OCAA (Otsego Citizen Awareness Association) were represented by Jon Gustafson. He was at the meeting to find out what type of planning we were looking for to start National Night Out. He plans to bring the info to his group in May, to find out if they have any interest in heading this up. Sandy Michaelson said she would go and give a brief background about the National Night Out event and the Police Commission. 2. Vern spoke to the group about the meeting that the city had with the fire chief in Elk River, about working on a joint powers agreement to start planning the Otsego substation on the land the city owns on 85 Ave. They expect to be working towards a goal of 2013 to have the site fully operational. New Business 1. McGruff Appearance- Community education is hosting a Safety Camp on June 9 at Otsego Elementary School they would like McGruff to come for a visit. Jessica Volunteered to make the appearance and hand out info pertaining to McGruff from 10:20 -10:50 2. Mail Boxes - The PC received the letter and re- submitted a letter back to the postmaster with all addresses that have mailboxes on the opposite side of the road- awaiting letter to continue process. 3. Restaurant Tents- Joel presented the group with 3 versions of the proposed flyers - the group chose 1 of them and Joel is going to send it to Sandy via e-mail so she can bring to the printer. Group needs to establish a list of where the tents will be distributed in the city. 4. Curfew Results- Butch spoke with Mike Robertson and will be drafting a letter from the county on what they would like as a recommendation. The group looked at what City Planner Dan Licht had drafted and noted they would like to change the ordinance to read 15 and under lOpm all days of the week and ages 16 -17 year olds 12 am on Fridays and Saturdays -the rest of the week is lOpm. Tour of the Public Works Building Commissioners were given a tour of the new Public Works Building by Public Works Director, Brad Belair. Commissioner Kumar mentioned that Beaudry Meadows Park has two tennis courts that could also be used for tennis lessons. Community Education will have a booth at the Otsego Festival to promote programs. They would be willing to display park maps and Otsego Park and Recreational pictures. They will have a staffed climbing wall and charge $1.00 for the public to climb. Carol mentioned that their online registration, for Otsego, has increased by 60 %. McNaughten - Commers was not fully aware of the details for scheduling the baseball fields. She said that Community Education meets just after the New Year to discuss it. McNaughten- Commers will have Community Education (Pauline) e- mail Belair a current schedule for usage on the fields. Belair stated that this will help him with maintenance of the fields. McNaughten- Commers would said she would like to post information about Community Education programs on the Prairie Park bulletin board. Commissioners welcomed this idea. Commissioners thanked McNaughten - Commers for her information and time. 5. Uses of the Old Skate Park Space Belair suggested Commissioners meet at the old skate park in Prairie Park for their next meeting and bring their suggestions. Commissioners agreed that it would be a good idea. Commissioners will meet at 7:00 PM for the June 13, Park and Recreational Meeting at the old skate park. 6. City Update Council Member Stockamp informed us about issues concerning the scheduling of baseball fields. She said that she spoke to coaches concerning scheduling. She said that there seems to have been a miscommunication about the fields. Stockamp urged Community Education to come to speak with the Park and Recreational Commission. Otsego has 9 -10 teams that play ball on the fields. Commissioners feel that Otsego teams should have priority when scheduling. Commissioner Brumm suggested we have a master log or schedule in place. Commissioner Langer suggested a paper trail for requests and putting the application for use of fields on the city website. Commisioner Torresani suggested that we should be able to look at baseball and softball statistics so the majority occupies the most fields. Commissioners agreed that any group /team that wants to request use of baseball fields needs to meet with the commission. The Park and Recreational Commission will hold a meeting in December for all perspective ball field inquires. In addition, one commissioner will be selected to represent the Park and Recreational Commission at the meeting next year in which Community Education discusses plans for the ball fields. Commissioner Kumar mentioned that there will be an additional ball field at Beaudry Meadows, as stated on the city website. Commissioner Kumar recalled that when McNaughten - Commers visited the commission last November it was discussed that they wouldn't be able to use that field yet as the seeding wasn't done. However, they may be able to use it for t -ball the following year. Belair stated that there would not be a ball field at Beaudry Meadows. Commissioners were under the assumption that there was to be a ball field there. 