AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends City Council approval of Pay Application #1 to Minnesota Paving & Materials. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: Pay Application #1 includes payment for reclamation and bituminous removals, culvert installation, street grading, concrete curb, and gutter, paving both lifts of bituminous, and turf establishment. Final miscellaneous items are being completed including irrigation and some bituminous punch list items. Turf establishment is minimal with this year’s project, but the topsoil has been seeded. The retainage amount for the project will be enough to ensure an acceptable amount of growth has occurred. This payment also includes a change order for some field changes. The total resulting change order is a reduction in the amount of $1,915.73. - One culvert was discovered to be an 18” diameter (plans showed a 15” pipe). The cost to upsize this pipe is part of change order. - The City’s standard outlet pipe erosion control calls for articulated concrete block but do to the narrow and steep ditches it was decided erosion control blanket would work better. This resulted in a reduction in the project cost and is include as part of the change order. - Three of the culverts ended up having gas main placed directly adjacent or over the existing culverts. The change order is for additional time and material cost incurred by the contractor to hand dig around the existing utilities and move them so the new pipe could be placed. In accordance with Minnesota Statute, the City is withholding the maximum of 5% retainage of work completed, which amounts to $37,132.71 at this time.
