Call to Order.
Vice Chair Kitty Baltos called the meeting to order at 7:00 PM.
Roll Call: Vice Chair Baltos; Commissioners: Jim Breitbach, Angi Hilde, Matt Killam,
Corey Tanner, Matt Danzl, and Jessica Schaffer.
Absent: Chair Angie Dehn and Commissioner Liz Benoit
City Council: Mayor Jessica Stockamp.
Staff: Ross Demant, Parks and Recreation Director; Nick Jacobs, Parks and Recreation
Operations Coordinator and Connie Schwecke, Recreation Coordinator.
1.Open Forum.
2.Consider Agenda Approval.
Parks and Recreation Director Demant requested to move Item 5.1 to
the first Item on the agenda. Commissioner Hilde motioned to approve
the amended agenda. Seconded by Commissioner Breitbach. All in
favor. Motion carried.
3.Consider Meeting Minutes.
3.1 February 15, 2022 Regular Meeting Minutes.
Commissioner Tanner motioned to recommend to the City Council to
approve all meeting minutes as written. Seconded by Commissioner
Hilde. All in favor. Motion carried.
New Business.
5.1 Election of Officers.
Vice Chair Baltos asked for nominations for chair.
Commissioner Hilde nominated Kitty Baltos for chair. No other nominations were
voiced.
Vice Chair Baltos asked for nominations for vice chair.
Commissioner Tanner nominated Jim Breitbach for vice chair. Jim Breitbach
nominated Corey Tanner for vice chair.
Vice Chair Baltos asked for a voice vote for chair.
The vote was unanimous, as a matter of record, Kitty Baltos was elected chair.
Vice Chair Baltos asked for a voice vote for vice chair.
The vote was 5 aye and 2 nays, as a matter of record, Jim Breitbach was elected
vice chair.

4. Unfinished Business.
4.1 Review of Park Projects.
Parks and Recreation Director Demant introduced Gabrielle Grinde from HkGi who
presented park projects memo.
Commissioners discussed Carrick’s Landing projects and requested different shelter and
dock options.
Commissioners discussed School Knoll playground and requested more traditional and
durable playground options.
Commissioner Tanner motioned to recommend to the City Council that staff
continue the design process for both School Knoll Park and Carrick’s Landing
River access and bring back for Commissioners to review specific design
features that were discussed during the meeting. Seconded by Commissioner
Killam. All in favor. Motion carried.
4.2 Wayfinding Masterplan.
Parks and Recreation Director Demant and Gabrielle Grinde from HkGi presented memo
sign design and replacement schedule. Demant stated that they would bring back to
the next commission meeting a few examples of different sign families that have the
Otsego logo infused on the sign example.
Commissioner Denzl requested the web address be removed and the commissioners
agreed for future signage.
Commissioner Hilde motioned to recommend to the City Council that staff
continue the wayfinding process with the recommended logo and sign family.
Seconded by Commissioner Breitbach. All in favor. Motion carried
6. Parks and Recreation Update.
Parks and Recreation Director Demant presented Parks update and Recreation
Coordinator Schwecke presented recreation update.
7. City Council Reports.
Mayor Jessica Stockamp presented City Council Report.
8. Adjourn.
Commissioner Breitbach motioned to adjourn. Seconded by
Commissioner Hilde. All in favor. Motion carried. Adjourned at 8:38
P.M.
