RE: Waterfront Commons I
We have reviewed the following information provided by Demarc on behalf of Arrow Companies
regarding the Waterfront Commons I, Otsego.
Site Development Plans and Preliminary Plat for Waterfront Commons I, Otsego, dated
11/14/2022.
The submittal is to be considered for preliminary acceptance. We would offer the following
comments:
Preliminary Plat
1. Any drainage easement shall be defined as “Drainage & Utility Easement”.
2. Show the new proposed D/U easement over the existing sewer and water in L1/B1 and O/L A.
3. Provide a D/U easements over all proposed storm sewer.
4. The right turn lane on Quantrelle Ave will push the future sidewalk west. Existing utility
cabinet and pedestals lie adjacent to the turn lane. Route the sidewalk around the cabinets and
provide a sidewalk easement for all of that part of the sidewalk that lies outside of the ROW.
Can be submitted as a separate document if desired.
5. Show easements on the appropriate plan sheets.

6. Provide an approval signature line for Ronald J. Wagner, P.E., City Engineer.
7. Provide benchmark(s) and datum listed (should be NGVD 1929 Adj. Datum).

8. Recommend using the City’s details when available.
9. For the infiltration basins, the media shall be an engineered soil.
10. C3, Note 2, change the name of the City.
Existing Conditions and Removals Plan
11. Show curb removal for rt turn lane on Quantrelle Ave.
Master & Phase 1 Site Plan
12. Provide ped ramps at both site access locations.
13. Add sidewalk along Quantrelle Ave. Show sidewalk easement and route the walk around the
existing utility cabinet and peds.
14. Demo and rebuild the ped ramp at Quantrelle and 90th to fit the new sidewalk extension.
15. Show all of the proposed D&U easements.
16. Add a porkchop island at the 90th St access for rt in/rt out movements.
17. Add rt turn lane on Quantrelle Ave. Fit parallel to the ROW.
18. Signage: Stop signs, and Right Turn Only (at south access).

21. Recommend slope grading instead of a retaining wall.

23. Recommend installing CB 105 at south access in Phase 1, then stubbing out the sewer beyond
the ingress/egress easement to avoid closing off that part of the access, or explain the phasing
and how to minimize future disruption of public access to the site.
24. Storm sewer line from (future) CB 105 to STMH 102 needs to be 15” or greater. 12” pipe is
only allowed from lead structures.
25. Upsize the 12” pipe from the OCS in Basin 1 to 15” or greater.
26. Show the water and san stub lines from 90th St
27. Extend the westerly san service (going to OL A) beyond the future storm sewer crossing. Add
a san MH and stub san beyond the westerly limits of the ingress/egress easement. Water
service to be run parallel and 10 from sanitary.
