Has proactively expanded infrastructure to responsibly provide core services. Is committed to delivery of quality emergency service responsive to community needs and expectations in a cost-effective manner. X Is a social community with diverse housing, service options, and employment opportunities. Is a distinctive, connected community known for its beauty and natural surroundings. AGENDA ITEM DETAILS RECOMMENDATION: City staff is recommending that the City Council approve revisions to the Parks Maintenance job descriptions. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: City staff is proposing revisions to the Parks Maintenance I job description to include specific criteria to allow advancement for staff from this position to the Parks Maintenance II position. This criteria in place will offer an opportunity for a Maintenance I employee to advance to the Maintenance II position, which is a benefit to the employee and the City. This opportunity would allow the City to hire employees with entry level experience, then train and broaden the employee’s experience within the City and department operations. This modification would also create an incentive for the Maintenance I employee to learn these skills and move up within the City. In addition, staff believes this plan will be an aid in staff retention. The advancement criteria are as follows: • Three years of experience with the City. • A valid Class A driver’s license. • The license or certification in Pesticide Application, Playground Inspector and Tree Inspector Once an employee has met the criteria, a recommendation from the Parks & Recreation Director Jacobs will be made to Human Resources and the City Administrator for consideration. Staff is also proposing revisions for the Parks Maintenance II/Operations Coordinator job description. This allows the Parks and Recreation department positions to align with the Streets department. Staff is proposing the change to the Parks and Recreation Operations Coordinator, with updating the title to Parks Maintenance II. The change proposed is to better emphasize the position core responsibilities on parks maintenance. The Parks and Recreation department will also be posting the position of Parks Maintenance II contingent on approval from council. This is to backfill the current vacancy in the department. The vacancy was created when previous Parks & Recreation Director Ross Demant departed, and Nick Jacobs stepped into the interim position. With the Parks and Recreation Director position now filled by Director Jacobs, it leaves a vacancy in the department. The Administrative Subcommittee was presented with this information at its September 14 meeting and recommended these items be placed on consent agenda.
