PR Minutes 06-21-22OTSEGO PARKS AND RECREATION City Hall June 21, 2022 7:00 PM Call to Order. Chair Kitty Baltos called the meeting to order at 7:00 PM. Roll Call: Chair Kitty Baltos; Commissioners: Jim Breitbach, Angie Dehn, Angi Hilde, Liz Benoit, Corey Tanner, Jessica Schaffer and Matt Danzl. Absent: City Council: Mayor Jessica Stockamp and Council Member Brittany Moores. Staff: Dan Licht, City Planner; Nick Jacobs, Interim Parks and Recreation Director; and Connie Schwecke, Recreation Coordinator. 1.Open Forum. Michael Steiner lives at 10605 74 Lane. Mr Steiner requested a dog park be installed at the Kittregde Crossing Park. Bonnie Wos 10593 74 Lane NE Kittredge Crossings. Ms. Wos gave the reasons why she thought a neighborhood dog park would be an asset to their community. Interim Parks and Rec Director Jacobs showed the map of Kittredge Park and where Mr Steiner proposed the site of the dog park. Mr. Jacobs also presented proposed cost estimates. After discussion, the commissioners agreed that at this time they would not move forward with Mr. Steiner’s request because this request does not meet the guidelines for the Parks and Recreation Master Plan because dog parks are installed in large community parks and also the extra costs associated with installation and maintenance of an added dog park. Chair Baltos requested that staff keep track of all resident requests for any park amenity. 2.Consider Agenda Approval. Parks and Recreation Commissioner Dehn motioned to approve the agenda. Seconded by Commissioner Breitbach. All in favor. Motion carried. 3.Consider Meeting Minutes. 3.1 May 17, 2022 Regular Meeting Minutes. Commissioner Hilde motioned to recommend to the City Council to approve all meeting minutes as written. Seconded by Commissioner Benoit. All in favor. Motion carried. 4.Unfinished Business. 4.1 Review Wayfinding Projects Updates. ITEM 3.1 Interim Parks and Recreation Director Jacob presented memo and the updated sign family concepts with the recommendations the commissioners requested at the May meeting. After discussion, the commissioners concurred with the updated sign concepts but with regards to the trail marker, they agreed they did not have a clear idea of what the best option for interactive trail maps/markers would be and requested staff to continue to review and bring back different options of interactive trail maps QR codes. 5. New Business. City Planner Licht reviewed the Comprehensive Plan. After discussion, the commissioners agreed trail connectivity would continue to be a high priority as well neighborhood parks and also to possibly plan a second community park or a possible destination playground. 6. Parks and Recreation Update. Interim Parks and Recreation Director Jacobs presented Parks update. Recreation Coordinator Schwecke presented Recreation update. 7. City Council Reports. Mayor Jessica Stockamp presented City Council Report. 8. Adjourn. Commissioner Breitbach motioned to adjourn. Seconded by Commissioner Tanner. All in favor. Motion carried. Adjourned at 8:38 P.M.
