Recommend contracting with existing safety provider Minnesota Municipal Utilities Association (MMUA)
to conduct an arc flash hazard/risk inventory.

BACKGROUND/JUSTIFICATION:
MMUA informed the Safety Committee that an arc flash hazard/risk inventory was required to be
completed per state and federal rules that impose penalties if the inventory is not completed.
Additionally, employee safety is extremely important; thus once this need was identified, this project
was given high priority.
The Safety Committee received two quotes for the conducting the inventory and is recommending that
the City's safety consultant, MMUA, complete the inventory at a cost of $8,700. This cost does not
include any repair or physical changes that may be required after inspection of the equipment and
facilities.
The Administrative Subcommittee reviewed this item at its July 9, 2014, meeting and recommends
approval.

Background:
ARC Flash Analysis:
During the May safety training, Mike Willets from MMUA highlighted changes made in
2012 to the regulations regarding arc flash hazard/risk to employees. During his
presentation, Mike talked about an arc flash analysis that MMUA had done for the City
of Faribault. The analysis was a complete inventory of all of the potential hazards the
City of Faribault has in regards to arc flash. Once the assessment was complete, MMUA
then worked with the City to ensure all requirements (tools, clothing, labeling, and
training) were in place.
The City of Otsego's Safety Committee met with Mike Willets and inquired to see if the
City was currently compliant with all of the current arc flash updates. Mr. Willets
suggested that the City go through an assessment similar to the one Faribault did to
ensure compliance. The safety committee requested that MMUA submit a proposal for
the arc flash assessment. MMUA's comprehensive proposal was quoted at $8,700 and
is attached to this memo. Because of the safety concerns that arc flash carries, the
Safety Committee is recommending implementing an assessment as soon as possible.
Staff also contacted Anoka Technical College to discuss the possibility of having the
College do an arc flash assessment which is a service they provide as part of their
educational curriculum. Their proposal started at $4,500 and only included the
educational component; their proposal did not include the actual assessment or
labeling.
Staff is looking for direction from the Administrative Sub -Committee on how to proceed
with MMUA's proposal for an arc flash assessment.

Scope of project — Are Flash Hazard/Risk Assessment
Inventory:
1. Inventory electrical equipment involving arc flash hazard/risk to employees

including appropriate signage needs.

b. evaluate employee procedures for related maintenance requirements
c. evaluate personal safety and protective equipment
d. evaluate requirements for special equipment needs

f. determine appropriate signage for each location
g. Locate and install appropriate signage in its designated location with help
from city of Otsego staff.
Clothing System/Insulated tool Recommendation & Goals:
3. The nature of thermal energy determines the wearing of FR clothing to reduce the
chance of thermal injury. However, because the nature of an arcing fault is
unpredictable, determining the degree of each hazard associated with an arcing
fault is difficult, and effectiveness of the determination might not be complete.
Any work performed on or near exposed energized electrical conductors exposes
workers to an elevated risk of injury. Always work lines de -energized if possible.
To simplify administration of FR clothing, MMUA has developed standard
operating procedures established around widespread work practices united with a
blend of standards, NFPA 70E 2012 edition and IEEE tables 410-1 and 410-2.
MMUA will supply clothing system recommendations suitable for work related
conditions within the city departments of Otsego.

Training:

d. factors in selection of protective clothing
e. factors with layering FR clothing
