SPECIAL EDA/EDAAC MEETING
JANUARY 11, 1995 - 7PM
ROLL CALL:

EDAAC members, Richard Nichols, Acting Chair, Rudy Thibodeau, Vern Kiinkner

President Larry Fournier called the meeting to order at 7:10PM.
He wanted to have the EDAAC/EDA discuss the information on the home extended
businesses. He turned the meeting over to Richard Nichols to discuss.
Richard Nichols brought up that EDAAC has been working on the Third Industrial Site
for over a year. That activity was put on hold. We still have all these businesses around.
When we looked at those businesses the committee felt most of them would not be able
to afford to move into an Industrial Site. We would like to control businesses which are
Environmental problems, outside storage, auto businesses, etc. We reviewed Elk River's
Home Extended Business Ordinance and would like to take the best parts of that. This is
what EDAAC ended up with. He reviewed the ordinance with the members. Ron Black
asked what kind of businesses did you discover here? Richard Nichols said a wide
variety. They have an intern checking on that information. He talked about the different
kinds of businesses. There are about 50 businesses. Larry Fournier noted that the City
receives no taxes on these businesses. Richard Nichols went over the home extended
business information and commented. EDAAC wants to allow City Council input into
these businesses. Number 2, the prohibited activities section is very important. A
permitting process that would allow setting a yearly fee was discussed. Permits are not
transferrable. Pg.2 has the conditions. Most of it is pretty much identical to what is
working in Elk River. Ron Black asked if it is possible to combine the home extended
business to the home occupation permit? Richard Nichols said he did not see a problem
doing that. Ron Black said he would like to see the necessary workers comp and liability
insurance included as that is an area of unfair competition.(see letter-Workmans Comp
and other requirements.)
Ron Black expressed concern of unfair competition, because of residential and not
business rates regarding phone etc.. One set of rules would be nice.
Vern Heidner would like to see a restriction on large buildings being used for home
extended businesses. With a total of two or three hundred feet of space for Home
Extended Businesses.
Discussion of outside storage. No outside storage allowed for a home extended business.

More discussion regarding refining ordinance and covering all the issues. Suggested that
EDAAC review and come back with another draft. B.- No external evidence (with the
exception of the sign).Ron asked if showrooms would be considered? No retail, was
answered.
Vern Heidner asked if we can intergrate this information into the Section #28 of the City
Ordinance?
Dennis McAlpine asked about outside storage. He has two trailers parked outside.
Ron said keep in mind that violation of the Ordinance is a crime. More discussion of
compliance and prosecution.
The next EDAAC Meeting will be on consoldiating this information.
Larry Fournier suggested that when we have a concept we approve of, we can
recommend it to the Planning Commission from the EDAAC/EDA.
Also we need to get the Planner's comments.
Richard Nichols asked if there is anything the EDAAC Committee needs to address?
Larry Fournier brought up the Planning District #4 and they want them to meet with the
landowners there and also regarding the Third Industrial Site.
Ron brought up TIF and public assistance to develop. What is physically feasible for the
City of Otsego to do?
Larry Fournier said we will bring in Dan Wilson to advise.
Richard Nichols - EDAAC wants to meet with the EDA quarterly.
Norm Freske stated that the Council Meetings are now 6:30 not 7:30.
Ron Black Motioned to adjourn. Norm Freske seconded the motion. Meeting adjourned
uninamiously.
