03-02-1995 Special Workshop MinutesCITY OF OTSEGO SPECIAL WORKSHOP CITY COUNCIL MARCH 2, 1995 6:30 PM OTSEGO CITY HALL 1. Mayor Norman F. Freske will call meeAiing to order. Mayor Freske called meeting to order at 6:45 PM. Attending: Mayor Norman F. Freske, Councilmembers: Ron Black, Larry Fournier, Vern Heidner and Suzanne Ackerman. Staff: David Licht, Planner, Larry Koshak, Engineer, Elaine Beatty, Clerk/Zoning Administrator, Judy Hudson, Deputy Clerk. 2. Discussion of planning for the future. Mayor Freske welcomed all guests. Mayor Freske explained that the City is looking at the future planning of Highway 101. Otsego has been meeting with Frankfort Township and the City of Dayton regarding Water and Sewer. Mayor Freske turned the meeting over to Larry Koshak and David Licht. Larry Koshak had visual displays with him pointing out the Immediate Service Area and Long Range Service Area. Some of his comments and highlights were: - Look for Long Range Ultimate Plan 50/60 year design, 20 year Planning - Difficult to predict growth - For discussion purposes, the outer boundaries of Immediate Service line was extended. Larry went over a staged development concept. - Look at a gravity trunk system - most cost effective and efficient - Frankfort Study for Sewer & Water (see attached) East part of Frankfort West of the break line goes to the St. Michael Service Treatment Plant East of the line would go to Otsego East/ Frankfort/ Dayton System - Key factor is acquiring land and land is going fast, a key in getting started is to get the land David Licht's comments: - Critical factor is where plant is located and the capacity - if the plant is located down by the Southern Border - start leading pipes up towards the North - focus development towards the plant and be able to work up to urban area - Development will change Comprehensive Plan - may have to introduce a "Urgent Development Area" - re -subdivision of Urban area to make Water & Sewer economical - Plan will have to be followed City of Otsego Special Workshop dated March 2, 1995, cont'd, Page 2. - There is major competition for residential in this area - The advantage in this Southern part are the hills - Objective to get the line up North - Consider having an Industrial Park next to the plant - acts as a buffer Discussion from Council CM Heidner asked Mr. Koshak about how many acres are needed for a plant, cost of lift stations, and staged building. Mr. Koshak said the study will address these issues more thoroughly but he thought about 80 acres, more if there would be an Industrial Park and he recommended building in stages. He said the low points are around 42 and 101 and would require a lift station there. Larry also briefly discussed bonding and assessments. CM Fournier said that the southern site was picked because of access to the Crow River but concerned with it sitting on top of a hill and questioned maybe the plant should be up towards Darkenwalds. Larry Koshak pointed out that the land there would be more expensive, land for a plant has to be above flood plain, you also have to consider distance restrictions, and you would be building a plant at a larger expense. Mr. Koshak also brought up that you would get more discharge into the Crow River and probably shouldn't wait too long on this project. David Licht pointed out that you are working with two other communities and having a plant by Darkenwalds would force the other communities with greater financial issues. Mr. Licht said that it is very crucial for Otsego to find out where the Metro Council stands on this. Mr. Licht stressed how critical it will be for the City to stand by their plan to develop. He talked about the long range implications. Larry Koshak showed other possible sites for sewer plant. David Licht passed out his Sanitary Sewer District Conceptual Land Use Plan. (attached). He pointed out the different residential, commercial and industrial concept areas. - there is a limited amount of demand for commercial, just reserving land for commercial won't generate commercial. - Otsego has only a concentrated population of 3,000 people and that won't bring in big commercials. - Otsego has to get going on their Industrial - Suggested to take a look at Delano - very successful in industrial CM Black said that we are talking concepts, if the three communities come together, how does Otsego structure itself so that once the decision is made that the development happens in the sequence that it should happen (developing from South going North). Mr. Licht said by starting at 42 and going North, instead of at 39 for commercial emphasis. The City should go back to the Comprehensive Plan and re -focus as how your going to address development. City of Otsego City Council Special Workshop of March 2, 1995, cont'd. Page 3 Mr. Licht also pointed out that you have to get the economics for paying off the bond. With sewer, there is a bond payment. The bond is based upon development. If there is a recession, the residents will then have to pay and this changes where the development goes. CM Fournier liked the conceptual plans except for the residential area that abuts 101. Mr. Licht said one of the reasons for low density in there is exposing fewer people to 101 and there is a market today for single family. Paul Levenson, lives by 101, and he could see the validity for low density. Mr. Koshak said that when you go for a proposal to do this plan, they will look at your zoning and he suggested to do more work on this. CM Black asked if there should be more work done on these conceptual land use maps. Mr. Koshak said no additional information is needed as long as the use is identifiable, the staging will be looked at. CM Fournier thought the market would set the staging. Mr. Licht said it will but we should have flexibility. CM Heidner asked about developing the community up north and buy excess capacity from the Darkenwald. Mr. Koshak said this would be a good interim situation and we had previously discussed this with Darkenwalds. CM Black asked if this is sufficient so we can get a RFP out, Frankfort is just about done, a Dayton and Otsego Plan needs to get done, and what type of time. David Licht suggested -we need to put more time into this -a more formally address meeting -consider sending out a RFQ, an RFQ gives the ability as three communities to go in and say this is want we want and how much will it cost (RFQ = Request for quotation) (RFP = Request for proposal) -look at land use, go back and calculate the total population, look at industrial - looking at 45 to 60 days, decide what we need to do before submitting to engineering - in the interim while waiting for the study conclusion you need to be guarded as to what allowed to come in, do not expand Immediate Service Area Mayor Freske asked what the next step is: CM Black said we need to get the engineering process going and find out about the Metro Council which is up to Dayton. Have the Engineer and Planner look at the area and come back with some suggestions and ideas. Both Frankfort and Dayton are looking for some action. Mr. Licht said to proceed with the RFP or RFQ and have Larry Koshak, Bob Kirmis or himself put together what has to be decided on and an outline. He recommended to move on the study.
