BACKGROUND/JUSTIFICATION:
On September 12, 2022 the City Council adopted Resolution 2022-69 to establish the absentee ballot
board. Upon scheduling, City staff found a need to add additional election judges to meet party balance
and fill the schedule. An updated resolution has been prepared for your consideration.
Minnesota Statute §203B.121, Subdivision 1 requires the City to establish an Absentee Ballot Board for the
November General Election. It is the responsibility of the Absentee Ballot Board to accept and reject
absentee ballots and other duties as outlined in Minnesota Statute §203B.121 Subdivision 2. The City Clerk
and Deputy Clerk have been trained, and Wright County has delegated the training of the Absentee Ballot
Board to the Local Election Administrator, The City Clerk and Deputy Clerk will work with Elections Judges
and City Staff to be trained as required.

ESTABLISHING AN ABSENTEE BALLOT BOARD FOR THE
2022 GENERAL ELECTIONS
WHEREAS, Minnesota Statutes §203B.121, Subdivision 1 requires the City to establish an Absentee Ballot
Board, and;
WHEREAS, this board will bring uniformity in the processing of accepting or rejecting returned absentee
ballots in the City of Otsego, and;
WHEREAS, the Absentee Ballot Board should consist of a sufficient number of election judges as provided
in sections §20413.19 to 204B.22, and/or the City Clerk and Deputy City Clerk and City staff who have
received training in the processing and counting of absentee ballots.
WHEREAS, additional election judges were needed for party balance and to fill the schedule;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. The City of Otsego hereby establishes an Absentee Ballot Board as follows:

Nancy Hacl<barth, Laurie Jones, Sonja Nelson, Anne Ness, Bruce Maltzen, Jim Penick,

Gross, Barb Holmberg, Cathy Walters, Dan Walters, Louis Witt; and Additional Election
Judges: Toni Seroshek, Robin Hille, Mary Murphy and Tracy Kincanon;

Bethany Benting, Audra Etzel, Adam Flaherty, Sabrina Hille, Sandy Lindenfelser, Mary

2. Wright County has delegated the training responsibility to the Local Election
Administrator for the Absentee Ballot Board.
