AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends City Council approve procurement of a generator for the Booster Station. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: The City of Otsego Utility Department completed a risk and resilience assessment along with its corresponding emergency response plan self-assessment per EPA’s “America’s Water Infrastructure Act of 2018” requirements. The evaluation was completed and certified in December 2021. The risk and resilience assessment identified the need for additional emergency backup power. In order to maintain core public services during long duration power outages, additional emergency power options are needed. A stationary generator is planned at Pressure Control Station 1 providing water flow from the low side to high zone within the East Water System using booster pumps. This equipment is part of the Interconnect Project specifically the Booster Station improvements scheduled in 2023 with advisement of pre procurement benefitting project timing and cost. The generator with supporting equipment is identified as a 40-week lead time. The overall project is proposed to be complete late summer of 2023. Engineering and Operations have reviewed the equipment recommending the purchase of a CAT 100kW standby diesel generator with added sound attenuation housing. Legal has reviewed the terms and conditions supporting approval to proceed. The Public Works Subcommittee was presented this information at their October 19 meeting with recommendation to proceed to City Council consideration.
