09-26-2022 City Council MinutesOTSEGO CITY COUNCIL MEETING MONDAY, SEPTEMBER 26, 2022 7:00 PM OTSEGO PRAIRIE CENTER Call to Order. Mayor Stockamp called the meeting to order at 7:02 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Tina Goede, Brittany Moores, and Jeff Dahl. City Staff: City Administrator/Finance Director Adam Flaherty, Human Resources/Assistant City Administrator Sabrina Hille; City Engineer Ron Wagner, City Planner Daniel Licht; City Attorney Dave Kendall; and City Clerk Audra Etzel. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Olen Forum: Mayor Stockamp opened the Open Forum at 71.03 PM. Troy Anderson, 8130 Oakwood Avenue NE, has questions regarding franchise fees. City Administrator/Finance Director Flaherty said the franchise fees are for road maintenance. Mr. Anderson said he has not had any recent work done to his street. City Engineer Wagner said Oakwood Street had an overlay in 1999 and the street is proposed for renewal in 2025. Mr. Anderson noted there are no streetlights on his street. Mayor Stockamp noted there is a process to follow if residents would like to request streetlights. CM Darkenwald asked for what an estimate would be with the former assessment policy. City Engineer Wagner estimated this lot would have been assessed $5,000 to $10,000 on the old assessment policy. CM Dahl reviewed the new assessment process. Mr. Anderson has concerns regarding his property taxes going up significantly and wants to know where is that money going. Mr. Anderson asked what happens if someone goes off the grid? City Administrator/Finance Director noted the fee is meter based. Allen Birr, 22 Sioux Trail, said he lives in the trailer park and wants to know why he is paying a monthly fee when he pays rent for his lot. The roads are being taken care of by the property owner. He was told the fee was going to be for electrical uses. Mr. Birr said he pays $535 just to park his trailer on the lot and doesn't understand why he is being charged a monthly franchise fee. Mr. Birr doesn't usually go to City Council meetings and understands nothing may change but he wants to say his peace. Mayor Stockamp closed the Open Forum at 7:12 PM. 2. Consider Agenda Approval. City Administrator/Finance Director Flaherty handed out supporting documents and is requesting to add agenda item 5.1 to award quotes for the TH101 left turn signal improvements. CM Darkenwald motioned to approve the agenda as amended adding 5.1 awarding quotes for the TH101 Left Turn Signal Improvements, seconded by CM Moores. All in favor. Motion carried 5-0 3. September 12, 2022 Special Meeting. 3.3 Approve Resolution 2022-72 and 2022-73 — Preliminary Property Tax Levy for Payable 2023. 3.4 Adopt a Proclamation Recognizing National Pre nq ancy and Infant Loss Remembrance Day. 3.5 Approve Revisions to the Parks Maintenance I and Parks Maintenance II Job Descriptions. 3.6 Adopt Resolution 2022-74 Establishing an Absentee Ballot Board for the 2022 General Election. 3.7 Approve Pay Application #1 for the West WWTF Improvements Phase 1 Project. 3.8 Approve the Hiring for the Utility Billing Position. CM Moores motioned to approve the consent agenda as written, seconded by CM Dahl. All in favor. Motion carried 5-0. 4. City Council Reports and Updates: 4.1 Commission Liaison Updates. A. Heritage Preservation Commission -Liaison CM Moores had no updates. B. Parks and Recreation Commission - Liaison Mayor Stockamp said they met with HKGI to go over Carrick's Landing concept and discussed the Wayfinding Plan, and to recap the Prairie Festival. C. Planning Commission — Liaison CM Darkenwald had no updates. D. Public Safety Commission — Liaison Mayor Stockamp said they reviewed logs from the Wright County Sheriffs, Ambulance and the Fire Departments. Additionally, Queens Avenue signage was reviewed, and a resident discussed the space for Wright County Sheriff's at the Prairie Center. 5. Staff Reports and Updates. 5.1 Award the Contract for the TH101 Left Turn Signals Improvement Project. City Engineer Wagner said the signal improvement project is a local partnership MnDOT, the County, and the City, whom secured a grant for the TH101 signals at CSAH 38, 36 and 42. Four quotes were received, all well below the Engineer's estimates with a low bid of $ 59,595.00. The contractor will install this winter with a completion date by February 28, 2023. Staff is looking for approval to accept the quotes and he will forward to MnDOT. Mayor Stockamp asked if all the parties involved have reviewed. City Engineer Wagner said yes it has been reviewed. CM Goede motioned to adopt Resolution 2022-75 accepting quotes and awarding a contract for the TH1010 Ramps Signals, Improvement Project, City Project No. 22-09 to Granite Ledge Electrical Contractors, Inc. in the amount of $59,595.00, seconded by CM Dahl. CM Engineer Darkenwald asked if the funding would come from the Capital Improvements Fund. City Administrator/Finance Director Flaherty confirmed that is correct. All in favor. Motion carried 5-0. City Administrator/Finance Director Flaherty said he has a bond rating call tomorrow for the 2022A Bond Issuance. The Mechanic and Utility Billing Clerk will be starting on October 3rd. City Clerk Etzel said absentee voting started on Friday, September 23rd and daily voting for the 2022 Photo Contest is available on-line until 5pm on Monday, October 3rd City Engineer Wagner noted Water Tower #4 will be filled with water tomorrow. There should be no issues with resident's water pressure. He provided the City Council with similar background information on the subject. The deputies appreciate the use of the room at the Prairie Center as well as the recent improvements. 6. Adjournment.
