3.2.A 2022.11.28 City Council MinutesPage 1 of 3 OTSEGO CITY COUNCIL MEETING MONDAY, NOVEMBER 28, 2022 7:00 PM OTSEGO PRAIRIE CENTER Call to Order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Brittany Moores, Tina Goede and Jeff Dahl. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Sabrina Hille, City Planner Dan Licht, City Engineer Ron Wagner, and City Attorney Dave Kendall. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Special Presentation: 2022 Election Judges. Deputy Clerk Bethany Benting was present via video conference to give a thank you to the Election Judges present in the audience tonight and all those who worked as an election judge. Bethany Benting noted Sonja Nelson, Anne Ness and Robin Hille for their additional hours put in during the election process. Bethany also noted the city staff that helped for the elections. Election Judges came up for a photo. Anne Ness; 8254 O’Brian Avenue NE – made comments on the amazing improvements from the 2020 elections, as well as the additional help and video instructions made by Bethany. Mayor Stockamp read some comments sent in from residents, that noted Bethany’s hard work, positive attitude, and accuracy to ensure the integrity of the election. Mayor Stockamp thanked Bethany, Election Judges, and city staff on their hard work and time they put in for the election. Mayor Stockamp opened the Open Forum at 7:10 PM. No one from the public spoke. Mayor Stockamp closed the Open Forum at 7:11 PM. 2.Consider Agenda Approval. CM Moores motioned to approve the agenda as written, seconded by CM Dahl. All in favor. Motion carried 5-0 3.Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A.November 14, 2022 Meeting. B.November 14, 2022 Special Meeting. C.November 21, 2022 Special Meeting. 3.3 Accept Resignation of Parks and Recreation and Public Safety Advisory Commissioners. 3.4 Adopt Resolution 2022-91 Designating Polling Locations for 2023. 3.5 Approve Closure of City Offices on December 13 for Employee Recognition and Training Events. 3.6 Approve Staff Advancement of Parks Maintenance II Position. 3.2.A. MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING NOVEMBER 28, 2022 Page 2 of 3 3.7 Approve Law Enforcement Contract between Wright County and City of Otsego. 3.8 Approve the Purchase of a Fleet Vehicle – One Ton Utility Body Truck. 3.9 Accept Proposals and Authorize Services and Equipment Procurement – Booster Station. 3.10 Adopt Resolution 2022-92 Accepting Public Improvements for Wildflower Meadows 6th. 3.11 Adopt Resolution 2022-93 Accepting Public Improvements for Meadow of Riverpoint 1st. 3.12 Approve a Fire Protection Agreement between the City of Otsego and City of Albertville. 3.13 Authorize Advertisement of Request for Proposals – Classification and Compensation Study. 3.14 Approve Pay Application #1 for the 2022 Street Maintenance Project. 3.15 Approve Pay Application #2 (Final) for the 2022 Street Renewal Project. 3.16 Approve Change Order Proposal #2 for the West WWTF Improvements Phase 1 Project. 3.17 Approve Pay Application #21 (Final) for the East WWTF Biosolids Project. CM Darkenwald requested that item 3.12 be removed from the consent agenda for discussion as item 6.1. CM Moores motioned to approve the consent agenda as amended, seconded by CM Goede. All in favor. Motion carried 5-0. 4. Engineering: 4.1 Otsego Creek Hydraulic Study. A. Presentation by City Engineer. B. Consider Approval of Amendment No. 1 to the Professional Services Agreement City Engineer Wagner presented the staff report. Part of the additional work was due to the new FEMA Flood Plain Map which require the modeling to be completed per DNR requirements and therefore increasing the costs of the agreement. CM Darkenwald asked for clarification on the need for the different model, as it seemed redundant. City Engineer Wagner stated the modeling programs are significantly different. The DNR is insistent of the remodeling, even with the FEMA flood map not being adopted until 2024. This is required to get a permit to complete the project to clean out the creek. CM Moores asked if there will be additional requirements on the project in the future, Wagner stated that in their meeting this is the only requirement the DNR outlined as an addition. CM Darkenwald looked for clarification on the requirement since the new FEMA map has not been approved. Wagner said they need to have the study done before the project, to ensure that the clean out will not affect the current flood plain. CM Darkenwald wanted to clarify that if we do not do this additional model, then we would not obtain a permit and the creek would not be cleaned. Wagner confirmed. CM Goede stated she felt that there was a mistake and does not understand the requirement that the DNR is implementing due to the 2024 map which is not approved yet. CM Darkenwald clarified Goede’s question by stating that AE2S would need to be asked on the remodeling requirement, and why this was not caught earlier. This issue was raised because the city modeled the Otsego Creek, and then the DNR came in afterward and stated that the creek needed to be included in the flood plain. MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING NOVEMBER 28, 2022 Page 3 of 3 Mayor Stockamp would like to have AE2S to come speak to the council to justify the cost request, since they are asking for additional funding to replicate previous work just with the different software program. CM Darkenwald motioned to table item 4.1 to the December 12th City Council meeting, seconded by Mayor Stockamp. All in favor. Motion carried 5-0. 5. City Council Reports and Updates: 5.1 Commission Liaison Updates. A. Heritage Preservation Commission - Liaison CM Moores: next meeting is scheduled for December 13. B. Parks and Recreation Commission - Liaison CM Moores: Gabrielle with HKGi was present to review wayfinding signage and the next steps in that project. The commission honored Jim Breitbach for his service on Public Safety and Parks & Recreation Commissions. Tree Lighting was this evening and that went well. As a reminder, Santa Day is December 10th. C. Planning Commission – Liaison CM Darkenwald had no updates. D. Public Safety Commission – Liaison CM Goede updated that 2 commission members will be leaving due to moving out of the city. Goede also mentioned that there has been an uptick in domestic cases. 6. Staff Reports and Updates 6.1 City of Albertville Fire Protection Agreement CM Darkenwald wanted to clarify that the proposed agreement was indeed budgeted, since there were some changes in the fire inspection services. Flaherty stated that the budget included funding for the agreement, and with the change in the fire inspections costs there may be additional charges beyond the budget; however, they will be very minimal. CM Darkenwald motioned to approve the Albertville Fire Protection Agreement, seconded by CM Goede. All in favor. Motion carried 5-0. Sergeant Jason Oltmanns with the Wright County Sheriff’s Department updated the City Council on the uptick in domestics, it often correlates to the holiday sand often will keep on pace and increases until January 2nd. Oltmanns also noted an increase in theft, specifically in copper due to the increase in the cost of the material. There have also been some cars, license plates, and catalytic converters stolen. CM Goede wanted to clarify that that license plates are being stolen, and Oltmanns answered that license plates are stolen to put on their own car and commit crimes with a different plate identification. 7. Adjournment. CM Darkenwald motioned to adjourn at 7:35 PM, seconded by CM Goede. All in favor.
