Call to Order.
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call:
Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Tina Goede, Brittany Moores, and Jeff
Dahl. City Staff: City Administrator/Finance Director Adam Flaherty, Human Resources/Assistant City
Administrator Sabrina Hille; Utility Manager Kurt Neidermeier (*); City Engineer Ron Wagner; City
Planner Daniel Licht; and City Clerk Audra Etzel. City Attorney Dave Kendall arrived at 7:07 PM.

1. Open Forum:
Mayor Stockamp opened the Open Forum at 7:01 PM. No one from the public spoke.

2. Consider Agenda Approval.
City Administrator/Finance Director Flaherty handed out supporting documents and is requesting to add
agenda item 6.1 Cornerstone Temporary Liquor License.
CM Moores motioned to approve the agenda as amended adding 6.1 Cornerstone Temporary
Liquor License, seconded by CM Dahl. All in favor. Motion carried 5-0

AE2S Engineer Schaefer (*) presented the Drinking Water Interconnect Improvement Project
PowerPoint. Engineer Schaefer said the East Water and the West Water are two separate systems.
CM Darkenwald said this has been reviewed by the Public Works Subcommittee. Engineer Schaefer
noted the benefits once connected allow water to be moved between the two sides to meet capacity and
improve redundancy. Without the connection there would have been a need for additional elevated
storage towers; now the two sides can share the infrastructure. Mayor Stockamp asked about the right-
of-way permits with Wright County. City Engineer Wagner said the watermain will be located in the
Wright County right-of-way along 70th Street and some easements will be needed from private
landowners. This is located on the south side between Water Tower #4 and where Boulder Creek and
Padgett Avenue NE accesses CSAH 38.
City Engineer Wagner noted the trail and the utilities are on the north side in a joint trench. The south
side is more open to place the watermain. CM Darkenwald asked if the right-of-way will accommodate
sewer in the future? Engineer Wagner said sewer will be in different locations depending on
development.
CM Dahl motioned to approve the Professional Services Agreement "East-West Interconnect
— Booster Station No. 1 Improvements" with AE2S in the amount of $115,000, seconded by
CM Moores.
CM Darkenwald asked if the City Attorney has reviewed the contract. City Attorney Kendall said he has
reviewed the agreement.
All in favor. Motion carried 5-0.
5. City Council Reports and Updates:
5.1 Commission Liaison Updates.
A. Heritage Preservation Commission - Liaison CM Moores said the Commission will meet
quarterly starting in September (December, March, June) and is looking for commission members.
B. Parks and Recreation Commission - Liaison Mayor Stockamp said they had an off-site
neighborhood engagement meeting at School Knoll to look at the equipment, courts, and get feedback
from the community.
C. Planning Commission — Liaison CM Darkenwald said they reviewed a concept approval for an
apartment building that was tabled — waiting for a transportation study; a commercial/industrial use that
was tabled also, and Well #10 was approved. City Planner Licht said there was also a commercial office
warehouse building approved for the location and Wright County wants to expand their satellite site on
the west side of County Road 19, both will be presented for City Council approval at an upcoming
meeting
D. Public Safety Commission — Liaison CM Goede said meeting was moved to Wednesday due to
the Primary elections. The Queens Avenue engine braking issues were discussed and staff has ordered
additional signage. Allina Ambulance is supposed to be at the Albertville Fire Station, but due to staffing
the ambulance was not available and another provider from Buffalo is responding. If a resident needs a
lift -assist, CentraCare does charge for the service.
6. Staff Reports and Updates.
6.1 Cornerstone Temporary Liquor License.
City Clerk Etzel said Cornerstone Women's Center is requesting a temporary liquor license for their
fundraiser to be held Saturday, September 24th at the LeFebvre Family Farm. The Alcohol and Gambling
Enforcement Division requests forms be submitted 30 days prior to the event and the event cannot be

submitted until City Council approves the license. Staff has received the necessary paperwork, including
the $75 fee and the certificate of liability insurance.
CM Dahl motioned to approve the issuance of a temporary on -sale liquor license to the
Cornerstone Women's Center (dba: Options for Women/ Cornerstone) for a fundraiser to be
held on September 24, 2022 from 4 PM — 9PM at the Lefebvre Family Farm 9224 Parrish
Avenue NE; subject to the following stipulations: 1. Options for Women/ Cornerstone
personnel will be responsible for verifying persons being served alcohol have required
verification of legal age. 2. All alcohol service shall cease at 9 PM, 3. Issuance of the
temporary liquor license shall be subject to approval of a Special Event Permit in accordance
with the City Code, seconded by CM Goede.
CM Darkenwald asked when the last time a temporary liquor license was issued. City Planner Licht said
other special events typically have a catering license. The special event permit will be reviewed at the
next City Council meeting.
All in favor. Motion carried 5-0.
Human Resources/Assistant City Administrator Hille said the Mechanic position job advertisement has
closed and staff is reviewing four applications.
City Administrator/Finance Director Flaherty reminded City Council of the of the special meeting
tomorrow for Parks and Recreation Director interviews and the budget meeting scheduled for August
29th
City Clerk Etzel noted the Primary Election had 1,298 voters and the photo contest closes on Wednesday,
September 7th.
City Planner Licht said the Planning Commission will review an application from Due North and review
the Comprehensive Plan at the next meeting. Mayor Stockamp will cover the meeting for CM
Darkenwald.
City Engineer Wagner said staff will be opening bids for Well #10 and bring back to the next City Council
meeting for approval.
Sergeant Jason Oltmanns with the Wright County Sheriff's Department said on occasion, members of the
community need assistance being lifted and their deputies do respond to those calls. If CentraCare
responds to the call they do charge for responding to the call. Queens Avenue has a lot of semitruck
traffic and they receive a lot of complaints. The Wright County Attorney's office required specific
language in order to enforce; the additional signage posted will meet that requirement. School will be
starting next month and with the new school opening it is unknown how the traffic will flow on Maciver.
City Planner Licht said there has been conversations with the school district. Mayor Stockamp said there
are more parent drop-offs and the schools were not designed for the car stacking, we'll have to wait to
see if the trend changes not having COVID-19. CM Darkenwald asked about getting the signage up
sooner. City Engineer Wagner said this is a county road and staff will need to reach out to Wright
County about adding signage.
