Call to Order.
Chair Offerman called the meeting to order at 7:00 PM.
Roll Call: Chair Alan Offerman; Commissioners: Charles Foster, Laurie Jones, Vern
Heidner, Pam Black and Richard Nichols*; Absent: Jim Kolles and Aaron Stritesky;
Present: City Council: Mayor Jessica Stockamp and CM Jeff Dahl*. City Staff: City
Planner Daniel Licht and City Clerk Audra Etzel. Those indicated with a (*) attended via
video conference.
1. Announcements:
City Planner Licht noted those members of the City Council and Planning Commission
who were online.
City Planner Licht noted that Item 4.1 is for information only and will not be discussed.
2. Consider the following minutes:
2.1 Planning Commission August 15, 2022.
Commissioner Black motioned to approve the minutes as written, seconded
by Commissioner Heidner. All in favor. Motion carried. 5-0.
3. Public Hearing Items:
3.1 Due North Car Wash:
A. Preliminary Plat
B. PUD Development Stage Plan
City Planner Licht presented the Planning Report.
Applicant Cory Kampschroer, 682 55th Street NE, Buffalo, was present and agreed to
the staff report.
Chair Offerman opened the Public Hearing at 7:12 PM.
Corey Tanner, 7952 Palmgren Avenue NE, Otsego, asked how many employees will be
hired at this location, the amount of tax revenue this site will bring, and why the
business chose to locate in Otsego?
Chair Offerman closed the Public Hearing at 7:13 PM.

Mr. Kampschroer said their Monticello site employs: 4-6 full-time and 23 part-time
employees. They hire more part time employees than needed to allow for flexibility in
scheduling. City Planner Licht said the County assessor will value the improvements on
the property once the building permit is issued for tax purposes. Mr. Kampschroer said
he had been looking at Otsego for a long time, he likes the demographics, and the City
is a growing community where they can offer their services.
CM Jones had concerns with the windows along Parrish and suggested a condition to
clean the windows in the event the windows are not maintained. Mr. Kampschroer
described methods they are looking at for the windows to repel the resdue from the
wash process. City Planner Licht said he will work with the Mr. Kampschroer to draft
acceptable language to add a condition to address the windows being maintained.
Commissioner Black is not sold on two car washes within a two block area, but she
impressed with Mr. Kampschroer’s willingness and creativeness to be amendable to the
community.
Commissioner Foster asked about the hours of operation. Mr. Kampschroer said they
plan to start with hours of 8 AM - 8 PM and as the business grows expand to 7 AM – 9
PM.
Chair Offerman noted he likes having another car wash option.
Commissioner Heidner is concerned about the proposed restriction on windows
maintenance. City Planner Licht said car washes are allowed as a conditional use and
therefore maintenance of the windows could become an added performance standard.
Mr. Kampschroer said he understands the intent of the concern and will work with City
staff.
Commissioner Heidner motioned to recommend approval of the Kampschroer
Addition preliminary plant and Due North Car Wash PUD Stage Plan,
subjected to the 20 conditions in the report. Seconded by Commissioner
Jones. Commissioner Jones requested an amendment of the motion to add
the following condition:
21. The windows along the wash tunnel shall be cleaned as necessary to avoid
chemical residue build up from the wash process, not including steam, water
droplets, etc., to maintain clear transparency (except window signs allowed by
the Zoning Ordinance) or a treatment shall be applied to the windows approved
by the Zoning Administrator to make them opaque and obscure the residue.

Commissioner Heidner agreed to the amendment. All in favor. Motion
carried. 5-0.
CM Foster said this is a specialized building, what happens if the business goes away?
Chair Offerman said the building could be another car wash or demolished. City
Planner Licht agreed with Chair Offerman.
All in favor. Motion carried. 5-0.
This will go to the City Council meeting next Monday on September 12 or 26, 2022 at 7
PM.
4. Planning Items:
4.1 Norhart:
A. PUD Concept Plan for development of a multiple family building with 254
apartments (tabled from August 15, 2022).
There was no discussion of this item.
5. Updates:
5.1 Updates on City Council actions.
Mayor Stockamp updated the Planning Commission on recent City Council actions.
5.2 Updates on future Planning Commission items.
City Planner Licht updated the commissioners on possible future agenda items.
6. Adjourn.
Commissioner Heidner motioned to adjourn the meeting at 7:35 PM,
seconded by Commissioner Black. All in favor. Motion carried. 5-0.
