RESOLUTION NO. 94-91
RESOLUTION OPPOSING DETACHMENT OF CERTAIN PROPERTY FROM THE CITY OF
OTSEGO AND ANNEXATION BY THE CITY OF ALBERTVILLE.
WHEREAS, a certain petition has been filed with the Minnesota
Municipal Board requesting detachment of certain property from the
City of Otsego and annexation of the same property to the City of
Albertville; (see Exhibit A for location), and
WHEREAS, the City of Otsego's adopted Comprehensive Plan
includes the following policies relating to the detachment of
property:
1. Detachment of property from Otsego shall be strongly
opposed unless it can be demonstrated that the property
is an integral part of a unified development involving a
common owner or developer which overlaps jurisdictions,
that the property and proposed use cannot be accommodated
by the City, that the annexing jurisdiction is in need of
developable space, and/or the annexing jurisdiction can
and will provide urban service.
2. Prior to any properties being detached from the
community, assurances shall be obtained that will
guarantee the proposed use and development of such
properties will be in harmony with lands remaining in the
City and will not necessitate further properties being
detached from the City, and
WHEREAS, the requested detachment application currently lies
in conflict with the forementioned provisions of the Comprehensive
Plan, and
WHEREAS, no formal application for development of the property
in question has been received by the City of Otsego.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF OTSEGO, WRIGHT COUNTY, MINNESOTA:
1. That the City Council of the City of Otsego hereby
declares its opposition to the proposed detachment of
EXHIBIT A
certain property from the City of Otsego and annexation
by the City of Albertville at this time, and
2. That the City Council of the City of Otsego hereby
encourages discussions to take place between the Cities
of Otsego, Albertville and other bordering
cities/townships if deemed appropriate in an attempt to
coordinate fringe area development.
