01-05-1995 Special Meeting MinutesCC-SPMET.WPS CITY OF OTSEGO SPECIAL COUNCIL WORKSHOP MEETING OF JANUARY 5, 1995 - 6PM, IN THE CITY OF OTSEGO, COUNTY OF WRIGHT, AND STATE OF MINNESOTA SPECIAL COUNCIL WORKSHOP RE: PLANNING DISTRICT #4 AND STORMWATER DRAINAGE PLAN L MAYOR NORMAN F FRESKE WILL CALL THE MEETING TO ORDER• Mayor Norman F Freske called the meeting to order at 6:10 PM. He welcomed Vern Heidner and Suzanne Ackerman and introduced the City Engineers. Mayor Freske explained that this is just a Workshop and no decision will be made tonight. The meeting was turned over to Dave Licht. ROLL CALL: Mayor Norman F Freske, Larry Fournier, Ron Black, Vern Heidner and Suzanne Ackerman, Council Members and Elaine Beatty, Clerk were present. Ron Black arrived at 7:15 PM. Professional Staff present as follows: Dave Licht, Planner - Larry Koshak, Engineer - Kevin Kielb, Engineer - John Harwood, Engineer 2 DISCUSSION OF THE TRANSPORTATION PLAN AND OTHER ISSUES IN PLANNING DISTRICT #4 (NEAR #42!#39 AND #101) (BY COUNCIL/DAVE LICHT/LARRY KOSHAK): Dave Licht said that Ron Black is concerned as to how the MRD property will be developed. Development all at once would be ideal, not piece by piece. We want to accommodate the property owner and the Bank of Elk River. At this point there is no reason to do the whole preliminary plat. Larry Koshak said that Dist #4 is unique because of it's position in the community and the importance to the Development of the community. There are a lot of qualities (visibility etc.) and some negatives. Hakanson Anderson has prepared a report addressing the engineering of the Commercial property and a small portion of Industrial along the Co.42 side. He discussed looking at the whole piece of property. Kevin Kielb has developed the numbers. Kevin Kielb explained those numbers and how they were developed. Draft report on MRD 2ND Add dated Dec. 16, 1994, was passed around. Exhibit A is the conceptual lot layout. You have to look at the roadways before the lots are laid out. CSAH 42 will be classified as a major collector by the county. We have five (5) accesses between Hwy101 and Co39 on Co42. The approx lot sizes, flood protection and approximate fill requirements were listed for each lot: Also looked at were costs to develop a group of lots, costs incurred because of floodplain area and various structures on the lots. Exhibit B, 862 is the elevation looked at for building. A map revision from FEMA would need to be done. They picked one specific area to analyze. (4 lots NE corner of MRD Plat) A key factor is the soil and depth of black dirt to be removed. They looked at Wright Co. soil maps and roadway assessments. Costs that could be incurred are; FEMA study, soils analysis, structural fill and water drainage. Pg #4 lists costs. Pg #5 is the cost of putting structures on the lots $276,000.00, including roadway assessment cost and septic drainfield. He explained the rest of Pg #5 and table 1, 2 and 3, Pg #6. (cost of sq ft building). One key item was the septic drainfield costs. The cost jumps up when you have larger buildings. (almost 25% of the construction cost). Larry Koshak said Industrial buildings would be larger and that would be a factor in development. Vern Heidner asked if building size is in direct proportion to the number of employees. Larry Koshak said yes. Flows that were used were basically domestic. On Pg. #7 they looked at the flood plain. Getting down to three categories of lots. Pg# 8 has costs estimates. Dave Licht has reviewed this and the land correction costs are the biggest problem we confront. Dan Wilson looked at this report to see where Otsego stands compared to other areas. Kevin Kielbs figures do not include land costs. Dave Licht explained what property is going for in Rogers and Elk River. Larry Koshak's comments regarding Commercial and Industrial are correct. The major concern is to have a plan for framework. The Church would like to have ballfields in the Northeast corner of the MRD property. What can the City do in terms of getting that land developable and on the tax rolls. Is the City willing to fully absorb the cost of street development. The other thing is how much can we generate thru tax increment. The less fill and less correction helps. Larry has identified that there are land users that are trying to get rid of topsoil so there is a source of material. The City may want to get involved there and stockpile. Larry Koshak said ignoring it would not help either. The road is MSA and needs to be looked at. We did feel in the beginning that this was a long range situation. There are areas