08-08-2022 City Council MinutesOTSEGO CITY COUNCIL MEETING MONDAY, AUGUST 8, 2022 7:00 PM OTSEGO PRAIRIE CENTER Call to Order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Brittany Moores, and Jeff Dahl. City Staff: City Administrator/Finance Director Adam Flaherty, Human Resources/Assistant City Administrator Sabrina Hille; Streets Operation Manager Kevin Lamson; City Engineer Ron Wagner; City Planner Daniel Licht; and City Clerk Audra Etzel. Absent: Council Member Tina Goede Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7:01 PM. Ryan Dunlap, 7787 Marlow Avenue NE, Otsego, MN introduced himself and announced his candidacy for Otsego City Council Member. CM Darkenwald thanked Mr. Dunlap for attending City Council meetings and asked Mr. Dunlap about statements made on his campaign website. Mr. Dunlap and the City Council further discussed statements from Mr. Dunlap's campaign website. Mayor Stockamp closed the Open Forum at 7:23 PM. 2. Consider Agenda Approval. CM Darkenwald motioned to approve the agenda as written, seconded by CM Moores. All in favor. Motion carried 4-0 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. July 25, 2022 Meeting. 3.3 Approve City Council Special Compensation for July 2022, 3.4 Approve Issuance of a Temporary On -Sale Liquor License to the Otsego Lions Club, Inc. 3.5 Approve One Hour City Hall Closure on August 10, 2022 for an Employee Recognition Event. 3.6 Call a Special City Council Meeting for August 23, 2022 — Parks and Recreation Director Interviews. 3.7 Adopt Resolution 2022-65 Declaring Costs and Set a Hearing on Proposed Assessment. 3.8 Accept a Staff Resignation from the Mechanic Position, 3.9 Approve Plans and Specifications and Authorize the Bid Process — Prairie Park Ballfields. 3.10 Adopt Resolution 2022-66 Approving Traffic Control Signal Agreement with MnDOT. CM Dahl motioned to approve the consent agenda as written, seconded by CM Moores. All in favor. Motion carried 4-0. 4. Staff Reports and Updates. Human Resources/Assistant City Administrator Hille said the Parks and Recreation Director is down to semi-finalists; Special Meeting on August 23rd for City Council interviews of the finalists. The Mechanic position job has been posted. Administrative Intern Joey Hinzman's last day will be August 19t". Staff will prepare a list of tasks and jobs Mr. Hinzman has completed as part of the grant and share with City Council. City Administrator/Finance Director Flaherty said he has shared an email from Wright County regarding the Opium settlement, September is the first meeting if interested to help guide the funds received. Reminder of budget meetings scheduled for 8/22 and 8/29. City Clerk Etzel said the Primary Election is tomorrow, Tuesday, August 9tn from lam-8pm at the four polling locations and Candidate Filing closes next Tuesday, August 16' at 5pm. City Planner Licht said there will be five public hearings at the next Planning Commission meeting on August 15tn City Engineer Wagner said the Walesch Estates project is completed except some mailboxes, seeding and patching, the area looks good. The micro surfacing project is underway and going well. Sergeant Jason Oltmanns with the Wright County Sheriff's Department said the ability to contact 911 seems to be an issue for Otsego residents, he is working with staff, their computers and cad systems; in the process of getting a new computer system. It is frustrating for their staff and they are waiting for the technology to catch up. 6. Adjournment. CM Darkenwald motioned to adjourn at 7:33 PM, seconded by CM Dahl. All in favor.