7. Any Other Business Commissioner Langer asked to table the survey discussion until city administrator, Mike Robertson is present. Commissioner Langer shared his view that the Park and Recreational Commission consider building new parks where there is a higher population of residents. He commented that there was pressure to build Kittredge Park and there are not a lot of people that use that park. Commissioner Roberts also said that she agrees. Council Member Stockamp said that the developer funded Kittredge Park. Council Member Thorsted started that at the time of development, the housing market was good, and a large commercial area was also in the plans across from Kittredge. Commissioner Stritesky commented that we don't know the details and agreement that the development had with the city for that park. Commissioner Cassady said that Prairie Park is not by a lot of houses. Commissioner Langer expressed that he would like to see a certain percentage of residencies before we build new parks as there are Otsego residents that don't have parks near them. Further, if the developers get to say where they want the parks, why are we a park commission? Commissioner Stritesky commented that we are not the Planning Commission. Commissioner Kumar requested that a bulletin board be placed in other Otsego parks, not just Prairie Park, as this would promote programs, city events and community. Belair asked what kind of bulletin boards and Commissioner Kumar indicated something simple where laminated flyers could be displayed. Belair said he would get back to the commission with a price. Commissioner Roberts asked about an update in regard to the flag pole in Praire Park, followed up by an inquiry from Commissioner Cassady. Commissioner Torressani said that he didn't think we voted on the flag pole as a commission. Council Member Stockamp said we discussed it and city administrator Mike Robertson was to give the commission some quotes. Commissioner Roberts asked that the flag pole in Prairie Park be discussed at the next meeting. DATE: May 23, 2007 RE: Well # 8, Radionuclides/Treatment & Well #3 Unacceptable concentrations of radionuclides have recently been discovered in the Mt. Simon aquifer at Test Well #8 in Otsego. Radionuclides are a group of radioactive elements that may cause cancer in himuins if consumed in high concentrations. As a result, water from proposed Well #8 may not be safe to drink unless treatment is provided to remove these radioactive elements. Treatment for removal of radionuclides can be accomplished in many ways. Processes that have been shown to be effective include, for example: ion exchange, reverse osmosis, chemical addition with filtration, and electrodialysis. The preferred solution for this project is a process using chemical addition with filtration. Adequate space for total water treatment may be available in Pumphouse #2. The installed cost for a system using chemical addition with pressure sand filtration sized for proposed Well #8 is estimated to be approximately $800,000. A water engineering study including a pilot study is needed to establish final design parameters and size equipment. A commitment to the Minnesota Department of Health (MDH) for treatment will be required before Well #8 can be approved for construction. This commitment requires a specific date at which time the city plans to provide treatment for removal and disposal of radionuclides. A copy of the proposed letter is attached. Several issues are discussed below concerning the commitment to construct production Well #8 with treatment for radionuclide removal and residual disposal: 1. Current Planning for Pumphouse #2 and its Wells: Pumphouse #2 is the treatment building for existing Well #3, proposed Well #8 and future Well #9. Treatment currently includes the addition of three chemicals: fluoride to prevent dental carries, polyphosphate to sequester iron and manganese, and chlorine for disinfection. Well #3 has in the past supplied water to Riverpointe through Pumphouse #2, but this well is temporarily out of service. Water is now temporarily supplied to Riverpointe from Wells #1, #2 and #6 until Well #8 and its raw water line are constructed and improvements to Pumphouse #2 are made. The pumps in Wells #1, #2, #3 and #6 do not have adequate head capacity to fill Water Tower #3. The plan has been that new well pumps in proposed Wells #3, #8 and #9 would provide head capacity to fill Water Tower #3. Also Pressure Control Station No. 1 (now in design), located between Pumphouse #1 (lower - pressure zone) and Pumphouse #2 (higher - pressure zone), will allow flow to feed the two pressure zones in either direction with pumps or a pressure reducing valve. Capacity of Well #3 is limited by its pump to only 250 gpm. The original well driller (Traut Wells) expects Well #3 can yield 1,000 gpm with redevelopment of the well and a new pumping system. The plan was to redevelop Well #3 for more capacity, but now there are concerns it too could have unacceptable levels of radionuclides. A test is currently being performed by MDH on the water from Well #3 for radionuclides. The test results should be available by the end of this month. Well #3 currently takes water from the Franconia, Ironton, Galesville (FIG) aquifers and is located adjacent to the East Wastewater Treatment Facility. There are concerns about using the FIG (a relatively shallow aquifer) from a well so close to the East Wastewater Treatment Facility, and even more so if it is redeveloped for more capacity. Redevelopment would require controlled use of explosives in the bottom of the well to open a larger cavity for increased capacity. The well driller assures us this should not create a problem. The water test 6 years