06-27-22 City Council MinutesOTSEGO CITY COUNCIL MEETING MONDAY, JUNE 27, 2022 7:00 PM OTSEGO PRAIRIE CENTER Call to Order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Tina Goede, Brittany Moores, and Jeff Dahl. City Staff: City Administrator/Finance Director Adam Flaherty; Human Resources/Assistant City Administrator Sabrina Hille; Administrative Intern Joseph Hinzman; City Attorney Dave Kendall; City Engineer Ron Wagner; City Planner Daniel Licht; and City Clerk Audra Etzel. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7:01 PM. No one from the public spoke. CM Moores motioned to approve the consent agenda as written, seconded by CM Dahl. All in favor. Motion carried 5-0. 4. Planning: 4.1 Anna's Acres: A. Presentation by City Planner Licht. B. Consider Findings of Fact and Decision Approving a Preliminary Plat. City Planner Licht presented the staff report. The applicants Thomas and Peggy Croteau thanked the City Council and were available to answer questions. CM Darkenwald asked about changing the zoning from A-1 to R-5. City Planner Licht said this is a condition to plat the property. CM Dahl asked about utility capacity issues. City Planner Licht said there are no capacity issues and noted numbers are not factored in until final plat is approved. CM Goede asked about the cul-de-sac. City Planner said the plat will be revised to remove the cul-de-sac to make a through street to 65th Street. CM Darkenwald motioned to adopt Ordinance 2022-13 amending the Zoning Map and approve a preliminary plat for Anna's Acres subject to the stipulations as stated by the Findings of Fact and Decision as presented, seconded by CM Goede. All in favor. Motion carried 5-0. 4.2 Due North Car Wash: A. Presentation by City Planner Licht. B. Provide Feedback on a Planned Unit Development Concept Plan. City Planner Licht presented the staff report. The applicant Mr. Cory Kampschroer from Due North Car Wash agreed with the City Planner's report and was available to answer questions. Mr. Kampschroer said they are locally owned and look forward to providing exceptional service and a great experience. CM Dahl asked about the water quantity and the quality used. Mr. Kampschroer said 85% of the water used is reclaimed and they only use fresh water on the final rinse which is reverse osmosis to soften the water. They are currently working with the City of Monticello for their water usage and can provide further details in the future. CM Moores asked about the vehicle clearance. Mr. Kampschroer said they can wash any car up to 90" tall. CM Moores asked about the technology. Mr. Kampschroer said they are investing into technology to use less energy and be more green, additionally their dryers heat the drying room up to 130 degrees and create less noise. City Planner said they can request information from the manufacturer to demonstrate the noise. The hours of operation are typically 8am-8pm and could be modified for the seasons, possibly 7am-9pm. Mayor Stockamp asked about the layout coming off Parsons Avenue. City Planner Licht said they can work with the developer to align. Mayor Stockamp asked about the plaza sign and who was responsible? City Planner Licht said this is an element in the Great River PUD; this is an issue to look at closer with the developer as they most likely don't intend to fully fund and maintain. The City Council agreed with the developer on the location of the plaza sign. CM Dahl asked to get numbers from the other two carwashes in operation within the City. City Planner Licht said the City does have the capacity and there are provisions to address any water concerns. CM Darkenwald asked about the access, movement, and the land to the east? City Planner Licht noted the drawing presented is schematic, the ponding is regional to develop all stormwater except the MPCA guidelines have changed and stormwater basin will need to be added on the property. City Engineer Wagner said they may need to do a different concept based on that information. Mayor Stockamp asked about the access at 85th Street and Parsons Avenue. City Engineer Wagner said everything south of P&F Machining and everything in between CSAH42 and Quaday Avenue yet to be build out; 85th Street and Parrish Avenue is going to get busier over time, stacking was needed and originally set-up for full build out of the development. City Planner Licht said the stacking direction came from Wright County; they would not allow full access in that area. Mr. Kampschroer said they are proposing additional features including a third lane at this location to process the vehicles. City Planner Licht will include the City Council questions in the final report. Mayor Stockamp motioned to support the PUD Concept Plan for Due North Car Wash subject to the comments state in the Planning Report dated 14 June 2022, seconded by CM Goede. All in favor. Motion carried 5-0. 5. City Council Reports and Updates: 5.1 Commission Liaison Updates. A. Heritage Preservation Commission - Liaison CM Moores said there was no June meeting. B. Parks and Recreation Commission - Liaison Mayor Stockamp said the City Planner presented a Comp Plan update, touch -a -truck, color run, farmers market, a resident asked about dog parks in neighborhoods and staff reached out to the resident to explain reasoning for the location at the center of the City. C. Planning Commission - Mayor Stockamp said Anna's Acres and Due North were reviewed. D. Public Safety Commission — Liaison CM Goede updated that Fire Chief Eric Bullen said medical has dropped off and a deputy chief retired. Fire Chief Brad Feist is down two fire fighters and looking to add a second fire station in 2023. The Commission is considering a possible booth at Prairie festival. Reminder no July Meeting and August moved dates due to the primary election. 6. Staff Reports and Updates. Human Resources/Assistant City Administrator Hille said the Parks and Recreation Director job has been posted in many locations and the new street maintenance employee should be starting in two weeks. City Administrator/Finance Director Flaherty said City Hall will be closed July 4th for the holiday. City Clerk Etzel stated absentee voting for the primary election on August 9th began on Friday. City Engineer Wagner said Walesch Estates project is starting on July 5th for a quick completion, force main repair in Martin Farms will be starting next week, and Prairie Pointe will be starting next week. Sergeant Jason Oltmanns with the Wright County Sheriff's Department said July is a busy month, a Captain retired last week (two in the last couple months), and two Otsego deputies have been selected to be school resource officers. CM Goede thanked the Wright County for their service in St. Michael. Mayor Stockamp attended the Dakota Supply groundbreaking last week and shared photos with staff. 7. Adjournment.
