WELCOME AND INTRODUCTIONS:
Norman F Freske called the meeting to order and welcomed the City of Dayton Representatives.
From Dayton: Shirley Slater, Adm., Phil Forseth, Mayor, Sandy Boarder, Clerk, Jerry Jordan, Fire
Dept., Gary Kroells, Police Dept., Hilmer Hartman, Brad Dehn, Doug Anderson, Council, Mike
Johnson, CSO and Tom Greenwood.
ROLL CALL: Norman F Freske, Mayor, Larry Fournier, Floyd Roden, Council. Absent were
Doug Lindenfelser and Ron Black, Council, Elaine Beatty, Deputy Clerk/Zoning Adm.
2. DISCUSSION OF POSSIBLE SMEARING OF THE FOLLOWING SERVICES:
a. POLICE SERVICE AND DISCUSS POLICE RESERVES:
We had received a proposal from Dayton. Dayton has two cars now and five men for the police Dept.
They have an office facility two and a half years old and computer software. He talked about upgrade
costs of $2,500.00 to the computer. Salary would be entered into an agreement at the first of the year for
12 month period. They have looked at their budget and made some adjustments as, auto repair and police
phones, uniforms would have to have an agreement if we wanted our own or combine with Dayton.
Computer softwear change would be only a one time thing. Otsego is a little larger than Dayton,
population wise. More discussion of an officer for the hours we would like to have. After the first of the
year they would like to have a longer contract. They would have to set down with the Sheriff and fmd out
what the policies are. On fines in Henn. Co., they give Dayton all the money. More explaination. two
thirds (2/3) of the fine money would go to us. Dayton has cooperative agreeements with other
communities. There was discussion of what area we would want covered or all of the City. Larry
Fournier said he is open to looking at any agreement and City of Dayton is also.
With up to 64 hours of police for Otsego they can handle it in house.
Reserves are volunteer people from our community that would work with the Police Department in a case
of a disaster they would be called in. Dayton has an active reserve. Most communities around them do
have police reserves. They have to be uniformed. They try to have them stockpiled. They mostly buy
their own gunbelts. Police Dept. cost for Dayton - $146,000.00 to $147,000.00 for Police Dept. with two
full time and two part time. CSO $25,000.00 to $26,000.00 $35,000.00 for cars, equip, computers,
software etc.. They already have a lot of that start-up equipment, which is a savings.
Larry Fournier commended them for their budget figures and said they were easy to understand.
b. FIRE SERVICE:
Otsego presently contracts with Elk River, Monticello and Albertville. Dayton has 25 firefighters, 2
tankers one ambulance (rescue unit) 2 grass rigs.and one boat. They can give us some figures if we are
interested. The Fire Station in Dayton is a half mile from our boarder. There are 12 members in that
station # 1, within two minutes they can get a response. Discussion of TH 101 and taking 6 minutes time
to get there. Discussion of what we have for a Fire Dept. They have North Ambulance Service. They
will give us a proposal East of Hwy 101.(Issue is response time.)

c. ASSESSOR SERVICE:
Dayton contracts out for Assessor Service, it was $30,000.00 per year with Hennepin County. Now it is
$20,000.00 a year with the City of Champlin. Discussion of sharing service. Discussion of our Assessor
and sharing services. We will have the Assessor call Dayton.
d. BUILDING OFFICIAL SERVICE:
Dayton contracts with Metro West. $40,000 per year - $30.00 per hr. He handles some Planning and
Zoning issues. Elaine Beatty said Jerry Olson is willing to look at this. Discussion of septic and
ordinance and pumping was had.
e. C.S.O. - DOG WARDEN:
Community Service Officer was discussed. Animal Control/Enforcement of Ord./Dogcatching/Delivering
of Council and Board packets. On Election nights they run the ballots to Wright Co. Dog boarding is
done at Monticello - $8 to $10 a day. $1,000 is the annual, but they budget $3,000. They hold a shot
clinic annually. If the dog is picked up they charge $25.00. If impounded it is $25.00 plus impound and
license. Dog is adopted or put to sleep.
SEWERJWATER SERVICES:
LEAP was discussed. Mayor of Dayton talked to George Hoff, City Attorney. One thing that was
missing was Page 2 under What issues are you hoping to address: Add the City of Dayton has some
septic system failures now in the Historic Village. Shirley had sent over a copy of the Map of Dayton.
The Dayton City Council has not had a chance to discuss it yet. Discussion of areas.
One area that is a separate watershed would be a good area to go with.
LEAP has to be in by November 14, 1994. Dayton is interested with a change, adding they tar? .Ye failing
systems in the Historic Site.
Otsego Agreed.
g. ANY OTHER SERVICES:
None - Elaine gave Shirley Slater, Adm., the Otsego Sign and Septic Ordinances.