that can be developed without any problems. One property owner has a large chunk in the middle. Larry Fournier asked if we have three different watersheds. Larry Koshak said that is correct and pointed out the three different watersheds. Costs regarding each watershed would be on an individual basis. Larry Koshak stated that some of the lots are marginal, but doesn't feel it should be put in church parking lots. More discussion of the Northeast corner. David Licht said the EDAAC Advisory Committee was waiting for this information to call a meeting with the owners of the land in this area, to ask them what their plans are for their land. More discussion. He also talked about a source of financing like Wright - Hennepin, UPA, etc. and possible Grants. Costs need to be identified and where to go after money. DTED does have grant money. Vern Heidner asked about an MSA road and the city putting that road in, costs, etc. Cost for 450' was $51,000.00. Larry Koshak explained we can borrow ahead or designate a road thru the area and possible stage development. David Licht talked about working for development along Hwyl01. This gives everybody direction as to how the City wants to proceed. EDAAC has an area to work on for development. Vern Heidner has a problem with the church taking all that acreage. Four more acres is not a problem. Larry Fournier did not feel the lots should be given up to the church. Dave said the church is a positive part of the community, but just because the church is there today does not make it right to expand. The staff needs direction on MRD Plat now. Larry Koshak asked for direction from the Council. Larry Fournier asked if it would be an advantage to show this report to the people involved before making it part of our Comp. Plan? Larry Koshak stated that the Public Hearing has been held. This is in response. Ron Black asked if this would change if there were sewer. Kevin said they would have to look at it. Dave said it is not the major factor. The critical factor is the soil correction. Larry Koshak said only five accesses are allowed from Co39 to Hwy101 on Co42. Planning Dist.#4 will be on the January 23rd, 1995 Council Meeting for approval. This is a future plan. He passed out a Summary of Data. Manual TR55 from Soil Conservation Service is where the runoff curve standard comes from. Larry Koshak said any of these numbers in this report will change if the land changes. 90 and 95 curve numbers are Commercial and Industrial numbers. There are two tables in the book, one is existing condition runoff and the other is proposed condition runoff. They incorporated the City Planning into these curve numbers. The actual curve is percentage of water that would be runoff. John explained further. Maximum curve number is 100. It goes 0 - 100. Larry Koshak explained how the curve was developed. More discussion. It is not a precise science. SCS method is the standard of design for the industry. John Harwood explained how the time of concentration flow was figured and will provide the Council with standard tables and included them in the Report on Stormwater Drainage. This is designed for the summertime storms runoff. Pond H on the charts should read Pond #. This report is designed to use for development. Discussion of ponds and control of flow, etc. John Harwood will be going over the report. Discussion of the policy, method of implementing and paying for it. A couple of samples are in the report. Sample ordinance for utility fees is also in the report. Major projects need to be assessed. Discussion of how to set up districts and charging. Discussion of Utilities fees and billing this out. Municipal Utilities Commission. The Stormwater Drainage Plan and policies will be on the January 17th, 1995, Meeting. 4. ANY OTHER COUNCIL BUSINESS: Country Ridge - Larry Koshak would like to close the project out. What is holding us up is sealcoating. He has recieved a porposal for one third (1/3) of the cost. That amount was $5,000.00. Larry would like to tell them we will take $2,500.00 and close it out. Problem is the intersections. They are not sure if it is salt in the intersections or deterioration of the asphalt or other reasons. To prove the point we would have to take core samples and do testing. If this was turned over to the attorney it would cost us. Larry recommends collecting $500.00 per intersection, of which there are five. Larry Koshak said it was the mixture on the one end. Ron and Larry both agreed to take the money. The amount of $3,500.00 was discussed. 5. ADJOURN: Motioned by Larry Fournier, Seconded by Ron Black to adjourn.
