No No BACKGROUND/JUSTIFICATION: Patty Washatka with Cornerstone Women’s Center (dba: Options for Women/Cornerstone) in St. Michael recently contacted staff about a temporary liquor license for their special event fundraiser. Options for Women/Cornerstone is requesting to hold their fundraiser Oktoberfest for Life at the LeFebvre Family Farm located at 9244 Parrish Avenue NE on Saturday, September 24, 2022 from 4 PM to 9 PM. Minnesota Statutes allows the City to issue a temporary liquor license to non-profit organizations in existence for at least three years. Options for Women/Cornerstone were established in 2012 and have submitted all the necessary paperwork, including the $75 fee, and a certificate of liability insurance. Options for Women/Cornerstone is asking for approval for alcohol at the LeFebvre Family Farm located at 9244 Parrish Avenue NE. A site plan has been attached that shows the layout of the beer location, which is adjacent to the band and the food/alcohol distribution area. Options for Women/Cornerstone will provide security/personnel to identify those of legal age to consume alcohol. The temporary liquor license application and certificate of liability insurance are on file at the City Clerk’s office. The application must be mailed to the Alcohol and Gambling Enforcement Division at least 30 days prior to the event for approval before becoming valid. The proposed event also requires a Special Event Permit in accordance with Title 4, Chapter 2 of the City Code. Application for a Special Event Permit was submitted on 18 August 2022 and is under review by City staff. The City Council will consider approval of the Special Event Permit at their meeting on 12 September 2022. We recommend that the temporary liquor license be contingent upon approval of the Special Event Permit. Options for Women/Cornerstone personnel will be responsible for verifying persons being served alcohol have required verification of legal age. 2. All alcohol service shall cease at 9 PM. 3.
