Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Tina Goede, Brittany Moores, and Jeff Dahl. City Staff: City Administrator/Finance Director Adam Flaherty, Human Resources/Assistant City Administrator Sabrina Hille; Kevin Lamson Streets Operation Managers Nick Jacobs Parks and Recreation Director; City Engineer Ron Wagner; City Planner Daniel Licht; City Attorney Dave Kendall; and City Clerk Audra Etzel. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7:01 PM. No one from the public spoke. Page 1 of 3 MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING SEPTEMBER 12, 2022 4. Public Hearing: 4.1 Assessment for 2022 Street Renewal Project — Walesch Estates & O'Day Acres. A. Presentation by City Engineer and the City Administrator/Finance Director. B. Public Hearing. C. Consider Resolution 2022-70 Adopting an Assessment. City Engineer Wagner said the 2022 Capital Improvement Project included the 2022 Street Renewal Project, which was a street reconstruction project within the Walesch Estates and O'Day Acres subdivision. This project is financed in part with special assessments to benefitting property owners, with the balance of the project costs financed with funds from the Pavement Management Fund. Each benefitting property owner will be assessed $1,092. The assessment roll has been included for consideration. City Administrator/Finance Director Flaherty noted the next action would be to open the public hearing and consider adopting the assessment resolution. Mayor Stockamp opened the Public Hearing at 7:07 PM. No one from the public spoke. Mayor Stockamp closed the Public Hearing at 7:08 PM. Council Member Moores asked about the punch list items. City Engineer Wagner said the items remaining are seeding and top soil in certain areas, staff is working with the contractor. CM Dahl motioned to adopt Resolution 2022-70 adopting an assessment, seconded by CM Goede. All in favor. Motion carried 5-0. 5. Administration: 5.1 Series 2022 Bond Issuance. A. Presentation by Northland Securities, Inc. and the City Administrator/Finance Director. B. Consider Approval of Municipal Advisory Service Agreement with Northland Securities, Inc. C. Consider Resolution 2022-71 — Competitive Negotiated Sale of Series 2022A Bond. D. Motion to Call for a Special City Council Meeting on October 11, 2022. City Administrator/Finance Director Flaherty said the packet included a Municipal Advisory Service Agreement, a Resolution, and a motion to call for a special meeting to consider the sale for the Series 2022 Bond Issuance. Jessica Green with Northland Securities, Inc. reviewed the finance plan included in the packet for the West Waste Water Treatment Facility. The General Obligation Temporary Sewer Revenue Bonds, Series 2022A would be for $26,155,000,00. Ms. Green noted currently there are no PFA funds available for this project in 2022. Northland will receive bids to purchase the Bonds on October 11, 2022, followed by a Special City Council meeting also on October 11t" at 5:30 PM. CM Darkenwald asked if there was a benefit to closing before October iit". Ms. Green does not recommend rushing the process at this time, since the rating process will not be completed by this date. The City would get some level of credit with an underlying rating of a AA+ Bond Rating. CM Darkenwald asked if there was any chance of not getting the funding? City Administrator/Finance Director Flaherty said funding from PFA will be contingent upon a bonding bill passage by the State, noting bonding bills have been delayed in the past. This would be Funded through accounts 361 (connection and availability) and 602. Page 2 of 3 MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING SEPTEMBER 12, 2022 CM Darkenwald motioned to approve the Municipal Advisory Service Agreement between the City of Otsego and Northland Securities, Inc., motioned to approve Resolution 2022-71 Providing for the Competitive Negotiated Sale of General Obligation Temporary Sewer Revenue Bonds, Series 2022A, and motioned to call for a special City Council meeting on October 11, 2022, at 5:30PM to be held at the Prairie Center for discussion and consideration of award of the General Obligation Temporary Sewer Revenue Bonds Series 2022A, seconded by CM Goede. All in favor. Motion carried 5-0. 6. City Council Reports and Updates: City Council had no updates. 7. Staff Reports and Updates. Human Resources/Assistant City Administrator Hille said Matt the Mechanic will be joining the team soon and the Utility Billing position job advertisement has closed, and staff is reviewing the applications received. City Clerk Etzel said the photo contest ended last week, the photos will be available to vote on-line through the City website and at the Prairie Festival from 10am-4pm. City Engineer Wagner said bids for the left-hand turn signals will be opened on September 20th and Water Tower #4 driveway pavement is in the process of being completed, additionally the water tower is now lit up. Mayor Stockamp noted social media comments stated there was too much light. City Engineer Wagner will follow-up on the lighting. 8. Adjournment.
