Presented a Petition to the Council requesting the gravel �roads omes located on graveltroadsp56 of

There are two main concerns of the residents:
1. Dust
2. Speed Control
CM Black motioned to refer the petition from Island View Estates to the City Attorney and
City Engineer for verification and order a feasibility study contingent upon the
verification. Seconded by CM Fournier. All in favor. Motion carried.
Discussion: CM Black asked Larry Koshak the cost of a feasibility study. Mr. Koshak replied

Meeting on Tuesday, May 30, Otsego City Hall, 7 PM. All Council Members and Park and Recs.
Members are invited to attend. Some of the agenda items are:
a. What role does the Municipal Recreation Boarthe scheduling and maintenance ofd play as oppose to Community Ed. t he

various facilities.
The Board would like to have some brainstorming on these items to bring back to the
Municipalities and School Board.

northwest Metropolitan area. The Engineers estimate for the projected was
$368,683.90.
We recommend awarding the project to Buffalo Bituminous for $307,979.25.
Please find enclosed a bid tabulation for the project.
We will be present at the May 22, 1995 City Council Meeting to answer any

Dear Otesgo City Council Members:
The following assigned Island View Estates Residents have petitioned to
have the mentioned roads paved as soon as possible. Our outdoor activities are
made miserable due to excessive dust created by vehicle traffic in a now fully
developed neighborhood. Due to the uncomfortable conditions created by this
excessive dust, it is our sincerest hope that this project can proceed with all due
haste. The assigned persons are aware that should paving take place individual
parcel assessment will apply.
Also the council should be aware that the vast majority of the residents that
opted not to sign the petition did so because of the acute speeding problem within
Island View Estates. The reason being that many felt pavement would further add to
this already dangerous situation. Even many of those who in fact did sign the petition
stated this speeding problem as a major concern.
Suggestions and or cures for this speeding problem from Otsego City Counsel
would be very much appreciated. Some suggestions that we have are as follows:
speed bumps, signs and more patrolling by sheriff department.

RESOLUTION DECLARING ADEQUACY OF PETITION
AND ORDERING PREPARATION OF REPORT
BE IT RESOLVED BY THE CITY COUNCIL OF OTSEGO, MINNESOTA:
1. A certain petition requesting the improvement of the following streets:
A. 101st Street NE
B. Kehler Avenue
C. 97th Street NE
D. 99th Street NE
E. Kalenda Avenue NE
F. Kaiser Avenue NE
all located within Island View Estates. Said petition was filed with the Council

PUBLIC IMPROVEMENT PROJECT NO. 94-2
CITY OF OTSEGO
WHEREAS, pursuant to an advertisement for bids for the construction of NE
70th Street (CSAH 37) and Odean Avenue Intersection, bids were received, opened
and tabulated according to law, and the following bids were received complying with
the advertisement:

AND WHEREAS, it appears that Buffalo Bituminous, Inc. of Buffalo, Minnesota

1. The mayor and clerk are hereby authorized and directed to enter into a contract
with Buffalo Bituminous, Inc. of Buffalo, Minnesota in the name of the City of
Otsego for the construction of NE 70th Street (CSAH 37) and Odean Avenue
Intersection according to the plans and specifications therefore approved by
the City Council and on file in the office of the City Clerk.
2. The City Clerk is hereby authorized and directed to return forthwith to all
bidders the deposits made with their bids, except that the deposits of the
successful bidder and the next lowest bidder shall be retained until a contract
has been signed.
