City staff is recommending that the City Council approve the Pay Plans for 2023.

BACKGROUND/JUSTIFICATION:
2023 Pay Plan: Seasonal, Temporary & Part-Time Positions
The City’s current pay plan for seasonal, temporary, and part-time positions was adopted on December 13,
2021 and became effective on January 1, 2022. Proposed changes to this Pay Plan include:
- The Recreation Department $0.50 increase to the minimum and $2.50 increase to the maximum
hourly rates to maintain competitiveness with the part-time labor markets.
- Seasonal Maintenance positions include a $0.50 increase to the minimum and $1.00 increase to
the maximum hourly rates to maintain competitiveness with the seasonal labor markets.
- The Election Judges position was maintained at the same hourly rate as 2022.
- The Administrative Intern position was maintained at the same hourly rate as 2022.
2023 Pay Plan: Scored FT/PT Positions
The City’s current pay plan for regular scored positions was adopted on December 13, 2021 and became
effective on January 1, 2022. At the June 13, 2022 budget meeting, the City Council directed staff to
prepare a draft budget including a 3.50% cost of living adjustment within the scored positions pay plan.
This assumption was later reviewed by the City Council at the September 12, 2022 budget meeting, and the
City Council concurred to keep the respective cost of living adjustment within the final budget. Each
position has been scored by Baker Tilly to assign positions to a pay grade, scores are based from job duties.
The proposed Pay Plans, if approved by the City Council would become effective January 1, 2023.
