comm. Park property has the portion to the
South, Christ Lutheran Church is being provided access to 88th Street. To the North,
West to East 304' the Bank of Elk River will pay and MRD Commercial Park will pay for
similar costs to the South. Christ Lutheran Church will pay for 60' for access to the
property. It is estimated that the city street would cost approximately $33,760.00.
With their portion of Contengencies, Engeering and Administrative expenses of
33,760.00 divided by 660' = $51.14 per front foot.
Elk River Bank $15,345.00
MRD Comm $15,345.00
Church $ 3,070.00.
TOTAL $33,760.00
Doug Lindenfelser questioned the Right turn lane going out on 88th Street
Kevin said it would be considered once the road expanded. When more traffic is there it
would warrant it. Wright Co. is looking at it.
Larry Koshak said we can install it at this time under the MSA Fund with the cost to the
City.
Doug Lindenfelser asked if while we are in construction, would the Co. kick in for it now?
Larry Koshak said they could go back to them and check.
Larry Koshak didn't feel it was an issue at this time. Sidewalks is the other issue that is
not presented at this time, but can be done when the other section is built.
Gene Kreuser asked about aprons for the driveways. Does the South property have two
aprons so we can come in and out?
Larry Koshak said on 88th Street we will require the first entrance be back 220' back from
Parrish Avenue(Co.42).
Kevin Kielb explained the distance required for the right turn lane is for stacking.
Gene Kreuser asked about entering onto Parrish.
Larry Koshak said there's no way to enter onto Parrish.

Gene Kreuser is building the Bank of Elk River. He talked about 866' for the elevation
and he asked if it would change. The engineers said no it would not. Larry Koshak
explained further.
Larry Fournier asked Kevin the distance of Parrish Ave. to the driveway on the North or
South side, and where the stop sign is placed in relation to Parrish Ave (Co.42) and back.
Kevin said the stop sign has to be placed back a certain distance. It is not directly related
to property lines. Placement is called for in Mn/Dot standards, 220' back on both lots.
Kevin explained futher.
Larry Koshak commented that we do not have a proposal yet. We hope the access will
be determined before the curb is built. Creteria may be considered differently for that
particular lane. We could put no parking for a certain distance back.The two access
question would have to be reviewed. More discussion on the issue. The North side is a
key location but we need the stacking distance.
Mayor Norman F Freske asked if there were any other questions.
There were none.
LARRY FOURNIER MOTIONED TO CLOSE THE PUBLIC HEARING. DOUG
LINDENFELSER SECONDED THE MOTION. MOTION CARRIED
UNANIMOULSY.
MEETING ADJOURNED AT 7:25PM.
