Call to Order.
Chair Offerman called the meeting to order at 7:00 PM.
Roll Call: Chair Alan Offerman; Commissioners: Charles Foster, Laurie Jones, Vern
Heidner, Jim Kolles, Aaron Stritesky, and Pam Black; Absent: Richard Nichols; Present:
City Council: Mayor Jessica Stockamp, CM Tina Goede*, and CM Brittany Moores*. City
Staff: City Planner Daniel Licht, City Engineer Ron Wagner, and Deputy Clerk Bethany
Benting. Those indicated with a (*) attended via video conference.
1. Announcements:
City Planner Licht noted that the public hearing for Mississippi Landing has been
postponed and will be noticed again for a future date.
2. Consider the following minutes:
2.1 Planning Commission May 2, 2022.
Commissioner Black motioned to approve the minutes as written. Seconded
by Commissioner Stritesky. All in favor. Motion carried. 6-0. Commissioner
Foster abstained.
3. Public Hearina Items:
3.1 Annas Acres:
A. Zoning Map amendment rezoning from A-1, Agriculture Rural Service
District to R-5, Residential Single and Two Family District.
B. Preliminary_ plat of 105 single family lots.
City Planner Licht presented the Planning Report.
Applicant Peggy Croteau was present and agreed to the staff report.
Chair Offerman opened the Public Hearing at 7:11 PM.
Ena Rasmussen, 5933 Radford Ave NE, spoke about the importance of preserving the
trees along the lot line east of Radford Avenue.
Jen Telfer, 5944 Radford Ave NE, asked about removal of the temporary cul-de-sac and
restoration of the yards.

Jake Fischer, 5945 Radford Ave NE, had the same concerns with removal of the
temporary cul-de-sac, but also asked about construction management including access,
parking, and street sweeping.
Chair Offerman closed the Public Hearing at 7:15 PM.
City Planner Licht reviewed the tree preservation plan noting the four significant trees
that are to be preserved east of Radford Avenue.
City Engineer Ron Wagner explained that the City observes construction, limits working
hours, and manages the traffic as well as street sweeping.
City Planner Licht said there is no timeframe for when construction would start for this
project but the property owner has two years to have a final plat approved.
Commissioner Black asked if block 7 would be the Villa homes. City Planner Licht said
Lennar would have built villa homes on Lots 5, 6, and 7. Commissioner Black asked
about the number of lots abutting one another. City Planner Licht explained that issue
is related to transitioning between acreage lots and sewered lots.
Chair Offerman asked about the locations of sidewalks as recommended by City staff.
City Planner Licht explained the recommendations from the planning report further.
Commissioner Stritesky asked about the lot at the northwest corner of Riverpointe and
how that is accessed. City Planner Licht explained the lot is now accessed via a street
within Harvest Run East.
Commissioner Stritesky motioned to recommend approval of a Zoning Map
amendment rezoning the subject site to R-5 District based on a finding that
the criteria established by Section 11-3-2.F of the Zoning Ordinance are
satisfied and approval of a preliminary plat for Anna's Acres,
subject to the following conditions as stated. Seconded by Commissioner
Heidner. All in favor. Motion carried. 6-0. Commissioner Foster abstained.
3.2 Due North Car Wash:
A. PUD Concept Plan for an automatic drive through car wash.

Applicant, Cory Kampschroer and Scott Dahlke of Civil Site Designwere present and
agreed to the staff report.
Commissioner Heidner said he is concerned with water being carried by vehicles onto
the public street, which would cause ice in the winter. Mr. Kampschroer commented
that the design of the car wash is a longer tunnel and more distance between the
dryers and exit that allows water to runoff the vehicle before the vehicle reaches the
street.
Mr. Kampschroer noted noise of blowers was noted as a potential concern by City staff,
but in Monticello they have used state of the art technology and will continue to use
that technology in Otsego which does not produce noise like the old systems do.
Mr. Kampschroer asked for clarification on the sidewalk along 85th Street and trail along
the north lot line. Mr. Kampschroer asked if there is a sidewalk by the apartment
complex. City Planner Licht said the sidewalk will be required to provide a connection
between Parrish Avenue (CSAH 42) and Parson Avenue. City Planner Licht said the trail
can be discussed further by City staff and the developer.
Commissioner Stritesky commented about parking and potential entrance and exits.
The commissioners discussed about what could go on the rest of the property, knowing
there may be additional parking and traffic.
Commissioner Stritesky asked about staff parking. City Planner Licht explained that 10
stalls are required by the Zoning Ordinance and the site plan shows 15 parking stalls.
Commissioner Jones asked about the building elevation and store front window and
how they would be maintained to stay transparent. Mr. Kampschroer said they will
clean the windows regularly to maintain a clear view into and out of the building.
Commissioner Foster asked about the tunnel length proposed Otsego compared to
Monticello. Mr. Kampschroer explained that Monticello was their first design and they
have learned that a longer tunnel will improve operations.
Chair Offerman opened the Public Hearing at 7:59 PM.
No public comments were made.
Chair Offerman closed the Public Hearing at 8:00 PM.
Commissioner Heidner commented he is very comfortable with this concept plan as
compared to others in the past.

Commissioner Stritesky motioned to recommend support of a concept plan
for Due North Car Wash concept plan subject to the following comments as
stated in the staff report. Seconded by Commissioner Jones. Motion carried.
6-1.
Commissioner Black stated she does not support the proposed use because she feels a
car wash is not appropriate within the City's primary commercial area.
4. Updates:
4.1 Updates on City Council actions
Mayor Stockamp updated the Planning Commission on recent City Council actions.
4.2 Updates on future Planning Commission items
City Planner Licht updated the commissioners on possible future agenda items knowing
there will not be a meeting July 5t"
5. Adjourn.
Commissioner Stritesky motioned to adjourn. Seconded by Commissioner
Black. All in favor. Motion carried. 7-0.