ago by Traut Wells included radionuclides, which were within limits although detectable concentrations were found. Well #3 tested for high iron (0.95 mg/L• secondary limit = 0.3 mg/L) and high manganese (0.095 mg/L; secondary limit = 0.05 mg/L) and iron bacteria was detected. However, the water tested reasonably well for total hardness (190 mg/L) good pH (7.8), and no other known unacceptable water quality elements showed up in the test. Another possibility for Well #3 is to drill a test well directly through Well #3 another 100' to 200' into the Mt. Simon aquifer to determine potential water quality and capacity there. Since the Mt. Simon formation is deeper, it thereby offers an aquifer that is better protected from potential pollution from above, and it can provide a relatively good quality and high capacity water source, discounting radionuclides and iron. Well #9 is a planned future well to be located south of Co. Rd 36 near the Crow River; however, the city does not have a deed to the property for this well. The only way to find out if the water at this location has radionuclides and what its yield can be is to drill a test well and test the water quality and the well yield potential in the aquifers there. 2. Recommended Engineering Studies: A water - supply engineering study is needed to determine the needs for water treatment, residual disposal and the quantity of water available for treatment at Pumphouse #2. Knowing the quality and quantity for production well #3, test well #8, eventually test well #9, and finally, pilot treatment studies of these well waters, we will have the information needed to determine design parameters for treatment and residual disposal that will meet the requirements for all three wells connected for treatment at Pumphouse #2. Before long, a similar study will be needed for Pumphouse #1 and then Pumphouse #3. The Comprehensive Plan for Otsego by HAA dated September 2005 discussed several elements of a limited water study, but did not rise to the level of a water- supply engineering study and did not anticipate radionuclides and the treatment needed. Miscellaneous Comments: The good news with radionuclide treatment is that iron and manganese, two troublesome metals, will also be reduced for better quality fmished water. For example, iron at Well #8 in the Mt. Simon is 2.5 times above the recommended secondary limit and would be significantly reduced with the same treatment for radium. With use of radionuclide treatment, it may be possible to eliminate polyphosphate treatment to sequester iron and manganese. In addition, the conditions of the Mt. Simon aquifer at the site for Well #8 are excellent, in that there is plenty of water capacity with low drawdown. The aquifer actually creates an artesian well at this location. If the city wants or needs to use Well #8 before radium treatment is installed, it might do so by alerting its customers to the potential health issues before using it. If customers use and maintain a common ion exchange water softener that is connected to the cold -water side of their drinking water faucets, the water should be safe to drink, since water softeners will remove radionuclides. Bottled drinking water could also be used in the interim. 4. Alternatives for Proceeding with Construction: It appears three alternatives should be considered before proceeding with the current project tentatively awarded to Rice Lake Construction: Alternative 1 — Negotiate a contract change or cancel the construction project with Rice Lake Construction as soon as possible: with redevelopment of Well #3 for more capacity and the installation of a new well pump and a variable speed drive. Also, include a few additional test wells in the area of Pumphouse #2 to determine water quality and supply. It's suggest we first consider another pump test by a well driller to see if conditions for Well #3 have changed over the last 6 years in quantity and quality before deciding whether to redevelop the well and pick a new higher- capacity pump. Modifications for Alternative 1 assuming negotiated changes as described above for Well #3 could be handled by change order; however, these change orders, and required approvals from MDH, could take at least three or four months after a decision to proceed with this alternative is received from the council. Cancellation of the contract with Rice Lake Construction would allow time to hire a well driller to test and redevelop Well #3 as necessary and install a new well pump system to fill Tower #3. A water- supply engineering study for Pumphouse #2 to address water quantity, quality and treatment needs would be undertaken. Hakanson Ander Assocyinc. Alternative 2 - Cancel the construction project with Rice Lake Construction as soon as possible and start a water - supply engineering study for Pumphouse #2 to address water quantity, quality and treatment needs. It may cost $10,000 to $20,000 to back out of the current construction project, but it will allow re- advertising the construction of Well #8 after committing to provide treatment to remove radionuclides and obtaining approval from MDH. An added potential benefit with this alternative is that by directly contracting well construction with a well driller, the city may save $40,000 to $60,000 of overhead and profit otherwise needed by a general contractor. Alternative 3 - If the city wishes to proceed with the current proposed