BACKGROUND/JUSTIFICATION:
In 2013, the Minnesota Legislature created the Corridors of Commerce program to focus additional
transportation investments in state highway projects that directly and indirectly foster economic growth
for the State.
The 2021 Legislature approved additional funding of this program, with $250 million in available funding
for the 2022-2023 Corridors of Commerce Program.
MnDOT, through an online submission process will be soliciting project recommendations through
November 30th. All submitted projects will be scored by MnDOT on nine criteria that were mandated by
the legislative approval of the program. According to the schedule from MnDOT, project award
announcements and release of final project scores will be available in May 2023.
The City of Otsego, through our membership with the I-94 Corridor Coalition will be recommending a
project for the expansion of Interstate 94 between Albertville and Monticello. This project has great
support from Coalition members and from MnDOT District 3.

RESOLUTION NO: 2022-89
SUPPORTING AN APPLICATION
TO THE CORRIDORS OF COMMERCE PROGRAM
FOR IMPROVEMENTS TO THE INTERSTATE 94 GAP PROJECT
WHEREAS, the Minnesota Department of Transportation is providing funding through the Corridors of
Commerce Program; and
WHEREAS, the funding intended to provide additional transportation investments in state highways through
projects that support economic growth; and
WHEREAS, a total of $250 million in funding is available statewide for projects for the 2022-2023 Corridors of
Commerce Program; and
WHEREAS, from 2019 to 2022, the Minnesota Department of Transportation has completed adding a travel
lane in each direction on Interstate 94 from Maple Grove to Clearwater, except for the segment of Interstate
94 between the cities of Albertville and Monticello; and
WHEREAS, the City of Otsego and Minnesota Department of Transportation District 3 recognize
improvements are necessary to complete the expansion of Interstate 94 to a six-lane freeway between the
cities of Albertville and Monticello.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. That the City of Otsego supports an application to the Corridors of Commerce Program for
construction improvements to complete the expansion of Interstate 94 to a six-lane freeway
between the cities of Albertville and Monticello.
