11-14-22 City Council Meeting MinutesOTSEGO CITY COUNCIL MEETING MONDAY, NOVEMBER 14, 2022 7:00 PM OTSEGO PRAIRIE CENTER Call to Order. Acting Mayor Darkenwald called the meeting to order at 7:02 PM. Roll Call: Acting Mayor Tom Darkenwald; Councilmembers: Brittany Moores and Jeff Dahl. City Staff: City Administrator/Finance Director Adam Flaherty and City Clerk Audra Etzel. Absent: Mayor Jessica Stockamp and Council Member Tina Goede. Pledge of Allegiance: Acting Mayor Darkenwald led in the Pledge of Allegiance. 1. Open Forum: Special Presentation: 2022 Photo Contest Winner, The City held its 6th annual photo contest. There were 10 participants that submitted a total of 33 photos. 544 votes were cast on-line and 149 during the Prairie Festival. The viewer's choice winner for the Prairie Festival voting was: Jeff Sorenson who received the most votes for his Unfinished Business photo. The City Council congratulated Jeff and presented him with a certificate, prize, and a framed print of the photo. Acting Mayor Darkenwald thanked all that submitted photos. CM Moores motioned to approve the agenda as written, seconded by CM Dahl. Ali in favor. Motion carried 3-0 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting_ Minutes. A. October 24, 2022 Meeting, 3.3 Approve City Council Special Compensation for October 2022. 3A Adopt Resolution 2022-84 Accepting Public Improvements for Harvest Run 2"d Addition. 3.5 Adopt Resolution 2022-85 Ordering Preparation of a Feasibility Report — 2023 Street Renewal. 3.6 Approve the Purchase of a Fleet Vehicle — Street Sweeper. 3.7 Motion to Not Waive Monetary Limits on Municipal Tort Liability Insurance. 3.8 Motion to Schedule a Special Meeting for Discussion of Municipal Services and Facilities Studies, 3.9 Adopt Resolution 2022-86 Accepting Public Improvements for Crimson Ponds West 4th Addition. 3.10 Adopt Resolution 2022-87 for the Mississippi Landing Environmental Assessment Worksheet. 3.11 Adopt Resolution 2022-88 Accepting Public Improvements for Windsong Addition, 3.12 Approve the Purchase of Two Fleet Vehicles. 3.13 Approve Pay Application #3 for the West WWTF Improvements Phase 1 Project. 3.14 Approve the Purchase of the City of Otsego Monument Signage. 3.15 Adopt Resolution 2022-89 Supporting an Application to the Corridors of Commerce Program. 3.16 Accept Resignations and Appoint a Parks & Recreation Advisory Commission Member. CM Moores motioned to approve the consent agenda as written, seconded by CM Dahl. All in favor. Motion carried 3-0. Consider Adoption of Resolution 2022-90 Canvass Results of the City Election, City Clerk Etzel presented the results of the 2022 election. Acting Mayor Darkenwald thanked all the candidates and congratulated Mr. Dunlap and Ms. Goede. CM Dahl motioned to approve Resolution 2022-90 to canvass results of the City Election held Tuesday, November 8, 2022, seconded by CM Moores. All in favor. Motion carried 3-0. 5. City Council Reports and Updates: CM Moores said the Otsego Heritage Preservation Commission has their quarterly meeting next month. 6. Staff Reports and Updates. City Administrator/Finance Director Flaherty noted: the CSAH 37 project is complete and is now open to traffic, next Monday at 52.30 PM, November 21st is a special meeting, and City offices will be closed Thursday and Friday next week for the Thanksgiving Holiday. City Clerk Etzel thanked Deputy Clerk Benting for all her hard work and the fabulous group of election judges. Additionally, the City staff were a tremendous help in making the elections a success. Sergeant Jason Oltmanns with the Wright County Sheriff's Department noted today was the first weather event with limited incidents within the City of Otsego. Their staff is aware of seasonal parking and they are starting with orange parking cards, when possible, to avoid tows. Halloween was successful with no concerns reported. 7. Adjournment.