contract with Rice Lake Construction for construction of Well #8, the raw water line and improvements to Pumphouse #2, it will be necessary to modify the Contract Documents significantly, and then get approval from MDH. Modifications to plans and specifications would include: 1.) Increase pump -head capacity for Well #8 to force flow through the new treatment system. This would require a larger motor (extra 20 HP), a bigger pump, and a larger power supply with upsized electrical gear. 2.) Modify piping in Pumphouse #2 to allow a new treatment system to be installed later and after performing a water engineering study. Modifications for Alternative 3 could be handled by change order; however, these change orders, and required approvals from MDH, could take at least two or three months after a decision to proceed with this alternative is received from the council. This alternative is probably not practical, since it could delay the construction project currently scheduled with Rice Lake Construction beyond a reasonable time period for them. The following are our recommendations for the City of Otsego: 1. A commitment letter to MDH to provide radionuclide treatment for Well #8 into the Mt. Simon aquifer is not needed at this time unless the city wants to construct Well #8 now. 2. Direct HAA to negotiate either canceling the project with Rice Lake Construction immediately or having Rice Lake modify Well #3 with a new higher- capacity pump and/or conduct other test wells in the area to determine if other areas have water quality issues as well. 3. If the contract with Rice Lake is cancelled: a. Direct HAA to obtain quotes to test Well #3 for condition, capacity and water quality. b. Once the condition, capacity and water quality are determined and found to be acceptable for Well #3, direct HAA to redevelop the well and provide a new well pump system to fill Tower #3. 4. Once plans and specifications for Pressure Control Station #1 are complete, direct HAA to submit them to MDH for approval and then construction. 5. Direct HAA to prepare an outline of a water- supply engineering study for three wells ( #3, #8 & #9) to be connected for treatment through Pumphouse #2. 6. When necessary, as determined in water supply study, obtain land at the site for Well #9 to allow a test well to be constructed and tested. 7. Later, direct HAA to prepare a second outline of a water engineering study for wells to be connected through Pumphouse #1, which would integrate with the water engineering study for Pumphouse #2 and its wells. The balance of the SUBJECT PROPERTY not utilized for the actual road surface will be used for snow storage during the winter, and may be used by the TRUST for farming during the rest of the year to the extent of previous use by the TRUST. 3. The TRUST shall use the balance of the subject property in such a way as to facilitate proper drainage for the roadway at all times, and shall construct no additional fences or barriers within the SUBJECT PROPERTY. 4. This Agreement shall be in force and effect for as long as the TRUST uses the TRUST PROPERTY for farming purposes as it is currently utilized. The Agreement shall terminate upon transfer of the TRUST PROPERTY to any individual(s) or entity, upon any development or change of use of the TRUST PROPERTY beyond its current agricultural use. Highest and best use is analyzed in two ways; site as vacant and site as improved. Since the subject is vacant, only the site as vacant analysis is appropriate. Typically there are four criteria in highest and best use analysis - Legally permissible uses - What uses are allowed by zoning? - Physically possible uses - What uses are physically possible on the site? - Financially feasible use - Which possible and permissible uses will produce a positive return? - Maximally productive use - Of the financially feasible uses, which use produces the highest return warranted by the market (the ideal improvements)? The primary premise of this approach is that the market value of the subject is directly related to the prices of competing properties after adjustment. Adjustments are made on square foot basis, in an effort to account for significant differences. Supply and Demand: Sales in the market result from negotiations between buyers, sellers and lenders. Buyers reflect market demand and sellers supply. If demand is high, prices tend to increase, if it is low, prices usually decrease. Demand for properties like the subject in recent years has been average. Consequently, prices have been stable. Substitution: The principle of substitution holds that the value of a property tends to be set by the price paid to acquire a substitute property of similar utility and desirability within a reasonable amount of time (The Appraisal of Real Estate, 12th Edition). The sales comparison approach is less reliable if substitute properties are not available in the market. The subject market is generally average, although not as strong as previous, consequently, there are limited sales to apply the sales comparison approach and formulate a reliable indication of market value. Balance: The market tends to force a balance between supply and demand. Balance can change due to shifts in population, variations in purchasing power, consumer tastes and preference, and time. Externalities: When possible, select comparables with similar location, economic conditions and support facilities.
