CITY OF OTSEGO, COUNTY OF WRIGHT, STATE OF MINNESOTA
SPECIAL WORKSHOP ENGINEERING COUNCIL MEETING
NOVEMBER 28, 1994 - 6:3OPM
1. NORMAN F FRESKE, MAYOR WILL CALL WORKSHOP TO ORDER:
Mayor Norman F Freske called the meeting to order at 6:30PM, regarding StormWater for the Urban
Service Area. The meeting was turned over to John Harwood.
ROLL CALL:
Mayor Norman F Freske, Floyd Roden, Larry Fournier and Ron Black, Council were present. Doug
Lindenfelser arrived late. Also present was Elaine Beatty, Deputy Clerk/Zoning Adm. and Judy Hudson,
Secretary.
Larry Koshak, and John Harwood, City Engineers also attended.
2. LARRY KOSHAK. CITY ENGINEER WILL DISCUSS:
John Harwood explained the information in packet. The table on the first page is regarding general methods
for financing Storm Water Drainage. It is a fairly common practice to have assessment and development
fees. Tax and fee systems were discussed. Page 23 covers Special Assessment information. It is for
specific benefit to properties. Page 24, Development Fees, a master drainage plan must be developed. John
explained how to develop a system, the legal issues and general guidelines and generic rules on drainage
issues. John talked about judgment of reasonable use, stormwater control and stormwater management
Liability comments are also in the written material. Developmental fees can be used as a tool. This is a
proposed resolution. Ordinance 24-1 is a generic statement on Storm Water.
John went over the attachments to the resolution:

Mayor Freske asked John if he was familiar with the information and does it work?
John said yes, it works. We need to look at our specific community and Planning and Zoning in connection
with the land. The problem is funrling the system when you have parcel development requests.
Ron Black said number 4 of the Storm Drainage Policy, the question comes to mind, Storm Drainage, what
do you mean by that.
John said Surface Water management covers wetlands, surface water, direct run off from property and near
surface ground water.
Ron Black asked when a system is designed, to what level is it desiiied? How do you figure how big the
pipe should be.
John said the basis is 100 years. Conveyance pipes is 10 year rainstorm. You expect some surface flooding in
the 10 year. You want to look at surface flooding that does not cause property damage. Regarding drainage
for low areas, you have to be a little more specific. One percent chance in any year in the 100 year flood,
may happen.

Larry Koshak said sometime the nature of the level can be provided by local conditions and local
information. He talked about snow melt. The Corps of Engineers use that.
Floyd Roden said he does not completely agree with that. With frost in the ground is another problem.
John explained further different scenario.
Larry Koshak said our Sub division Ordinance addresses many of these items.
John Harwood said the Surface Water Policy is designed to be compatible with the Subdivision Ordinance,
using the Subdivision Ordinance as the base. John talked about the sample system evaluation. LeFebvres
Watershed Hwy 101 and Co42 was discussed. Also a plan of development, transportation plan and collector
street thru the area. It is Commercial, Industrial usage. We recommend regional ponding. They used the
ultimate development rate. Sub -Dist. 5A, North of Co42, that area has been incorporated. Country ridge
area has also been incorporated and blocked off into parcels. John talked about the size of acreage parcels
on the map. Typical of a multi -use Industria! area, estimated costs is $679,000.00. The total acres net is
132.4 which is sixty two percent at the cost of $5,128.00 per developable acre. Costs shown can be used to
implement drainage. Lateral drainage is $3,100.00 per developable acre. He talked about funding, etc, (See
supporting material.) Explained assessments. bonding, etc. general drainage fee and trunk and storage
costs.
Ron Black asked are the heavy black lines.trunks and laterals lead off these?
John said yes and expiained further. Catch basins are not a very extensive system. A pipe can be used for
both lateral and trunk.
Doug Lindenfelser asked if the Developers would come forward first to agree on a project?
John said the City could, but you are better off waiting until you have a significant development demand.
Bond sales require a twenty percent assessment. You are better off waiting for significant development.
Larry Koshak said the entire project is not necessarily at one time, you can put in one portion before
another. The piece that goes down Co42 and thru the drainage area for instance. On an interium basis an
open ditch facility could be done.
Doug Lindenfelser said the first step is to approve the plan.
John said yes, a fee is involved so everyone knows.
Doug Lindenfelser asked if an informational meeting would be held?
Larry Koshak explained on December 12, 1994, there will be a report and policy in final form. Asking for a
Public Hearing on January 16, 1995, or whenever you feel is appropriate.
John Harwood said the policy is important. We are putting together a document. We have to look at the
same scenario for all the watersheds. Costing and trunk fees will be independent to each district. The
topographic mapping was very critical to this project.
Larry Koshak said concentrated on at this time was the Halls and LeFebvres Watersheds. He explained the
Rice Lake Watershed is similar to Otsego Creek Watershed. We don't foresee additional planning in the
other areas at this time.
