05-15-1995 Public Hearing MinutesCITY OF OTSEGO CITY COUNCIL SPECIAL HEARING MISSISSIPPI SHORES 1st, 2nd, 3rd, 4th, 5th, 6th, 7th Additions OVERLAY MAY 15, 1995 7PM 1. Mayor Norman F. Freske will call Hearing to order. Mayor Freske called the Hearing to order at 7:04 PM. Elaine Beatty stated that proper noticing was done. Roll Call: Mayor Norman F. Freske, CM Suzanne Ackerman, CM Ron Black, CM Larry Fournier, CM Vern Heidner. Staff: Larry Koshak, City Engineer; Kevin Kielb, Engineer; Andy MacArthur, City Engineer; Elaine Beatty, Clerk/Zoning Administrator; Phyllis Boedigheimer, Business/Finance Director; Judy Hudson, Deputy Clerk; Carol Olson, Secretary. 2. Turn Hearing over to Larry Koshak to explain the Feasibility Study. Mr. Koshak, City Engineer, explained the Hearing process. Andy MacArthur, City Engineer, went over the 429 Process (State Statute). 1. Must have a Feasibility Study. 2. Goes to Hearing 3. Council votes. To proceed with project must have a 4/5 vote. 4. If Council votes to proceed, an Assessment Hearing must be held giving assessment amounts Larry Koshak went over the Feasibility Report dated March, 1995 (Copy of which is filed at the City Clerk's Office). Mr. Koshak's firm estimates the costs for reconstruction work and overlays of $260,850. Assessments to benefiting properties would be approximately $1,110.00. The frontage road was not included in the recommendation. Another issue addressed was mailbox supports. Mr. Koshak went over different alternatives as outlined in the Feasibility Report. His recommendation was the requirement that residents incur the expense of relocating their mailboxes and newspaper boxes independent of the road project and to conform to US Postal Service recommendations. Keith Ramsey, 9455 Park Avenue, showed an overview (attached) for a mailbox support. at a cost of less than $100. He stated he is opposed to a contractor installing a mailbox support but not opposed to a mandate. Mississippi Shores Overlay Public Hearing of May 15, 1995, cont'd. Page 2. Overlay Project: Mr. Koshak noted that 96th Street is a designated MSA route. This street is not currently constructed to the MSA standards. Before the City can spend MSA Construction Funds, 96th Street would have to be brought up to MSA Standards. This street is not high on the priority list for MSA Construction. Mr. Koshak recommends the reconstruction and overlay of this street also. Mr. Kevin Kielb, Hakanson, Anderson, presented the costs for the overlay project. The total estimated cost is $260,850 with 235 benefiting properties, a total per unit assessment of $1,110. (See Feasibility report dated March, 1995) Mr. Kielb highlighted some project items: Existing conditions, soils were evaluated Subsurface is in good shape Cracking and Stress is due to the age of the asphalt 2 foot turn outs by the mailboxes are planned City crew will do the crack filling on current roadway Contractor will sweep streets, tack coat 1.5" overlay Driveways will be smoothed out Mr. Kielb went over the assessment schedules of 5 and 10 years based on 8% interest. Mr. Koshak noted that the additions were paved as following: 1st and 2nd Additions 1980 3rd Addition 1975 4th Addition 1977 5th Addition 1978 6th Addition 1979 3.
